Mukhyamantri Divyang Scooty Scheme
Rajasthan state government scheme
Mukhyamantri Divyang Scooty Scheme gives a free retrofitted scooty to persons with 40% or more locomotor disability in Rajasthan who are studying or employed, with roughly 2,000 to 2,500 scooties distributed in a cycle. Applicants outside the disability pension must keep family income under Rs 2 lakh. Apply free on the SSO portal.
What is the Mukhyamantri Divyang Scooty Scheme?
Mukhyamantri Divyang Scooty Scheme is a Rajasthan state scheme under which the Directorate of Specially Abled Persons, which sits within the Social Justice and Empowerment Department, gives a free scooty to a person with a locomotor disability so that they can reach college or work independently. The scheme is also searched as Rajasthan Divyang Scooty Yojana or Viklang Scooty Yojana.
The problem the scheme addresses is narrow and real. A student with a locomotor disability who lives eight kilometres from a college often cannot use a bus, and the family cannot afford daily private transport, so the education stops. The same applies to a person who has found a job but cannot commute to it. Providing a retrofitted two-wheeler removes that single blocking obstacle.
According to the Directorate of Specially Abled Persons, the scooty is provided free of cost together with the retrofitment appropriate to the applicant's disability: side wheels, hand controls or a modified seat, depending on what the medical assessment records. Distribution has run at roughly 2,000 to 2,500 scooties per cycle, which is well below the number of applications received, so selection is competitive.
Main features
- The vehicle is free. There is no cash component and no repayment.
- Retrofitment is included, matched to the applicant's disability.
- Minimum 40% locomotor disability, certified by a competent medical board.
- Restricted to permanent residents of Rajasthan.
- Once in a lifetime; one scooty per eligible person, ever.
- Application is online only, through the SJMS DSAP module on the SSO portal.
Who is eligible for the Divyang Scooty Scheme?
You can take the benefit if:
- You are a permanent resident of Rajasthan.
- You have a certified locomotor disability of 40% or more and are unable to walk or move about independently.
- You are studying in a recognised institution, or you are employed; in government service, private service or self-employment.
- Your combined annual family income is within Rs 2 lakh, if you are not already drawing the disability pension. Applicants drawing the Vishesh Yogyajan disability pension are exempt from the income test and attach the PPO instead.
- You are physically able to operate a retrofitted two-wheeler safely.
You cannot apply if:
- Your certified disability is below 40%.
- Your disability is not locomotor in nature: visual and hearing disabilities are not covered by this particular scheme, because the benefit is a vehicle the beneficiary must ride.
- You have already received a scooty or a motorised tricycle under any state or central scheme for persons with disabilities.
- You are neither studying nor working. The scheme is tied to a mobility need for education or livelihood.
- You are not a permanent resident of Rajasthan.
- Your family income exceeds Rs 2 lakh and you are not on the disability pension.
On age, the department gives preference to younger applicants. For working applicants, the 18 to 29 age band is ranked first, and where scooties remain available, applicants up to 45 years are considered. Age therefore affects your position on the list rather than your bare eligibility.
How are applicants selected?
Because applications far exceed the scooties available, the Directorate builds a ranked list rather than approving everyone who qualifies. Three things drive the ranking: whether you are a student or a working applicant, your academic marks if you are a student, and your age band if you are working. District-level verification of the disability certificate and income record happens before the final list is issued.
A rejected or unselected application in one cycle does not bar you from applying in the next cycle. Many beneficiaries are selected on a second attempt as their age band or academic record improves their position.

How to apply for the Divyang Scooty Scheme
- Create or open your SSO ID at sso.rajasthan.gov.in. A citizen SSO ID can be created free using your Jan Aadhaar number.
- After logging in, find and open the SJMS DSAP application in the app list. This is the Directorate of Specially Abled Persons module β not the general SJMS scholarship module.
- Select the Divyang Scooty Yojana application and enter your Jan Aadhaar number, then pick your own name from the family members shown.
- Fill in your disability details, type of disability, certified percentage, certificate number and issuing board: exactly as printed on the certificate or UDID card.
- Enter your study or employment details, including the institution or employer name, and the district in which you study or work.
- Upload the disability certificate, domicile certificate, income certificate or pension PPO, enrolment or employment proof, bank passbook, photograph and signature.
- Preview the form, submit it, and save the application number shown on the confirmation screen.
