What is Krishi Yantra Anudan Yojana in Rajasthan?

Krishi Yantra Anudan Yojana is the name Rajasthan farmers use for the farm machinery subsidy run by the Department of Agriculture, Government of Rajasthan. Administratively the money flows through the Sub-Mission on Agricultural Mechanisation (SMAM), listed on the Rajasthan Jan Kalyan portal as a continuously running scheme of the Agriculture Department whose stated purpose is "to provide financial assistance to farmers on purchase of agriculture implements as per norms of the schemes".

According to the Jan Kalyan portal entry for the scheme, the cost is shared 60 percent by the Government of India and 40 percent by the Government of Rajasthan, and the scheme has been operating in the state since 2015-16. The deliverable is recorded as a subsidy, the beneficiary category as farmers, and the beneficiary type as individual, this is a personal benefit paid to one farmer for one machine, not a grant to a society or a company.

The machines covered are the ordinary working implements of a Rajasthan farm: seed drills and seed-cum-fertiliser drills, rotavators, cultivators, disc harrows, ploughs, threshers, chaff cutters, laser land levellers, multi-crop planters, raised bed planters and post-harvest equipment. The exact machine list and the per-machine ceiling are notified by the Department of Agriculture each financial year, because both the approved models and the cost norms change.

Rajasthan runs the whole subsidy through one portal, Raj Kisan Sathi (rajkisan.rajasthan.gov.in). The portal states in plain terms that applications for subsidy are made online only and that no physical documents need to be submitted at an agriculture office. That single sentence removes the most common worry farmers have — there is no separate paper file to chase at the tehsil.

Who is eligible for the Rajasthan farm machinery subsidy?

You can apply if:

  • You are a farmer resident in Rajasthan.
  • You own agricultural land in your own name. The eligibility condition recorded for the scheme on the Jan Kalyan portal is simply that the farmer should own agricultural land, and the jamabandi you upload is what proves it.
  • You have a Jan Aadhaar or Aadhaar number and a bank account that can receive an electronic credit.
  • The implement you want is on the department's approved machine list for the current financial year.
  • For a tractor-drawn implement, a tractor is registered in your name.

You cannot apply, or will not be eligible, if:

  • You are a tenant farmer, sharecropper or agricultural labourer with no land recorded in your own name.
  • You bought the machine before receiving administrative sanction. Retrospective claims are not entertained.
  • You have already drawn subsidy on the same category of implement within the cooling-off period fixed by the department for that machine.
  • You are a dealer, trader or manufacturer applying in a commercial capacity. This subsidy is for an individual cultivator's own farm use.
  • The bill you upload is from a dealer who is not registered with the Agriculture Department. The Raj Kisan portal publishes a Farm Implement Dealer report precisely so that farmers can check this before paying.

How much subsidy do farmers get on farm machinery?

Rajasthan implements the subsidy at the Sub-Mission on Agricultural Mechanisation cost norms. Under those norms assistance is set at a higher rate for small and marginal farmers, Scheduled Caste and Scheduled Tribe farmers and women farmers, and at a lower rate for other farmers, in each case subject to a per-machine rupee ceiling. The rate that applies to you and the ceiling for the machine you have chosen are both displayed on the Raj Kisan Sathi screen when you select the implement, and that on-screen figure is the one that will be paid.

Two points matter more than the headline percentage:

  1. The subsidy is calculated on the departmental cost norm, not on whatever the dealer charges. If the norm for a machine is lower than the invoice, the percentage applies to the norm and you pay the difference.
  2. The subsidy is released after physical verification of the machine by the Agriculture Supervisor or Assistant Agriculture Officer. Nothing is paid on the strength of a bill alone.

Payment reaches you as an electronic credit. The Jan Kalyan record for the scheme lists the payment detail as online ECS through IFMS, the state's Integrated Financial Management System.

How to apply for Krishi Yantra Anudan Yojana online

  1. Open the Raj Kisan Sathi portal at rajkisan.rajasthan.gov.in and sign in through the Rajasthan SSO (Single Sign On) ID. Create an SSO ID first if you do not have one.
  2. Select the Krishi Yantra (agricultural machinery) service under the Agriculture Department section.
  3. Fill the application with your Jan Aadhaar or Aadhaar number, khasra and khata details from the jamabandi, category (general, SC, ST), and the exact implement you want.
  4. Upload the jamabandi nakal, Aadhaar or Jan Aadhaar, bank passbook copy, and the caste certificate or tractor registration certificate if they apply to you.
  5. Submit the application and save the application number shown on the acknowledgement. This number is what you will quote for every follow-up.
  6. Wait for administrative sanction. Do not buy the machine before this.
  7. After sanction, buy the implement from a registered farm implement dealer, then upload the invoice and machine details on the same portal.
  8. Allow the Agriculture Supervisor or Assistant Agriculture Officer to physically verify the machine at your farm. The subsidy is released to your bank account after this verification.

