Nirman Shramik Videsh Rojgar Visa Vyay Punarbharan Yojana
Rajasthan state government scheme
Nirman Shramik Videsh Rojgar Visa Vyay Punarbharan Yojana reimburses the visa expenditure of a registered Rajasthan construction worker who takes up employment abroad, so the worker is not left paying that cost out of pocket. Registration with the BOCW Welfare Board for at least 1 year is the core condition. Claims are filed free through the Labour Department portal.
What is Nirman Shramik Videsh Rojgar Visa Vyay Punarbharan Yojana?
Nirman Shramik Videsh Rojgar Visa Vyay Punarbharan Yojana is a Rajasthan scheme under which the Building and Other Construction Workers (BOCW) Welfare Board, which sits under the state Labour Department, reimburses the visa expenditure of a registered construction worker who takes up employment outside India. The Labour Department lists the scheme in Hindi as "निर्माण श्रमिकों को विदेश में रोजगार हेतु वीजा पर होने वाले व्यय का पुनर्भरण योजना".
The scheme exists because of a real economic pattern in Rajasthan. Large numbers of masons, carpenters, steel fixers, shuttering carpenters, plumbers, welders, tile layers and general construction labourers from the state work in the Gulf and elsewhere. The wages abroad are several times what the same trade earns in Rajasthan, but getting there costs money upfront, and the worker pays it before earning anything. Visa costs are one of the biggest of those upfront items, and they are the reason many workers borrow at high interest before departure or sign away part of their future wages to an agent.
Nirman Shramik Videsh Rojgar Visa Vyay Punarbharan Yojana attacks that specific cost. The Board reimburses the visa expenditure the worker actually incurred, against receipts, after the worker has secured foreign employment. The scheme is one of the set of BOCW Welfare Board schemes funded by the construction cess collected on construction work in the state, which is the same fund that pays for the Board's maternity, education, housing, tools and silicosis benefits.
Who is eligible for the visa expense reimbursement?
You can claim if:
- You are a construction worker registered with the Rajasthan BOCW Welfare Board, that is, you hold a valid Rajasthan labour card.
- Your registration is live and your contributions are paid up to date, and you have completed the Board's minimum period of registration, which for BOCW schemes in Rajasthan is generally at least one year of continuous beneficiary status.
- You have obtained an employment visa for a country outside India, supported by an offer letter or contract from the foreign employer.
- You actually paid the visa cost and hold the receipts, since this is a reimbursement and not an advance.
- You hold an Aadhaar-seeded bank account in your own name and are recorded in Jan Aadhaar.
You cannot claim if:
- You are not registered with the BOCW Welfare Board, or your labour card has lapsed and contributions are pending on the date of the claim.
- You are travelling on a tourist, visit, pilgrimage or student visa. The claim rests on employment abroad.
- You are not a construction worker. The Board's schemes are limited to the building and other construction trades defined under the BOCW Act. Workers in other industries are covered by different welfare boards.
- You cannot produce receipts for the visa expenditure. A stated amount without proof of payment is not reimbursed.
- The expenditure you are claiming is airfare, agent commission, medical examination or training cost. Only visa expenditure is covered.
- You have already been reimbursed for the same visa.
How much does the scheme reimburse?
Nirman Shramik Videsh Rojgar Visa Vyay Punarbharan Yojana reimburses the actual visa expenditure incurred by the worker, subject to the ceiling notified by the Rajasthan BOCW Welfare Board for the scheme. Because that ceiling is set by Board notification and revised from time to time, confirm the current limit with the district Labour Welfare Officer or on the Labour Department's scheme page before you file, it is the one figure worth checking on the day.
Payment is made by Direct Benefit Transfer into the worker's own bank account. The Board does not pay into a spouse's or relative's account, and it does not pay the recruiting agent.
How to apply for the visa expense reimbursement
- Confirm your labour card is live. Open your registration record with the Labour Department and check that the card has not lapsed and that contributions are cleared. Renew it first if it has lapsed. A claim filed on a dead registration is rejected outright.
