Marriage Registration Certificate in Rajasthan (Pehchan Portal)
Rajasthan state government scheme
Marriage registration in Rajasthan is done under the Rajasthan Compulsory Marriage Registration Act, 2009 on the Pehchan portal at pehchan.rajasthan.gov.in, the state's single civil registration system for birth, death, stillbirth and marriage. Couples apply online themselves, at an eMitra kiosk or at the Registrar's office, appear before the Registrar on an SMS-notified date, and receive a digitally signed certificate by email and download.
Rajasthan does not run marriage registration as a standalone service in a sub-registrar's office. It folded marriage into the same civil registration system that handles births and deaths, called Pehchan, and that decision shapes everything about how a couple in Rajasthan actually gets a marriage certificate, where you apply, who signs it, and how quickly it reaches you.
What is marriage registration in Rajasthan and which department handles it?
Marriage registration in Rajasthan is the entry of a solemnised marriage into a state marriage register maintained under the Rajasthan Compulsory Marriage Registration Act, 2009. The National Informatics Centre, which built and hosts the system, records plainly that registration of marriage is being done under the Rajasthan Compulsory Marriage Registration Act, 2009 through the Pehchan portal.
Pehchan is described by NIC as a unified web portal for birth, death, stillbirth and marriage registration in Rajasthan. Registrars appointed by government in every Gram Panchayat and Urban Local Body; about 12,500 Registrars and Sub Registrars in total; work on it daily, and the office of the Chief Registrar (Birth-Death) and Registrar General (Marriage) of Rajasthan sits at the top of that hierarchy. Since Pehchan's launch in 2014, over 1.26 crore registrations of all kinds have been carried out through the portal.
That structure has one very practical consequence for citizens: the Registrar for your marriage is the Registrar of the Gram Panchayat or Urban Local Body with jurisdiction over the place of marriage or your residence. You do not travel to a district headquarters for it.
Which route applies. The state Act or the Special Marriage Act?
Rajasthan couples face the same fork as everywhere in India, and the two routes have different documents and very different timelines.
The Rajasthan Compulsory Marriage Registration Act, 2009 route applies when the marriage has already been solemnised by religious or customary ceremony; Hindu, Sikh, Buddhist, Jain, Muslim, Christian or Parsi. The state is recording an event that happened. This is the Pehchan route described in the steps below, and it is the route almost every Rajasthan couple uses.
The Special Marriage Act, 1954 route applies when the marriage has not yet taken place and the couple wants a civil marriage, most commonly an inter-faith couple, or a couple that wants no religious ceremony at all. Under the Special Marriage Act the parties file a written notice with the district Marriage Officer, at least one party having resided in that district for the preceding 30 days. The notice is published for 30 days so objections can be filed. Only after that window closes does the Marriage Officer solemnise the marriage before three witnesses and issue the certificate. The 30-day notice is statutory; no portal and no officer can compress it.
Who can and cannot apply for marriage registration in Rajasthan?
You can apply if the marriage was solemnised in Rajasthan or either party resides in Rajasthan, and if the bridegroom had completed 21 years and the bride 18 years on the date of the marriage. Either spouse can initiate the application, and the couple then appears together before the Registrar. Rajasthan additionally allows a widow to register a marriage after her husband's death through the dedicated widow registration module in Pehchan.
You cannot apply, or the registration will not be completed, in these situations. A couple where either party was below the legal minimum age on the wedding date is not eligible, because the register cannot record a marriage the law did not permit. A person whose earlier marriage subsists is not eligible, since registering would record a bigamous marriage. A couple with no solemnised marriage at all is not eligible under the 2009 Act and must instead use the Special Marriage Act route through the district Marriage Officer. A couple whose marriage was solemnised in another state, with neither party resident in Rajasthan, is not eligible before a Rajasthan Registrar and should approach the registering authority of the state concerned.
Which documents do you need in Rajasthan?
Keep ready proof of date of birth for both parties, Aadhaar for both, proof of residence establishing which Registrar has jurisdiction, joint photographs of the couple, and the identity and address proof of the two witnesses who will sign the register. The marriage invitation card or other proof of the ceremony is commonly asked for to pin down the date and place of the marriage.
Two Rajasthan-specific points matter. First, Pehchan is integrated with UIDAI and supports Aadhaar-enabled registration, so Aadhaar is the practical identity backbone of the application. Second, NIC states that Pehchan facilitates delayed registration only with a proper affidavit, so a couple registering long after the wedding must prepare a sworn affidavit explaining the delay and upload the scan with the application. The portal has an explicit facility for uploading scanned affidavits and reporting forms.
For a widow registration, the death certificate of the deceased spouse is the additional document, and the certificate Pehchan generates carries "Late" suffixed to the name of the deceased spouse.
What does marriage registration cost in Rajasthan?
Pay only the government-notified registration fee shown on the Pehchan payment screen, or at the eMitra kiosk counter if you apply through a kiosk, and take the receipt. eMitra kiosks levy their own small notified service charge for filing on your behalf, which is displayed at the counter.
