What is Mukhyamantri Kisan Mitra Urja Yojana?

Mukhyamantri Kisan Mitra Urja Yojana is a Rajasthan Energy Department scheme that pays part of a farmer's agricultural electricity bill directly to the distribution company, so the farmer receives a reduced bill rather than a cash transfer. The scheme is also written as Mukhyamantri Kisan Mitra Energy Yojana and abbreviated MKMUY or MKMEY.

The Government of Rajasthan approved the scheme in 2021. Irrigation pumping is the single largest running cost on a small Rajasthan farm, and a bi-monthly electricity bill of a few thousand rupees can be enough to push a smallholder into borrowing. The scheme's design answers that directly: it pays a fixed majority share of the bill up to a hard ceiling, which makes the benefit large in relative terms for a small consumer and small in relative terms for a large one.

According to the Energy Department, the state pays 60% of the agricultural electricity bill on a pro-rata basis, subject to a maximum of Rs 1,000 a month and Rs 12,000 a year. Because the discoms bill agricultural consumers on a bi-monthly cycle, the ceiling works out to Rs 2,000 against a two-month bill. About 11 lakh farmers are covered, and budget provision has been made each year for transferring the grant funds to the distribution companies.

Main features

  • 60% of the metered agricultural bill is paid by the state.
  • Hard ceiling of Rs 1,000 a month and Rs 12,000 a financial year.
  • Adjusted against the bi-monthly discom bill, not paid in cash to the farmer.
  • No separate scheme application form. The connection itself is the enrolment.
  • Aadhaar, Jan Aadhaar and bank account must be linked to the connection.
  • Implemented by Jaipur, Ajmer and Jodhpur Vidyut Vitran Nigams.

Who is eligible for the Kisan Mitra Urja subsidy?

You can receive the subsidy if:

  • You hold a metered agricultural electricity connection from Jaipur, Ajmer or Jodhpur Vidyut Vitran Nigam.
  • The connection is in your name and you are the domestic agricultural consumer, not an institution or a commercial user.
  • Your Aadhaar number, Jan Aadhaar and bank account are linked to the connection with the discom.
  • You have no arrears outstanding against the connection with the discom.

You are not eligible if:

  • You are a central or state government employee. Government employees are expressly excluded from the agricultural consumer subsidy.
  • You are an income tax payer.
  • Your connection is a non-agricultural category connection, domestic, commercial or industrial supply does not qualify, whatever the load is used for.
  • The connection is institutional rather than held by a farming family.
  • Your Aadhaar and bank account have not been linked to the connection. This does not make you permanently ineligible, but no subsidy is released until the linkage is done.

Farmers on unmetered or flat-rate agricultural connections should confirm their category with the discom sub-division, since the 60% computation is built on a metered bill amount.

How is the subsidy calculated?

The arithmetic is straightforward once the ceiling is understood. The discom raises a bi-monthly bill. The state pays 60% of that bill, pro-rated across the months in the billing cycle, and stops at Rs 1,000 per month.

Two practical consequences follow. First, a farmer whose bill works out below Rs 1,000 a month effectively pays nothing, because 60% of a small bill is well within the ceiling and the remainder is small. Second, a farmer with a large bill still pays a substantial amount, because the subsidy stops at Rs 1,000 a month however large the bill grows. The scheme was designed this way to make agricultural power effectively free for small and medium consumers while containing the cost to the exchequer.

The subsidy is adjusted against the bill, not credited to a bank account. A farmer looking for a Rs 1,000 credit in their passbook will not find it; the correct place to look is the subsidy line on the discom bill itself.

The arrears condition is important and often missed. Where the discom has arrears outstanding against the consumer, the grant is not payable. After the arrears are cleared, the subsidy becomes payable against the upcoming bills, but it does not retrospectively restore the cycles that were skipped.

What documents are required?

Document Mandatory Notes
Agricultural connection bill (K number) Yes The K number is the key the subsidy is calculated against
Aadhaar card Yes Must be linked to the connection
Jan Aadhaar card Yes Identifies the consumer family and runs the exclusion checks
Bank passbook Yes Aadhaar-seeded account linked to the connection
Land record (khasra / jamabandi) Sometimes Where connection and land ownership names must be reconciled

How to apply for Mukhyamantri Kisan Mitra Urja Yojana

  1. Take your latest agricultural electricity bill and note the K number printed on it. Everything in this process is keyed to that number.
  2. Carry your Aadhaar card, Jan Aadhaar card and bank passbook to your discom sub-division office; Jaipur, Ajmer or Jodhpur Vidyut Vitran Nigam depending on your district β€” or to an e-Mitra kiosk.
  3. Ask for your Aadhaar and bank account to be linked to the agricultural connection under Mukhyamantri Kisan Mitra Urja Yojana. This is the step that activates the subsidy; there is no separate scheme form to fill.
  4. Clear any outstanding arrears on the connection, because the grant is not payable while arrears stand against the consumer.
  5. Collect the acknowledgement from the sub-division office and keep it with the bill.
  6. Check the next bi-monthly bill for the subsidy line. If the deduction does not appear on the second bill after linkage, go back to the sub-division with the acknowledgement.