- Collect the paperwork before you travel. Keep the original visa fee receipts, a copy of the passport page carrying the visa, and the offer letter or employment contract from the foreign employer. Receipts are the part workers most often lose, and the claim cannot be reconstructed without them.
- Log in to sso.rajasthan.gov.in and open the Labour Department's LDMS (Labour Department Management System) application, which is where Rajasthan processes BOCW beneficiary claims.
- Select the visa expense reimbursement scheme from the list of BOCW schemes and open the claim form.
- Fill in the claim with your labour card number, passport and visa details, employer details and the amount of visa expenditure claimed.
- Upload the documents; labour card, passport and visa pages, receipts, offer letter, Aadhaar, Jan Aadhaar and bank passbook.
- Submit and save the application number. Every follow-up with the district Labour office runs on this number.
- Respond to verification. The district Labour Welfare Officer verifies the registration and the documents, and may ask for originals to be produced.
Workers who cannot file online — including those who have already departed and are filing through a family member with authority, can submit the same claim through an e-Mitra kiosk or at the district Labour Welfare Office.
How to check the status of your claim
Log in to sso.rajasthan.gov.in with the account used to file and open the LDMS application to see the claim's current stage. An e-Mitra operator can retrieve the same status using the application number. The Jan Soochna portal publishes Labour Department scheme and labour-card information, including a "Know about your Labour Card" service that confirms whether your registration is active. The single most useful check before and after filing.
Once approved, the amount appears as a DBT credit in the Aadhaar-seeded account. If the claim shows approved but no credit has arrived, the account seeding is the first thing to check with your bank branch.
Why do these claims get rejected?
- Labour card lapsed or contributions unpaid on the date of claim. This is the leading reason across all Rajasthan BOCW schemes.
- Minimum registration period not completed, a worker who registered only weeks before departure does not meet the Board's continuous-beneficiary requirement.
- No visa receipts, or receipts in the agent's name rather than the worker's.
- Visa is not an employment visa, or no employer offer letter is attached.
- Name mismatch between the passport, Aadhaar, Jan Aadhaar and the labour card. Passports often carry an expanded or differently spelled name, and this stalls verification.
- Bank account not Aadhaar-seeded, so the DBT fails after approval.
- Claim filed late, beyond the time limit the Board allows after the expenditure.

Frequently asked questions
Who can claim visa expense reimbursement in Rajasthan?
A construction worker registered with the Rajasthan Building and Other Construction Workers Welfare Board, whose registration is live and contributions are up to date, and who has actually incurred visa expenditure to take up employment outside India.
Does the scheme pay for the air ticket too?
No. The scheme reimburses visa expenditure. Airfare, agent commission, medical tests and accommodation abroad are not covered, and receipts for those items do not support the claim.
Is a tourist visa covered?
No. The claim rests on going abroad for employment, so an employment visa supported by an offer letter or contract from the foreign employer is required. A visit, tourist or pilgrimage visa is not eligible.
Do I have to be registered with the Labour Department before applying?
Yes, and registration has to be in place before the claim, not created afterwards. Rajasthan's BOCW schemes require the worker to be a registered beneficiary with contributions paid, and the Board's practice is to require a minimum period of registration.
How is the money paid?
Through Direct Benefit Transfer into the worker's own Aadhaar-seeded bank account. Payment into a relative's account is not made, which is why the account name and Aadhaar name have to match.
Is there a fee to file the claim?
No. Filing the claim with the Labour Department is free. An e-Mitra kiosk may charge only the government-notified service fee for assisted filing, and no agent can charge for "getting the claim passed".
What if my labour card has lapsed?
Renew the labour card and clear pending contributions before filing. A lapsed registration is the most common reason a BOCW claim fails, and the Board treats the registration status on the date of the claim as decisive.
Where do I complain if my claim is stuck?
Call the Labour Department helpline on 1800-180-6127 or 0141-2222961, or register a grievance on Rajasthan Sampark 181. The district Labour Welfare Officer is the first authority to approach on a stalled or rejected file.
