Mukhyamantri Digital Seva Yojana (Rajasthan Free Smartphone Scheme)
Rajasthan state government scheme
Mukhyamantri Digital Seva Yojana is a Rajasthan government scheme announced in the 2022-23 state budget to give a free smartphone with 3 years of internet data to 1.33 crore women heads of Jan Aadhaar families. Selected women collect the handset at a government camp using their Jan Aadhaar number. No cash is paid.
What is Mukhyamantri Digital Seva Yojana?
Mukhyamantri Digital Seva Yojana is a Rajasthan state scheme, announced in the 2022-23 state budget presented on 23 February 2022, under which the state government provides a free smartphone together with internet connectivity to women who are recorded as the head of the family in the Jan Aadhaar database. The Department of Information Technology and Communications (DoIT&C), Government of Rajasthan, runs the scheme and lists it on its sectoral portal.
Mukhyamantri Digital Seva Yojana was announced with a target of 1.33 crore women and a budget provision of the order of Rs 2,500 crore a year covering the handsets and three years of data. When physical distribution began in August 2023 the state branded the rollout as Indira Gandhi Smartphone Yojana, and both names refer to the same programme. Local readers also refer to it simply as the Rajasthan free mobile yojana.
The purpose stated by the state government is digital access rather than a cash transfer. A woman who holds the phone can open Jan Soochna, e-Mitra, the Chiranjeevi health portal and the DBT status pages herself, receive scheme SMS alerts on a number that belongs to her, and let children in the household attend online classes.
Main features
- One smartphone per eligible family, given to the woman head of the family.
- Internet data bundled for a period announced as three years.
- Device handed over physically at a government camp, not couriered.
- Selection from existing government databases, so there is no application form.
- No cash element, the benefit is the device and the connection.
Who is eligible for Mukhyamantri Digital Seva Yojana?
You can be selected if:
- You are a permanent resident of Rajasthan and your family holds a Jan Aadhaar card.
- You are shown as the head of the family (mukhiya) in that Jan Aadhaar record.
- Your family falls in one of the notified priority categories. The categories announced were women heads of families enrolled in Chiranjeevi Swasthya Bima Yojana, girls studying in classes 9 to 12 in government schools, women studying in government colleges, ITIs and polytechnics, widow and single women pensioners, and women in households that had completed 100 days of MGNREGA work in rural areas or 50 days of Indira Gandhi Shahari Rozgar Guarantee Yojana work in urban areas.
- Your name appears in the camp list generated by the department.
You are not eligible if:
- You are not the head of the family in Jan Aadhaar. A daughter-in-law, mother-in-law or adult daughter in the same Jan Aadhaar family cannot claim a second device.
- Your family has no Jan Aadhaar registration at all.
- You are not a resident of Rajasthan.
- Your family has already received a device under an earlier round. The scheme is one device per family, not one per person.
- You are a man. Mukhyamantri Digital Seva Yojana is a women-only benefit by design.
Being eligible on paper does not by itself produce a phone. Distribution is limited by the number of devices procured in each round, so eligible women in later categories were placed in subsequent phases.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Jan Aadhaar card | Yes | Must show you as head of the family |
| Aadhaar card | Yes | For biometric or OTP verification at the camp |
| Active mobile number | Yes | For OTP and SIM activation |
| Category proof | No | Student ID, enrolment slip or job card where relevant |
| Passport-size photo | No | Some camps keep one in the register |
Bring the originals. Camp operators verify Jan Aadhaar on the spot and a photocopy alone is often not accepted.
How to apply for Mukhyamantri Digital Seva Yojana
Mukhyamantri Digital Seva Yojana does not have a self-application form. The practical steps a beneficiary follows are:
- Confirm your Jan Aadhaar record. Open janaadhaar.rajasthan.gov.in or visit an e-Mitra kiosk and check that your family is registered and that you are listed as the head of the family. If the head is shown as someone else, get the head changed first. This is the single change that decides eligibility.
- Watch for the camp notice. The department announces camp dates through the district administration, panchayat samiti and ward offices, and through schools and colleges for student beneficiaries. Selected women also receive an SMS on the number registered in Jan Aadhaar.
- Attend the camp with your original Jan Aadhaar card, Aadhaar card and an active mobile number. Verification is done in person.
- Complete e-KYC at the counter. The operator verifies your identity against Jan Aadhaar, records the device IMEI against your family ID and issues the SIM.
- Collect the handset and the acknowledgement slip. Keep the slip, it is the only proof of receipt if a warranty or replacement question arises later.
Registration, SIM issue and data activation are free at every step.
How to check your status
- Open janaadhaar.rajasthan.gov.in and search your family record with the Jan Aadhaar number or the registered mobile number.
- Confirm that the head-of-family field carries your name.
- Check the camp list displayed at your panchayat samiti, ward office, school or college.
- Where the beneficiary qualifies through Chiranjeevi, the family's Chiranjeevi registration can be checked at chiranjeevi.rajasthan.gov.in using the Jan Aadhaar number.
There is no separate "application status" page, because there is no application. The status question is really a list-inclusion question.
Why names get left out
- Head of family is a man in the Jan Aadhaar record, so the woman is not picked up by the database query.
- Jan Aadhaar not made or made for only part of the household.
- Mobile number in Jan Aadhaar is outdated, so the camp SMS never arrives.
- Aadhaar and Jan Aadhaar name mismatch, which fails verification at the counter.
- Category not covered in the current round, the categories were taken up in phases, not all together.
- Device quota for the block exhausted for that round.
Most of these are fixed at an e-Mitra kiosk: change the head of family, update the mobile number, or correct the spelling so that Aadhaar and Jan Aadhaar match.

Frequently asked questions
Who gets the free smartphone under Mukhyamantri Digital Seva Yojana?
The woman recorded as the head of the family in the Jan Aadhaar database gets the smartphone, not every woman in the household. The 2022-23 budget announcement covered 1.33 crore women, starting with heads of Chiranjeevi families, girls studying in classes 9 to 12 in government schools, and women enrolled in government colleges, ITIs and polytechnics.
Is Mukhyamantri Digital Seva Yojana the same as Indira Gandhi Smartphone Yojana?
Yes, in practice. Mukhyamantri Digital Seva Yojana was the name used in the February 2022 budget announcement; when actual distribution began in August 2023 the state branded the rollout as Indira Gandhi Smartphone Yojana. Readers searching for either name are looking at the same programme.
Do I have to fill an online application form?
No. Mukhyamantri Digital Seva Yojana has no individual application form. The beneficiary list is generated from the Jan Aadhaar and departmental databases, and eligible women are called to a camp by SMS or through the Anganwadi worker, school or college.
How do I check whether my name is in the list?
Check your family record on the Jan Aadhaar portal at janaadhaar.rajasthan.gov.in using your Jan Aadhaar number, and confirm that you are shown as the head of the family. Camp lists are also displayed at the panchayat samiti, ward office or the college concerned.
Is any money charged for the phone or the SIM?
No. The device, the SIM and the data plan are provided free at the camp. Rajasthan Sampark on 181 takes complaints if any person demands payment for inclusion in the list or for handing over the device.
Is distribution still going on in 2026?
Distribution under the first round ran from August 2023 and covered a part of the announced 1.33 crore target; no fresh statewide distribution round has been notified since. Check the Department of Information Technology and Communications sectoral portal before travelling to a camp.
Can a man in the family get the phone instead?
No. Mukhyamantri Digital Seva Yojana is limited to the woman recorded as the head of the family in Jan Aadhaar. If the Jan Aadhaar record shows a man as head, the family must first get the head changed through an e-Mitra kiosk before the woman can be considered.