- Report to the District Social Justice and Empowerment Office for document verification when you are called, and later collect the scooty at the distribution camp if your name appears in the selection list.
There is no offline form. If you cannot fill the form yourself, an e-Mitra kiosk can submit it for you against the government-notified e-Mitra service charge.
How to check your application status
- Log in to sso.rajasthan.gov.in with your SSO ID.
- Open SJMS DSAP and select Application Status.
- Enter your application number to see whether the form is pending with the district office, verified, selected or rejected with a reason.
- Watch dsap.rajasthan.gov.in for the selection list and the district-wise distribution camp schedule.
The Jan Soochna Portal at jansoochna.rajasthan.gov.in also lets you see what the state's records hold against your Jan Aadhaar number, which is useful when a form is rejected for a data mismatch you cannot see.
Why applications get rejected, and how to fix it
- Disability percentage below 40%, or a certificate that does not state a percentage at all. Get a fresh assessment from the district medical board.
- Disability type not locomotor. No amount of appeal changes this; the benefit is a vehicle the applicant must ride.
- Expired or provisional disability certificate. Convert a temporary certificate into a permanent one or a UDID card before applying.
- Income mismatch between the income certificate and the Jan Aadhaar record. Correct the Jan Aadhaar record at an e-Mitra kiosk first.
- No proof of study or employment, or a proof that has lapsed since it was issued.
- Previous benefit already taken, a scooty or tricycle received earlier under any government scheme disqualifies the application.
- Illegible uploads. Scan documents flat rather than photographing them at an angle.
What are the key dates?
Mukhyamantri Divyang Scooty Scheme does not run to a fixed annual calendar date. The Directorate of Specially Abled Persons opens an application window, publishes it on dsap.rajasthan.gov.in, closes it, then holds district verification and distribution camps. Anyone waiting for the next window should keep the disability certificate, domicile certificate and income certificate current, because the window is often open for only a few weeks and expired documents cannot be regenerated in that time.
Where to complain if something goes wrong
- Rajasthan Sampark on 181, or sampark.rajasthan.gov.in, for a written grievance about a wrongly rejected or stalled application.
- District Social Justice and Empowerment Officer, who handles verification and the district distribution camp, for problems at the verification stage.
- Directorate of Specially Abled Persons, dsap.rajasthan.gov.in, for questions about the selection list or the retrofitment provided.
- Jan Soochna Portal on 1800-180-6127, to check the state's own record of your application and Jan Aadhaar data.
The scooty is free. No dealer, agent or official may charge you for the vehicle, its retrofitment or its registration, and no one should ever ask for your SSO password or OTP.

Frequently asked questions
What disability percentage is needed for the Rajasthan Divyang Scooty Scheme?
A certified locomotor disability of 40% or more is the threshold. The certificate must come from a competent medical board or an authorised medical officer, and a UDID card is the cleanest proof to upload.
Does the scooty cost anything?
No. Mukhyamantri Divyang Scooty Scheme provides the scooty free of cost, along with the retrofitment needed for the applicant's specific disability. There is no down payment, no instalment and no application fee.
What is the income limit?
Combined annual income of the applicant and parents or guardian must be within Rs 2 lakh for applicants who are not drawing the disability pension. Applicants already drawing the Vishesh Yogyajan disability pension are exempt from the income certificate and attach their PPO instead.
Can a person with a visual or hearing disability apply?
No. The scheme is designed for persons with locomotor disability who cannot walk or move independently but can operate a retrofitted two-wheeler safely. It is not open to disabilities that make riding unsafe.
Can I apply offline at the district office?
No. Applications are accepted only online through the SJMS DSAP module on sso.rajasthan.gov.in. District offices verify the documents afterwards, but they do not accept paper application forms.
How many scooties are given out?
Distribution has been in the range of roughly 2,000 to 2,500 scooties per cycle. Because demand exceeds supply, applications are ranked and the merit or priority list decides who receives one.
Can I get a scooty twice?
No. The benefit is once in a lifetime. A person who has already received a scooty or a motorised tricycle under a state or central disability scheme cannot apply again.
Who is given preference when applications exceed the scooties available?
Preference goes to younger applicants, with working applicants in the 18 to 29 age band ranked ahead of older applicants; where scooties remain, applicants up to 45 years are considered. Students are ranked on academic merit within their group.
