Mukhyamantri Nishulk Krishi Bijli Yojana (Rajasthan)
Rajasthan state government scheme
Mukhyamantri Nishulk Krishi Bijli Yojana gives Rajasthan farmers a state subsidy on their agricultural electricity connection large enough to bring most farm bills to zero, benefiting an estimated 11 lakh agricultural consumers. Registration was taken at Mehngai Rahat Camps and needs a Jan Aadhaar card and the farm electricity connection.
What is Mukhyamantri Nishulk Krishi Bijli Yojana?
Mukhyamantri Nishulk Krishi Bijli Yojana is a Rajasthan state scheme, introduced in 2023, under which the state government pays a subsidy on agricultural electricity connections large enough that the farm electricity bill comes to zero for the great majority of farmers. The Energy Department, Government of Rajasthan owns the scheme, and the three state distribution companies; Jaipur Vidyut Vitran Nigam, Ajmer Vidyut Vitran Nigam and Jodhpur Vidyut Vitran Nigam; apply the subsidy on the bills they raise. Farmers know it by its Hindi name, Mukhyamantri Nishulk Krishi Bijli Yojana, or simply as the free farm bijli scheme.
Mukhyamantri Nishulk Krishi Bijli Yojana replaced an earlier arrangement in which farm power was billed at a concessional tariff, around 90 paise a unit, with a subsidy structure that zeroes out the bill instead. The state estimated that about 11 lakh agricultural consumers would benefit. Consumption beyond the notified subsidy limit remains payable by the farmer, so the scheme protects normal irrigation use rather than unlimited consumption.
Why the state did this is easy to see in a Rajasthan context. Groundwater irrigation in the state depends on pumpsets, the pumpset runs on the farm connection, and an unpaid electricity bill is one of the standard triggers for a farmer falling into debt. Removing the bill for ordinary irrigation loads removes that trigger and reduces disconnections.
Main features
- Subsidy on the agricultural connection sufficient to bring most farm bills to zero.
- Applies to the farm connection only, not to domestic supply.
- Jan Aadhaar is mandatory for registration.
- Subsidy shown on the electricity bill issued by the discom.
- Consumption above the notified limit remains payable.
- Around 11 lakh agricultural consumers in scope.
Who is eligible for Mukhyamantri Nishulk Krishi Bijli Yojana?
You can register if:
- You are a permanent resident of Rajasthan.
- You are a farmer with agricultural land in the state.
- You hold an agricultural electricity connection. A farm K number; on that land.
- The connection is in your name, matching the name on the electricity bill.
- Your family holds a Jan Aadhaar card.
- Your connection is live, not permanently disconnected.
You cannot register / are not eligible if:
- You have no agricultural electricity connection. The subsidy attaches to a connection; a farmer irrigating by diesel pump or by canal has nothing for it to attach to.
- You are claiming it for a domestic, commercial or industrial connection. Household supply is covered by Rajasthan's separate scheme of free units for domestic consumers, which is a different registration entirely.
- Your family has no Jan Aadhaar registration.
- The connection stands in someone else's name and the name has not been transferred to you at the discom.
- You are not a resident of Rajasthan.
- The connection has been permanently disconnected or is under a theft or VCR case pending settlement.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Jan Aadhaar card | Yes | Registration is refused without it |
| Latest agricultural electricity bill | Yes | Carries the K number the subsidy attaches to |
| Aadhaar card | Yes | Identity verification |
| Rajasthan residence proof | Yes | Domicile, voter ID or ration card |
| Mobile number | Yes | OTP at registration and subsidy alerts |
| Bank passbook | No | Where the subsidy is routed as a DBT credit |
Carry originals plus one photocopy of each. The name on the electricity bill, the Aadhaar card and the Jan Aadhaar record should read the same; a mismatch is the most frequent reason a registration is held up.
How to apply for Mukhyamantri Nishulk Krishi Bijli Yojana
- Get a Jan Aadhaar card for your family at an e-Mitra kiosk if you do not already hold one. Nothing else in this scheme works without it.
- Check the name on your farm electricity bill. If the connection stands in the name of a father or a deceased relative, apply for a name change at the discom sub-division office first, with the land record and succession papers.
