One Rupee Per Kg Wheat Scheme

Rajasthan state government scheme

Quick answer

One Rupee Per Kg Wheat Scheme is the Rajasthan state food subsidy that cut the ration price of wheat to Re 1 per kg for Antyodaya, BPL and State BPL families, 35 kg a month for Antyodaya households and 5 kg per member for others. Since 1 January 2023 the same wheat has been issued free under the central PMGKAY, so no separate application is needed beyond an NFSA ration card.

What is the One Rupee Per Kg Wheat Scheme?

One Rupee Per Kg Wheat Scheme is the Rajasthan state food subsidy under which ration wheat is issued at Re 1 per kilogram to the poorest ration card categories; Antyodaya Anna Yojana households, BPL families and State BPL families. The scheme is administered by the Food and Civil Supplies Department, Government of Rajasthan, and is delivered entirely through the existing Public Distribution System of fair price shops. It is often referred to locally as the ek rupaye kilo gehun scheme.

One Rupee Per Kg Wheat Scheme is not a standalone benefit with its own application form. It is a price concession layered on the National Food Security Act, 2013 entitlement. Under NFSA the central issue price for wheat is Rs 2 per kg; Rajasthan absorbed Re 1 of that from the state exchequer so that the beneficiary paid only Re 1. The National Food Security Act was rolled out in Rajasthan from 2 October 2013, and the state's Re 1 wheat price for the poorest categories followed.

There is an important current fact readers must not miss. Since 1 January 2023, the Government of India has issued all NFSA foodgrains free of cost under Pradhan Mantri Garib Kalyan Anna Yojana, and that free issue has been extended for five years. In practice, an Antyodaya or BPL family in Rajasthan today receives its wheat without paying anything at the fair price shop, even though Re 1 per kg remains the notified state rate that would apply if free issue ended. Any dealer who demands cash for the NFSA wheat quota during the free-issue period is acting outside the rules.

Who is eligible for subsidised wheat in Rajasthan?

You can receive the wheat if:

  • Your family holds an Antyodaya Anna Yojana (AAY) ration card, or a BPL or State BPL ration card, issued in Rajasthan under NFSA.
  • Every member of the family is Aadhaar-seeded against the ration card, since grain is released by biometric authentication at the ePoS machine.
  • Your family is a resident of Rajasthan and does not hold a ration card in another state.

Priority Household (PHH) families under NFSA also draw subsidised wheat, at 5 kg per member per month, though the deepest concession and the 35 kg family quota belong to the Antyodaya category.

You cannot apply, or are not eligible, if:

  • Your family is not on the NFSA list in Rajasthan. The state operates within a coverage ceiling fixed under the Act, so inclusion is possible only against a vacancy.
  • Your family falls in the state's NFSA exclusion categories — an income tax payer in the family, a serving or retired government or PSU employee drawing a substantial pension, ownership of a four-wheeler, or a large landholding are the exclusions the Food and Civil Supplies Department applies at verification.
  • Your family already holds a ration card in another state. Duplicate cards are detected through Aadhaar de-duplication and cancelled.
  • Aadhaar seeding of family members has not been completed, in which case the entitlement exists on paper but cannot be drawn until seeding is done.

How much wheat is issued, and at what price?

Ration card category Monthly wheat Notified state price
Antyodaya Anna Yojana (AAY) 35 kg per family Re 1 per kg
BPL / State BPL 5 kg per member Re 1 per kg
Priority Household (PHH) 5 kg per member Rs 2 per kg under NFSA

During the current PMGKAY free-issue period, no amount is collected at the fair price shop against these quantities. The distribution month runs on the state's notified PDS calendar, and undrawn quota generally does not carry over to the next month, which is why families are advised to collect within the month.

What documents are required?

Document Mandatory Notes
NFSA ration card Yes The entitlement document at the fair price shop
Aadhaar of every member Yes Seeding and biometric authentication
Jan Aadhaar card Yes Rajasthan family ID linked to the card
BPL / Antyodaya selection proof No Only for a fresh inclusion application
Residence proof No Only for a fresh ration card application

How to apply for the One Rupee Per Kg Wheat Scheme

There is no separate form for the wheat subsidy itself. What you apply for is inclusion in the NFSA ration card list in the AAY, BPL or State BPL category.

  1. Collect your Jan Aadhaar card, the Aadhaar cards of every family member, residence proof and any BPL or Antyodaya selection document.
  2. Visit your nearest e-Mitra kiosk, or the block or tehsil supply office, and ask for the NFSA ration card inclusion application (the Khadya Suraksha application).
  3. Fill in the family details exactly as they appear in the Jan Aadhaar record, a mismatch between the two is the single commonest cause of rejection.
  4. Submit the form with the documents and take the acknowledgement receipt carrying the application number.
  5. Wait for verification by the Enforcement Inspector or the block supply officer, who confirms the exclusion criteria and the family's circumstances on the ground.
  6. On approval by the District Supply Officer, the family is added to the NFSA database and the ration card category is recorded. Grain can then be drawn at the assigned fair price shop.
  7. Complete Aadhaar seeding for every member at the fair price shop or the supply office, and only then attempt the first biometric collection.