How to check whether the subsidy has been applied

  1. Look at the bi-monthly bill issued by your discom. The subsidy appears as a deduction line against the billed amount, so the payable amount is lower than the gross charge.
  2. Check the discom's online bill view using your K number, on the Jaipur, Ajmer or Jodhpur Vidyut Vitran Nigam portal.
  3. Use the Jan Soochna Portal at jansoochna.rajasthan.gov.in, which publishes scheme-wise beneficiary information across Rajasthan departments and can be searched against your details.
  4. If nothing shows after two full billing cycles, raise it with the discom sub-division office in writing rather than by phone, so there is a record.

Why the subsidy does not reach a farmer

  • Aadhaar not linked to the agricultural connection. This is the most common cause and is fixed at the sub-division office.
  • Bank account not Aadhaar-seeded, or a different account linked to the connection than the one the farmer uses.
  • Arrears outstanding against the connection, which suspends the grant until cleared.
  • Connection in a different name. A father's or a deceased relative's name, which needs a name-change application at the discom before the subsidy can be attributed.
  • Exclusion triggered, because the consumer is recorded as a government employee or an income tax payer.
  • Wrong tariff category, where the connection is booked as domestic or commercial rather than agricultural.

What are the key dates?

Mukhyamantri Kisan Mitra Urja Yojana has no annual application window and no last date. The subsidy is a standing feature of the agricultural tariff for eligible consumers, computed on every bi-monthly bill. The dates that matter to a farmer are their own billing cycle dates and the date of Aadhaar and bank linkage, because the subsidy begins from the billing cycles that follow the linkage rather than from the date of the connection.

Budget provision for the scheme is made afresh each financial year for the transfer of grant funds to the distribution companies, so a farmer should confirm the current ceiling on energy.rajasthan.gov.in rather than assume last year's figure carries forward unchanged.

Where to complain if something goes wrong

  • Your discom sub-division office: Jaipur, Ajmer or Jodhpur Vidyut Vitran Nigam: is the first stop for a missing subsidy line, a linkage failure or a wrong tariff category. Submit the complaint in writing with your K number.
  • The discom's consumer grievance redressal forum, for a complaint the sub-division has not settled.
  • Rajasthan Sampark on 181, or sampark.rajasthan.gov.in, for a formal state-level grievance with a trackable number.
  • Jan Soochna Portal on 1800-180-6127, to check what the state's records show against your connection and Jan Aadhaar.

No fee is payable for linking Aadhaar and a bank account to an agricultural connection. No agent can get the subsidy released faster, and no discom official will ask for an OTP or a bank password.

Frequently asked questions

How much subsidy does Mukhyamantri Kisan Mitra Urja Yojana give?

The state pays 60% of the agricultural electricity bill on a pro-rata basis, subject to a maximum of Rs 1,000 a month and Rs 12,000 a year. A farmer whose monthly bill is below Rs 1,000 effectively pays nothing.

Do I have to fill an application form for this subsidy?

No separate scheme application form is required. What you must do is get your Aadhaar number, Jan Aadhaar and bank account linked to your agricultural connection with your discom; the subsidy is then computed automatically against the connection.

Is the money paid to me or adjusted against the bill?

It is adjusted against the electricity bill issued by the discom, which is raised on a bi-monthly cycle. The farmer pays only the balance after the subsidy is deducted.

Who is not eligible for the Kisan Mitra Urja subsidy?

Central and state government employees and income tax payers are not eligible for the agricultural consumer subsidy, even if they hold an agricultural connection.

What happens if I have unpaid arrears on my connection?

The grant is payable only if the discom has no arrears outstanding against the consumer. Once the arrears are cleared, the subsidy becomes payable against the upcoming bills.

Does the scheme cover unmetered or flat-rate agricultural connections?

The subsidy is designed for metered agricultural consumers, because the 60% calculation needs a metered bill amount. Farmers on flat-rate connections should check their category with their discom sub-division.

Which discoms implement the scheme?

Jaipur Vidyut Vitran Nigam, Ajmer Vidyut Vitran Nigam and Jodhpur Vidyut Vitran Nigam implement it in their respective areas, under the Energy Department of the Government of Rajasthan.

When was the scheme launched and is it still running?

The scheme was approved in 2021 and continues to run, covering roughly 11 lakh agricultural consumers, with annual budget provision made for transferring the grant to the distribution companies.
