Mukhyamantri Yuva Sambal Yojana
Rajasthan state government scheme
Mukhyamantri Yuva Sambal Yojana is the Rajasthan unemployment allowance, paying Rs 4,000 a month to unemployed male graduates and Rs 4,500 a month to women, transgender and disabled graduates for up to 2 years. Family income must stay under Rs 2 lakh a year, a 4-hour daily internship is compulsory, and applications are free on the SSO portal.
What is Mukhyamantri Yuva Sambal Yojana?
Mukhyamantri Yuva Sambal Yojana is Rajasthan's unemployment allowance scheme, run by the Skill, Employment and Entrepreneurship Department through the district employment exchanges. Across Rajasthan it is known simply as the berojgari bhatta, and it replaced the earlier Akshat Yojana line of unemployment allowances. The current design has been in force since 1 January 2022, when the allowance was raised and the compulsory internship condition was added.
Mukhyamantri Yuva Sambal Yojana pays a monthly cash allowance to educated unemployed young people in Rajasthan while they look for work, Rs 4,000 a month for male applicants and Rs 4,500 a month for women, transgender persons and persons with disabilities, for a maximum of 2 years. The money reaches the applicant's own Aadhaar-seeded bank account by Direct Benefit Transfer, with no intermediary.
The scheme is deliberately not a pure cash handout. Every beneficiary must serve a 4-hour daily internship in a government department or office, and must complete a skill-training or professional course of at least 3 months. The intent is that two years of allowance also produce a work record and a certificate that improve the person's chance of employment.
Who is eligible for Mukhyamantri Yuva Sambal Yojana?
You can get the allowance if:
- You are a resident of Rajasthan.
- You hold a bachelor's degree from a recognised university.
- You are aged 21 to 30 in the general category, or 21 to 35 if you are from the SC or ST category, a woman, a transgender person, or a person with a disability.
- Your annual family income is below Rs 2 lakh, as recorded against your Jan Aadhaar family ID.
- You are registered with a district employment exchange in Rajasthan and the registration is live.
- You are genuinely unemployed and not self-employed.
You cannot apply, or are not eligible, if:
- You are employed anywhere, in government service, a public sector undertaking, or a private company.
- You are self-employed or run your own business.
- You are pursuing regular post-graduate study or any other regular course.
- You have already drawn an unemployment allowance under the earlier Akshat Yojana or under the 2019 version of Yuva Sambal Yojana. The benefit is once in a lifetime.
- You are already receiving another government stipend or allowance of the same nature.
- A criminal case is pending against you.
- Two members of your family already draw the allowance, that is the cap per family.
- Your family income exceeds Rs 2 lakh a year.
How much is paid and for how long?
| Applicant | Monthly allowance | Maximum duration |
|---|---|---|
| Male graduates | Rs 4,000 | 24 months |
| Women graduates | Rs 4,500 | 24 months |
| Transgender applicants | Rs 4,500 | 24 months |
| Applicants with disability | Rs 4,500 | 24 months |
Payment is monthly and conditional. The district employment office releases each month's allowance against the internship attendance record, so a month without attendance is a month without money. The allowance ends automatically at 24 months, or earlier if the beneficiary takes up employment, starts a business, or enrols in a regular course. Beneficiaries are required to declare a job as soon as they get one; continuing to draw the allowance after employment is treated as an ineligible payment and is recoverable.

How to apply for Mukhyamantri Yuva Sambal Yojana
- Register at the district employment exchange first, if you have not already. The allowance application is built on top of an existing employment exchange registration, so do this step well before the application window.
- Create or sign in to your SSO ID at sso.rajasthan.gov.in using your Jan Aadhaar number, Google account or Bhamashah ID.
- From the SSO dashboard, open the Employment Exchange Management System (EEMS) application.
- Choose the unemployment allowance / Mukhyamantri Yuva Sambal Yojana option and open the application form.
- Fill in your personal, educational, family income and bank details, and confirm your employment exchange registration number.
- Upload the graduation marksheet, Class 10 marksheet, Jan Aadhaar, Aadhaar, domicile certificate, bank passbook page and income declaration.
- Submit the form and save the application number printed on the acknowledgement.
- Once approved, report to the internship placement allotted to you and upload the internship joining or attendance certificate, since the first allowance instalment is released only after this step.