To collect the grain once the card is active, take the ration card and the Aadhaar-registered family member to the assigned fair price shop within the distribution month, give the fingerprint at the ePoS machine, and keep the printed slip.

How do I check my ration card status and transactions?

  1. Open jansoochna.rajasthan.gov.in, the Rajasthan transparency portal, and choose the Food and Civil Supply Department section.
  2. Search by ration card number, Jan Aadhaar number or Aadhaar number to see the card category, the member list and the month-wise issue record.
  3. For a pending application, use the NFSA application status page on rrcc.rajasthan.gov.in with your application number.

Jan Soochna also publishes the fair price shop-wise allocation for a village or ward, which lets a family check whether the shop actually received the stock it claims it did not.

Why do families miss their wheat?

  • Aadhaar not seeded for the member who comes to collect, so the ePoS machine cannot authenticate.
  • Fingerprint not recognised, common among elderly and manual workers. The supply office can enable iris authentication or a One Time Password-based route.
  • Card suspended in verification because an exclusion criterion was flagged, such as a four-wheeler registered in a member's name.
  • Quota not drawn within the month, and the allocation lapsed.
  • Member migrated and the name was deleted from the family record.
  • Duplicate card detected in another state under de-duplication.

Where do I complain?

  • Consumer helpline: 1800-180-6030.
  • One Nation One Ration Card helpline: 14445, for portability problems when drawing your quota outside your home district or state.
  • Food Department, Government Secretariat, Jaipur: 0141-2227352.
  • District Supply Officer for dealer complaints, short weight and denial of entitlement. Attach the ePoS slip.
  • Rajasthan Sampark at sampark.rajasthan.gov.in for a tracked grievance.

The wheat entitlement is free to claim. No payment beyond the notified price is lawful at the fair price shop, and during the PMGKAY free-issue period that means no payment at all.

Frequently asked questions

How much wheat does an Antyodaya family get in Rajasthan?

An Antyodaya Anna Yojana household in Rajasthan receives 35 kg of wheat per family per month, regardless of family size. Priority Household, BPL and State BPL families receive 5 kg per member per month instead. The grain is collected from the assigned fair price shop after biometric authentication.

Do I still have to pay Re 1 per kg for ration wheat?

No — since 1 January 2023 the Government of India has issued NFSA foodgrains free of cost under Pradhan Mantri Garib Kalyan Anna Yojana, and that free issue has been extended through 2028. The Re 1 per kg state price remains the notified rate under the Rajasthan scheme, but no money is collected at the fair price shop while the free-issue period runs. Any dealer demanding cash for the NFSA quota should be reported.

Who is eligible for the One Rupee Per Kg Wheat Scheme?

Families holding an Antyodaya Anna Yojana, BPL or State BPL ration card in Rajasthan under the National Food Security Act are eligible. Eligibility is decided by the ration card category recorded in the NFSA database, not by a separate application to this scheme.

Who cannot apply for the scheme?

Families outside the NFSA list are not eligible, and the Food and Civil Supplies Department applies exclusion criteria — income tax payers, government and PSU employees and pensioners, families owning four-wheelers, and families holding large landholdings are excluded from NFSA inclusion in Rajasthan. A family already holding a ration card in another state cannot apply again here.

How do I get my name added to the NFSA ration card list?

Apply at an e-Mitra kiosk or at the block or tehsil supply office with your Jan Aadhaar card, Aadhaar cards of all members and residence proof. The application goes to the district supply officer, and a name is added only when a vacancy exists against the district's NFSA ceiling, which is why approvals can take months.

How do I check my ration entitlement and transactions?

Look up your ration card and month-wise grain transactions on the Jan Soochna portal at jansoochna.rajasthan.gov.in, which publishes them free and without a login. The Food Department portal food.rajasthan.gov.in carries the same ration card and fair price shop details.

Can I collect my wheat in another district or state?

Yes. Rajasthan is covered by One Nation One Ration Card, so a cardholder can draw the entitlement from any linked fair price shop in India using Aadhaar biometric authentication. The ONORC helpline is 14445.

What if the dealer refuses to give the full quantity?

Report it to the consumer helpline on 1800-180-6030 or to the District Supply Officer, and keep the ePoS slip printed by the machine, which records the exact quantity issued against your biometric. That slip is the evidence that settles short-weight complaints.
