What is the Kali Bai Bheel Medhavi Chhatra Scooty Yojana?
Kali Bai Bheel Medhavi Chhatra Scooty Yojana is a Rajasthan government merit incentive that gives a free scooty to girl students who pass Class 12 with high marks and go on to higher education. The scheme is administered by the Department of College Education, Government of Rajasthan, under the Higher and Technical Education Department, with the Social Justice and Empowerment, Tribal Area Development and Minority Affairs departments handling applications from their respective categories.
Kali Bai Bheel Medhavi Chhatra Scooty Yojana is named after Kali Bai Bheel, the tribal girl from Rastapal in Dungarpur district who died in 1947 protecting her teacher during a protest over the closure of a school. Naming a girls' education scheme after her is not incidental, the scheme exists to break the single biggest reason bright rural girls stop studying after Class 12, which is distance. A college fifteen or twenty kilometres away with unreliable bus service ends more girls' education in Rajasthan than fees do. A scooty removes that barrier directly.
The scheme replaced and consolidated earlier state scooty schemes and runs on an annual cycle: applications open after the Class 12 board results, merit lists are published department-wise and district-wise, and vehicles are distributed at college-level ceremonies. Official material describes an annual sanction in the range of several thousand scooties, with a specific reservation of 640 scooties for de-notified, nomadic and semi-nomadic tribe students and a small number reserved for specially-abled students from those communities. The sanctioned total is revised in state budgets and the state has announced expansion in recent years, including an electric scooty option, so treat the year's exact number as something to confirm on hte.rajasthan.gov.in.
Who is eligible for the Kali Bai Bheel Medhavi Chhatra Scooty Yojana?
You can apply if:
- You are a girl student and a permanent resident of Rajasthan.
- You passed Class 12 in the immediately preceding academic year.
- You scored at least 65 per cent from RBSE or at least 75 per cent from CBSE. Students of de-notified, nomadic and semi-nomadic tribes have a relaxed cut-off of 50 per cent.
- Your family's annual income is below Rs 2.5 lakh, shown on a current income certificate.
- You have taken admission in a regular higher education course. A degree, diploma or professional programme, and can show the current year's fee receipt.
- Your family holds a Jan Aadhaar card and you have an SSO ID.
You cannot apply / are not eligible if:
- You are a male student. The scheme is for girl students only.
- You are not a permanent resident of Rajasthan.
- Your family income exceeds Rs 2.5 lakh a year.
- Your Class 12 percentage is below the board-wise cut-off.
- You did not continue into higher education, or took a gap year after Class 12. Continuous study is a core condition, not a formality.
- You are studying through distance or correspondence mode where the scheme's regular-admission condition is not met.
- You already hold a scooty given by a Rajasthan government scheme, in that case you are routed to the Rs 40,000 cash-in-lieu instead of a second vehicle.
Meeting the cut-off makes you eligible; it does not guarantee a scooty. Selection is by merit within your category and district, against the number sanctioned for the year. A student at 66 per cent in a competitive district may not make the list while a student at the same marks elsewhere does.
What do you get?
Kali Bai Bheel Medhavi Chhatra Scooty Yojana provides:
- One scooty, delivered to the selected student, with registration, insurance and a helmet covered under the scheme as notified, and a small quantity of fuel at handover.
- Rs 40,000 in lieu of a scooty for a student who already received a scooty under an earlier Rajasthan state scheme based on Class 10 results.
Running costs: petrol, servicing, insurance renewal after the covered period, are the student's own. The vehicle is tied to continued study, and a student who drops out can be required to return it or refund its value.

How to apply for the Kali Bai Bheel Medhavi Chhatra Scooty Yojana
- Create or open your SSO ID at sso.rajasthan.gov.in. Register using your Jan Aadhaar number if you do not have one. Every Rajasthan scholarship runs through this single sign-on.