How to apply through an e-Mitra kiosk

  1. Carry your jamabandi, Aadhaar or Jan Aadhaar and bank passbook to any e-Mitra kiosk in your panchayat or town.
  2. Ask the operator to file a Krishi Yantra application for you on Raj Kisan Sathi. The Jan Kalyan record lists e-Mitra as an accepted mode of application.
  3. Check that the operator has entered your khasra number, category and bank account correctly before submitting, and take the printed acknowledgement with the application number.

The e-Mitra route is not a different scheme and does not get you a different rate. It is the same online form filed by an operator, and the kiosk may charge only the government-notified e-Mitra service charge.

How to check your Krishi Yantra subsidy application status

  1. Open rajkisan.rajasthan.gov.in and choose the option to know the status of an application (आवेदन की स्थिति जानें).
  2. Enter your application number or the registered mobile number and submit.
  3. Read the stage shown: pending at office, administratively sanctioned, awaiting bill upload, awaiting physical verification, or payment released.

If the status has not moved for several weeks, the file is sitting with a named officer at the district agriculture office, and that is where a follow-up should go. The state helpline 1800-180-1551 can tell you which office holds it.

Why farm machinery subsidy applications get rejected

  • Machine purchased before administrative sanction. This is the single most common reason and it cannot be corrected afterwards.
  • Jamabandi older than six months, or a jamabandi that does not show the land in the applicant's own name.
  • Bank account details wrong, or an account that is dormant or not linked to Aadhaar, so the ECS credit bounces.
  • Bill from an unregistered dealer, or a bill for a model outside the approved list.
  • Target for that machine already exhausted for the financial year. This is not a fault in your file; you can apply again when the next year's targets open.
  • Physical verification failed because the machine was not available at the farm on the day of inspection.

Fixing most of these means correcting the detail on the portal and resubmitting. An application rejected for buying before sanction has to be abandoned, which is why the sanction-first sequence is worth taking seriously.

What if I cannot afford the machine even with subsidy?

Rajasthan runs a parallel answer to that problem. The Raj Kisan portal publishes a Krishi Yantra Kiraya Kendra list, the district-wise directory of custom hiring centres that rent out the same implements by the hour or by the bigha. For a machine used only a few days a year, such as a thresher or a laser land leveller, hiring from a Kiraya Kendra is usually cheaper than buying even at a subsidised price. The portal also carries the Farm Implement Dealer report, so you can confirm that a shop is registered before you pay it anything.

Grievance and help

  • Rajasthan Agriculture Department helpline: 1800-180-1551
  • District office: the Assistant Director or Deputy Director of Agriculture in your district holds the file and is the first appeal point.
  • Department website: agriculture.rajasthan.gov.in

Applying is free apart from the notified e-Mitra service charge. No officer, dealer or middleman is entitled to a commission for "getting your subsidy passed", and a demand for one should be reported to the district agriculture office.

Frequently asked questions

Who runs Krishi Yantra Anudan Yojana in Rajasthan?

The Department of Agriculture, Government of Rajasthan runs it, and the money comes through the Sub-Mission on Agricultural Mechanisation. According to the Rajasthan Jan Kalyan portal the funding split is 60 percent from the central government and 40 percent from the state government, and the scheme has been running continuously since 2015-16.

Can I apply for a farm machinery subsidy offline in Rajasthan?

No. The Raj Kisan portal states plainly that subsidy applications are made online only and that no physical papers need to be submitted at an agriculture office. If you do not have a computer, an e-Mitra kiosk operator will file the same online application for you.

Do I have to buy the machine before applying?

No, and you should not. The correct order is to apply first, wait for administrative sanction against the machine you selected, then buy from a registered farm implement dealer and upload the bill. Machines bought before sanction are a common reason for rejection.

How is the subsidy paid?

The subsidy is paid electronically into the farmer's bank account. The Rajasthan Jan Kalyan portal records the disbursement mode for this scheme as online ECS through the Integrated Financial Management System, so no cash or cheque is handed over at any office.

What is the Krishi Yantra Kiraya Kendra list on the portal?

Krishi Yantra Kiraya Kendra is the custom hiring centre network, and the Raj Kisan portal publishes a district-wise list of these centres. A farmer who cannot afford a machine even after subsidy can hire the same implement from a nearby centre instead of buying it.

Which helpline can I call about a farm machinery subsidy application?

Call the Rajasthan Agriculture Department helpline 1800-180-1551. This is the number listed against the mechanisation scheme on the state Jan Kalyan portal. For a stuck file, the District Assistant Director of Agriculture is the office that actually holds your application.

Can a tenant farmer or sharecropper get this subsidy?

No. The eligibility recorded for the scheme is that the farmer should own agricultural land, and the jamabandi you upload must show the land in your own name. Tenants and sharecroppers who do not hold land in their own name are not eligible.