If you do not have a computer or are not comfortable filing yourself, an e-Mitra kiosk can complete the same online form on your behalf against the government-notified service fee. There is no purely paper route — the application is an online one either way.
When is the application window open?
The Skill, Employment and Entrepreneurship Department has commonly opened the Yuva Sambal application window from 1 April to 30 June each year, aligned with the financial year. The window is notified afresh each cycle and has been extended in some years, so check the current dates on employment.livelihoods.rajasthan.gov.in before you rely on them. Employment exchange registration, by contrast, stays open throughout the year, and completing it early is the single most useful preparation step.
How do I check my application and payment status?
- Sign in to sso.rajasthan.gov.in with the same SSO ID used to apply.
- Open the EEMS application and choose the unemployment allowance status option.
- Enter your registration or application number to see whether the file is pending at the district employment office, approved, or held for a document.
The status screen distinguishes a pending verification from an objection. An objection names the specific document or field that failed, and it can be cleared by re-uploading through the same portal, a fresh application is not needed and usually makes matters worse by creating a duplicate.
Why do Yuva Sambal allowances stop?
- Internship attendance not recorded for the month. This is the commonest reason a beneficiary sees a gap.
- Employment exchange registration lapsed and not renewed.
- Bank account not Aadhaar-seeded, dormant or closed, so the DBT credit bounces.
- Skill certificate not uploaded within the time allowed.
- Employment taken up. The allowance ends, correctly.
- 24 months completed, which is the hard ceiling.
- Income record in Jan Aadhaar updated above Rs 2 lakh, which removes eligibility.
Where do I get help?
- Unemployment allowance query line: 0141-2368850.
- Rajasthan state helpline: 1800-180-6127.
- District Employment Office (Rojgar Karyalaya) in your district headquarters handles registration, verification and internship placement disputes.
- Rajasthan Sampark at sampark.rajasthan.gov.in for a tracked written grievance.
Registration and application are free through your own SSO ID. No official will ask for your OTP or your SSO password, and no agent can guarantee approval for a fee.

Frequently asked questions
How much money does Mukhyamantri Yuva Sambal Yojana pay?
Mukhyamantri Yuva Sambal Yojana pays Rs 4,000 a month to male applicants and Rs 4,500 a month to women, transgender persons and persons with disabilities, for a maximum of 2 years. Payment is by Direct Benefit Transfer into the applicant's own Aadhaar-seeded bank account, and it stops the moment the beneficiary gets a job or completes 24 months, whichever comes first.
Who is eligible for the Rajasthan berojgari bhatta?
Unemployed graduates of Rajasthan aged 21 to 30, with annual family income below Rs 2 lakh and registration on the district employment exchange, are eligible. The upper age limit is 35 for SC, ST, women, transgender persons and persons with disabilities.
Is the internship compulsory?
Yes, the 4-hour daily internship is compulsory. Beneficiaries are attached to a government department or office and must serve 4 hours a day; the monthly allowance is released against the internship attendance, so absence from the internship stops the payment.
Who cannot apply for Mukhyamantri Yuva Sambal Yojana?
People in any government or private job, self-employed people, people pursuing regular post-graduate study, and anyone who has already drawn an unemployment allowance under the earlier Akshat Yojana or the 2019 Yuva Sambal scheme are not eligible. Applicants with a criminal case pending against them are also excluded, and no more than two members of the same family may draw the allowance.
When can I apply?
The department has commonly opened applications in the 1 April to 30 June window each year, but the window is notified afresh, so confirm the current dates on employment.livelihoods.rajasthan.gov.in before filing. Registration on the employment exchange itself is open all year and should be done in advance.
How do I check my berojgari bhatta status?
Sign in to sso.rajasthan.gov.in, open the Employment Exchange Management System (EEMS) application and use the unemployment allowance status option with your registration number. The screen shows whether the file is pending at the district employment office, approved, or held for a document.
Why has my allowance stopped?
The most frequent reasons are missing internship attendance, an unrenewed employment exchange registration, a bank account that is not Aadhaar-seeded, or the two-year limit having been reached. Getting a job also ends the allowance and must be declared.
Is there any fee to apply?
No. Filing the application through your own SSO ID is free. An e-Mitra kiosk may charge the government-notified service fee for assisted filing, and no agent may charge anything more.