No agent, tout or "marriage certificate service" has any authority to add a premium to a government-notified registration fee. The Pehchan portal and mobile app let a citizen file the application directly, without any intermediary at all, and a couple that files its own application pays nothing beyond the notified fee. If anyone quotes a few thousand rupees to "get the certificate fast", that is a middleman's margin, not a government charge, the statutory process has no fast lane to sell.
How to apply for marriage registration in Rajasthan on Pehchan
- Open pehchan.rajasthan.gov.in, or install the Pehchan mobile app for Android or iOS, and choose the Apply Online option for marriage registration. Citizens can apply directly from anywhere, without visiting an office to start the file.
- Fill the marriage registration application form with the full names of the bride and bridegroom, both dates of birth, the exact date and place of the marriage, the addresses of both parties, and the particulars of the two witnesses. The module generates a unique reference number for the application: record it.
- Upload the supporting documents: date of birth proofs, Aadhaar, residence proof, joint photographs, and the affidavit if the registration is delayed.
- Pay the notified registration fee on the payment screen and save the receipt.
- Wait for the SMS alert. Pehchan sends an SMS giving the date on which the groom and bride must be physically present at the Registrar's office. Attend on that date with both witnesses and every original document.
- The Registrar verifies the application, registers it, and issues the certificate under a digital or Aadhaar-based e-Sign through Raj e-Sign. Pehchan sends an SMS alert on registration.
- Download the digitally signed certificate from the portal or the mobile app, or collect a print from a nearby eMitra or CSC kiosk. The certificate also arrives by email, and registrations after 2014 can be pulled into DigiLocker.
How to apply through an eMitra kiosk or the Registrar's office
- Visit any eMitra kiosk; Rajasthan operates roughly 80,000 of them — or a self-service eMitra Plus kiosk, or go directly to the Registrar's office of your Gram Panchayat or Urban Local Body.
- Hand over the age proofs, Aadhaar, residence proof, photographs and witness documents. The eMitra operator files the same online Pehchan application on your behalf and gives you the reference number.
- Attend the Registrar's office on the SMS-notified date with both spouses and both witnesses for verification and signature in the register.
- Collect the digitally signed certificate from the kiosk, or download it yourself from the portal against the reference number.
How do you check your Rajasthan marriage registration status?
Use the Search Registration and Check Registration Status options on the Pehchan portal or the mobile app, entering the reference number from your application. Pehchan sends SMS alerts to the applicant at three separate points; on application, on any objection, and on registration, so a silent phone usually means the file is simply waiting at the Registrar's desk rather than that something went wrong. Every certificate Pehchan issues carries a QR code, so any institution can verify the certificate independently.
How long is a Rajasthan marriage certificate valid, and can it be corrected?
A marriage registration certificate in Rajasthan does not expire and never needs renewal, the register entry is permanent. What changes is the copy. Pehchan lets you download a fresh digitally signed copy at any time, and its language change module regenerates the certificate in Hindi or English, which NIC notes is needed for requirements such as a passport application.
Corrections are handled inside the system too. The Registrar performs corrections after approval by the District Registrar, and Pehchan carries an online workflow for change requests raised by a Registrar and approved by the District Registrar. Do not attempt to fix a spelling by applying afresh, that creates a duplicate record. Raise a correction against the existing registration number instead.
Why do Rajasthan marriage registration applications get stuck?
The recurring causes are practical. Applying to the wrong Registrar; one without jurisdiction over the place of marriage or the couple's residence; is the commonest, and Rajasthan's Registrars sit at Gram Panchayat and Urban Local Body level, so the right office is usually a very local one. A delayed registration submitted without the affidavit will not proceed, because NIC's own description makes the affidavit a precondition for delayed registration. A date of birth in the form that does not match the uploaded matriculation certificate raises a discrepancy. Missing the SMS-notified appointment date, or arriving without both witnesses, leaves the file unregistered. Finally, an Aadhaar name that does not match the name typed into the form will fail authentication on a portal integrated with UIDAI.
Where do you complain if the Rajasthan marriage certificate is delayed?
Start with the Registrar's office where the file sits, the Gram Panchayat or Urban Local Body Registrar named on your application; quoting the reference number. Above them, the District Registrar monitors events within the district and holds the authority to approve modifications and to push a stalled file. Pehchan generates monitoring reports for District Registrars and the Chief Registrar precisely so that pendency is visible from above.
Pehchan also runs a toll-free centralised helpline to answer citizens' queries on registration through the portal; the current number is displayed on the Contact Us page of pehchan.rajasthan.gov.in and in the Pehchan mobile app. For technical faults with the portal itself, the State Informatics Officer at the NIC Rajasthan State Centre, Secretariat, Jaipur, is the technical escalation. In every case, quote the application reference number or the registration number, it is the only handle the system tracks.