- Register under the scheme. The original registration drive was conducted at the Mehngai Rahat Camps held across Rajasthan in 2023, where officials filled the form on the spot. Registration is now done at your discom sub-division office or through an e-Mitra kiosk.
- Submit the documents: Jan Aadhaar card, Aadhaar card, latest agricultural electricity bill, residence proof and mobile number, and complete the verification.
- Collect the registration slip or acknowledgement. Keep it; it is the proof of registration if the subsidy does not appear.
- Check your next electricity bill. The subsidy is applied from the billing cycle following successful registration, and where it covers the full charge the net payable shows as zero.
There is no fee for registration under the scheme. An e-Mitra kiosk may charge only the government-notified service charge for assisted work.
How much benefit do you get?
The benefit is expressed as a subsidy on the agricultural connection rather than as a cash payment. In practice, for a farmer whose pumpset consumption stays within the notified limit, the amount payable on the farm bill is zero. Where consumption crosses the limit, the farmer pays only for the excess at the applicable tariff — the subsidy is not withdrawn entirely, it simply stops at the ceiling.
Because the ceiling and the exact subsidy formula have been revised by notification since 2023, and are applied differently to flat-rate and metered agricultural connections, check the figure currently printed on your own bill or ask at the discom sub-division office rather than relying on a number quoted second-hand. The bill itself is the authoritative statement of what the state paid on your behalf in that cycle.
How to check your status
- Look at your electricity bill. The subsidy applied by the state is shown as a line on the bill, and the net amount payable follows from it.
- Visit or call your discom sub-division office with the K number from the bill to confirm that the connection is flagged under the scheme.
- Use the Jan Soochna Portal at jansoochna.rajasthan.gov.in, which publishes scheme and beneficiary information across Rajasthan departments against the Jan Aadhaar record.
- Check the discom's own consumer portal using the K number, where the billing history for the connection is available.
Why the subsidy does not show on a bill
- Registration not completed, the most common reason. Being a farmer does not by itself enrol you; the registration has to exist against the K number.
- Jan Aadhaar not linked to the connection, so the subsidy has no family record to sit against.
- Connection in a different name from the person who registered.
- Name spelling mismatch between Aadhaar, Jan Aadhaar and the discom record.
- Connection classified as domestic or commercial, not agricultural, in the discom's records, this needs a category correction at the sub-division office.
- Arrears or a VCR case pending on the connection.
- Consumption above the notified limit, in which case the excess is correctly billed and the bill is not zero.
Almost all of these are resolved at the discom sub-division office that issues your bill, because that is where the consumer record lives.

Frequently asked questions
What does Mukhyamantri Nishulk Krishi Bijli Yojana actually give?
Mukhyamantri Nishulk Krishi Bijli Yojana gives a state subsidy on the agricultural electricity connection that is large enough to bring the farm electricity bill to zero for the great majority of farmers, with any consumption above the notified subsidy limit remaining payable by the farmer.
Who runs the scheme?
The Energy Department of the Government of Rajasthan runs it, and the three distribution companies — Jaipur Vidyut Vitran Nigam, Ajmer Vidyut Vitran Nigam and Jodhpur Vidyut Vitran Nigam — apply the subsidy on the bills they issue.
Is a Jan Aadhaar card compulsory?
Yes. Jan Aadhaar is mandatory for registration, because the state credits the subsidy against the Jan Aadhaar family record. A farmer without a Jan Aadhaar card must get the family registered at an e-Mitra kiosk first.
Does it cover my domestic electricity bill too?
No. This scheme covers only the agricultural connection used for irrigation. Domestic supply is covered by Rajasthan's separate free-units scheme for household consumers, which has its own limits and its own registration.
How many farmers benefit?
An estimated 11 lakh agricultural consumers in Rajasthan were expected to benefit when the scheme was introduced in 2023, replacing the earlier arrangement under which farm power was billed at a concessional tariff.
What if my connection is in my father's name?
The subsidy attaches to the connection holder, so the registration must be done by, or in the name of, the person shown on the electricity bill. A change of name on the connection is done at the discom sub-division office before registering under the scheme.
Do I still get a bill?
Yes, the discom continues to issue a bill each cycle. The subsidy appears on it, and where the subsidy covers the full charge the net amount payable shows as zero. Keep the bill — it is the record that the subsidy was applied.
