What is a labour card in Rajasthan?

A labour card in Rajasthan is the hitadhikari; beneficiary; registration of a construction worker with the Rajasthan Building and Other Construction Workers Welfare Board, run by the Labour Department, Government of Rajasthan. The legal basis is the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 together with the Rajasthan Building and Other Construction Workers Rules, 2009, both of which the department lists on its Acts and Rules page, alongside the Building and Other Construction Workers Welfare Cess Act, 1996 and Cess Rules, 1998 that fund the board.

The registration is delivered digitally. The department's information site is labour.rajasthan.gov.in; the transaction system is the Labour Department Management System (LDMS) at ldms.rajasthan.gov.in, described by the department as the labour department's web portal for online application for registration and licence, payment and issuance of certificates. LDMS is entered through SSO Rajasthan at sso.rajasthan.gov.in, and eMitra kiosk operators are routed to the same SSO login.

Two things follow from that design. First, a Rajasthan construction worker needs an SSO ID before anything else. Second, because everything sits in one system, the department publishes live counts: total online transactions, total applications received, applications pending with the department, applications pending with citizens, and applications disposed, which is a rare and useful transparency for a worker wondering whether the delay is at the department's end or their own.

Who can and who cannot apply?

You can register as a BOCW beneficiary in Rajasthan if you work as a building or other construction worker in the state and satisfy the statutory test in the parent Act: age between 18 and 60 years, and engagement in building or other construction work for not less than ninety days during the preceding twelve months. The Rajasthan BOCW Rules, 2009 govern the detail of the application, the register and the identity card.

You cannot register with this board if your occupation is not building or other construction work, Rajasthan has a separate Unorganised Workers' Social Security framework under the Unorganised Workers' Social Security Act, 2008 and the Rajasthan Unorganised Workers' Social Security Rules, 2011, and, since 2023, a separate registration and welfare law for platform-based gig workers, the Rajasthan Platform Based Gig Workers (Registration and Welfare) Act, 2023. Workers below 18 or above 60 are not eligible, and a worker who cannot show ninety days of construction work in the last year will not clear verification.

What documents are required?

The department publishes the Beneficiary Registration Application Form for download on labour.rajasthan.gov.in under Downloads, and the LDMS application follows it. Assemble:

  • The beneficiary registration application form, filled and signed.
  • Aadhaar card: used both for the SSO ID and for the Beneficiary KYC step that LDMS runs.
  • Jan Aadhaar card, Rajasthan's family identity record.
  • Proof of employment as a construction worker from the employer or contractor. The Jan Soochna portal separately publishes the employer recorded against each labour cardholder, so this record matters later.
  • Age proof for the 18-to-60 band.
  • Bank passbook, since every scheme is paid into the beneficiary's account.
  • A working mobile number to create and use the SSO ID.

How to apply for a labour card in Rajasthan

  1. Create an SSO Rajasthan ID at sso.rajasthan.gov.in with your mobile number and Aadhaar or Jan Aadhaar. Every LDMS service is behind this single sign-on.
  2. Log in and open LDMS. From the SSO dashboard, open the Labour Department Management System. LDMS is where registrations, payments and certificates are handled online.
  3. File the BOCW beneficiary registration. Download and follow the Beneficiary Registration Application Form published on labour.rajasthan.gov.in, and enter the same particulars; personal details, address, trade, employer, work period and bank account; in the online application.
  4. Upload the documents β€” Aadhaar, Jan Aadhaar, age proof, the employer's certificate of construction work and the bank passbook.
  5. Pay the fee shown on the LDMS payment screen and save the receipt. LDMS carries payments through to a receipt the worker can print.
  6. Complete Beneficiary KYC at ldms.rajasthan.gov.in/BeneficiaryKYC.aspx, the department's identity verification step for registered construction workers, so that scheme money later reaches the right person.

How to apply through an eMitra kiosk

  1. Visit an eMitra kiosk with your Aadhaar, Jan Aadhaar, age proof, employer's work certificate and bank passbook. Use the Jan Soochna portal's eMitra kiosk locator to find one, and check the eMitra rate list published there for what the kiosk may charge.
  2. Ask the operator to file the BOCW beneficiary registration on LDMS under your details. Rajasthan requires eMitra operators to log in through SSO, so the application lands in the same queue as a self-filed one.
  3. Collect the printed acknowledgement with the application number, and check the status yourself on LDMS or through Jan Soochna. The Jan Soochna portal also publishes a blacklisted eMitra kiosk list by area, worth a look before handing over documents.

How do you check the status of your labour card?

Rajasthan gives a worker three independent ways to look:

  • LDMS: log in through SSO and see whether the application is pending with the department or pending with you. The department publishes the count of applications pending with citizens precisely because so many files stall for want of a document from the applicant.
  • Jan Soochna portal. The state's transparency portal carries "Know about your Labour Card", "Know about Labour cardholder Information in your area" and "Labour Cardholder, Know About Employer". The Jan Soochna helpline is 18001806127.
  • Verify Registration No. / Licence No. / Application Status, the department's own verification tool on labour.rajasthan.gov.in.

What do registered workers get?

The Labour Department publishes the board's scheme formats on its Schemes page. The list of schemes for registered construction workers includes Shubhshakti Yojana; the construction worker life and future security scheme; the education and skill development scheme; the accessible housing (Sulabhya Awas) scheme; the tool kit assistance scheme; maternity assistance (Prasuti Sahayata); assistance for silicosis-affected beneficiaries; assistance on the normal or accidental death or injury of a beneficiary; reimbursement of visa expenses for construction workers taking employment abroad; an incentive for international sportspersons among construction workers; an incentive for construction workers and their dependent children who clear the IAS or RAS preliminary examination; interest reimbursement on business loans; and tuition fee reimbursement for a construction worker's son or daughter admitted to an IIT or IIM. The department publishes updated formats for these schemes as well as district-wise scheme and registration reports.

Why do Rajasthan registrations stall?

  • The employer's certificate of ninety days of construction work is missing or vague on the work period.
  • Aadhaar, Jan Aadhaar and the application do not carry the same name or date of birth.
  • Beneficiary KYC on LDMS is not completed, so the record cannot be used for payments.
  • Bank account details are wrong or belong to a closed account.
  • The application is pending with the citizen, not the department: LDMS separates the two, and the worker never checked.
  • The file is a BOCW application for someone whose work is not construction work.

What does it cost, and what about agents?

Pay only the government fee that LDMS displays on the payment screen, plus the notified eMitra charge where you file at a kiosk. Rajasthan makes that easy to police: the eMitra rate list is published openly on the Jan Soochna portal, so a worker can check what an operator is allowed to charge for a service, and the blacklisted kiosk list shows which operators have already been acted against. No private agent can speed up a BOCW registration, the same district labour officer verifies it. If money is demanded beyond the published rate, report it and keep the LDMS receipt.

Where do you complain?

The Labour Department publishes the numbers to call for construction workers' services and schemes: 0141-2222961, 0141-2222861 and 0141-2220334. The website nodal officer, the Additional Labour Commissioner (IR), is reachable on 0141-2450793 and by email at labour.support@rajasthan.gov.in. The department also runs an online grievance route with a "view grievance status" facility and a suggestion and feedback form on labour.rajasthan.gov.in, and publishes a BOCW pendency report and district-wise registration figures that a worker can quote when a file has been sitting too long.