- Select the correct department for your category — College Education for general and OBC, Social Justice and Empowerment for SC, Tribal Area Development for ST, Minority Affairs for minority students. This one choice decides which office processes your file.
- Fill in the form with your Class 12 board, roll number and percentage, your current college and course, family income, and bank account details.
- Upload the documents; marksheet, income certificate, domicile certificate, current year fee receipt, caste certificate where applicable, and the bank passbook page.
- Submit and note the application number. Then follow up with your college's scholarship section, because the application only moves once the college verifies and forwards it.
- Watch for the merit list published on hte.rajasthan.gov.in and by your nodal department, and attend the distribution when called with your original documents.
If you cannot fill the form yourself, an e-Mitra kiosk will do it for the small government-notified service fee. There is no application fee for the scheme itself.
How to check your application and merit list status
- Sign in at sso.rajasthan.gov.in, open the Scholarship (CE) service, and check the application status against your application number.
- Check whether the status reads "pending at institution", if so, the file is sitting with your college, and the college scholarship section is the place to push it.
- Watch hte.rajasthan.gov.in for the provisional and final merit lists, which are published district-wise and category-wise.
- Ask your college for the distribution date once your name appears.
Why Kali Bai scooty applications get rejected
- Wrong department selected in the application form, sending the file to an office that cannot act on it.
- Old income certificate, the certificate must be current, and an expired one is treated as no certificate.
- College did not forward the application before the cut-off date.
- Gap year after Class 12, or no admission in the same academic year.
- Percentage below the board cut-off, including cases where a student applies a CBSE score against the RBSE threshold.
- Jan Aadhaar name mismatch with the marksheet or Aadhaar.
- Duplicate benefit, a scooty already received under another state scheme.
Most of these are avoidable. Get the income certificate freshly issued, check the department selection twice, and physically confirm with the college that the application has been forwarded rather than assuming online submission is enough.
Where to get help
- Your college's scholarship section, the first and most effective stop for verification and forwarding problems.
- Department of College Education, Government of Rajasthan, and the district office of your nodal department for category-specific issues.
- hte.rajasthan.gov.in, the Higher and Technical Education portal, for guidelines, merit lists and notified dates.
- Rajasthan Sampark helpline 181 or the Rajasthan Sampark portal for a written, trackable grievance.
Applying for Kali Bai Bheel Medhavi Chhatra Scooty Yojana is free. No agent, college staff member or dealer may charge for a place on the merit list or for handing over the vehicle.

Frequently asked questions
What marks are needed for the Kali Bai Bheel Medhavi Chhatra Scooty Yojana?
A student needs at least 65 per cent in Class 12 from the Rajasthan Board (RBSE) or at least 75 per cent from CBSE. The relaxed cut-off for de-notified, nomadic and semi-nomadic tribe students is 50 per cent. Meeting the cut-off makes a student eligible; selection is then by merit against the year's sanctioned number of scooties.
What is the income limit for the Kali Bai scooty scheme?
Family annual income must be below Rs 2.5 lakh, proved by a current income certificate. An income certificate from an earlier year is a frequent cause of rejection, so get a fresh one before applying.
Who cannot apply for the Kali Bai Bheel Medhavi Chhatra Scooty Yojana?
Boys are not eligible, and neither are girl students who are not permanent residents of Rajasthan, whose family income exceeds Rs 2.5 lakh, who scored below the board-wise cut-off, who did not take admission in a higher education course in the same academic year, or who have a break in study after Class 12.
Where do I apply for the Kali Bai scooty scheme?
Apply online with your SSO ID at sso.rajasthan.gov.in, opening the Scholarship (CE) service and selecting this scheme. An e-Mitra kiosk can file it for you. Your college then verifies and forwards the application to the nodal department for your category.
Can I get money instead of a scooty?
A student who already received a scooty under an earlier Rajasthan state scheme based on Class 10 results is given a lump sum of Rs 40,000 instead of a second vehicle. Students who have not received a scooty before get the vehicle itself, not cash.
Does the scooty come with insurance and petrol?
The scheme as notified covers the vehicle along with registration, insurance and a helmet, and a small quantity of fuel is provided at handover. Running costs after that are the student's own.
What happens if I stop studying after getting the scooty?
The scooty is conditional on continuous higher education. A student who discontinues can be asked to return the vehicle or refund its value, which is why the annual fee receipt is part of the verification.
Which department should I select in the application form?
Select the department that matches your category — College Education for general and OBC students, Social Justice and Empowerment for SC students, Tribal Area Development for ST students, and Minority Affairs for minority students. Choosing the wrong department sends the application to an office that cannot process it, and it is the most common avoidable mistake.
