EWS (Economically Weaker Section) Certificate in Rajasthan
Rajasthan state government scheme
EWS Certificate in Rajasthan is the Income and Asset Certificate that lets a general-category family claim the 10 per cent EWS reservation. Rajasthan issues it under the Tehsildar's signature and takes applications through e-Mitra on sso.rajasthan.gov.in. The gross annual family income must stay below Rs 8 lakh and the family must clear four separate asset tests.
EWS Certificate in Rajasthan is the Income and Asset Certificate a general-category family needs before it can claim the 10 per cent Economically Weaker Section reservation created by the 103rd Constitutional Amendment. Rajasthan issues it through the Revenue Department under the Tehsildar's signature, and takes applications through e-Mitra, the state's own citizen-services platform reached from the SSO Rajasthan single sign-on portal at sso.rajasthan.gov.in.
What is the EWS certificate and which Rajasthan department issues it?
The EWS certificate is not a caste certificate and not an ordinary income certificate. It is a combined income-and-asset declaration, certified by the state, that a family falls inside the economic thresholds fixed for EWS reservation. The prescribed national format is titled "Income and Asset Certificate to be produced by Economically Weaker Sections", and it certifies two separate things: that gross annual family income is below Rs 8 lakh, and that the family does not hold any of four listed categories of property.
Rajasthan places this in the Revenue Department's hands. The verification chain runs from the patwari, who knows the household, the land and the local property position, up to the Tehsildar, who signs. That rank is not a Rajasthan choice. The central format expressly requires an officer not below the rank of Tehsildar to certify the income and assets, which is why a village-level functionary's letter is never accepted as an EWS certificate.
What makes the Rajasthan route distinctive is the front end. Since the Jan Aadhaar rollout, the state has built its revenue certificates on the family record rather than on a loose individual declaration. EWS is a family test by definition, so the two fit together: the e-Mitra flow pulls family composition from Jan Aadhaar, and a record with a missing sibling or a wrong relationship becomes a problem at the verification stage rather than being quietly ignored.
Who can and cannot apply for an EWS certificate in Rajasthan?
You can apply if you are a resident of Rajasthan, your caste is not recognised in the Scheduled Caste, Scheduled Tribe or central Other Backward Classes lists, your family's gross annual income for the relevant financial year is below Rs 8 lakh, and your family clears all four asset tests.
The four asset limits are absolute. A family that owns 5 acres of agricultural land or more cannot apply. A family owning a residential flat of 1,000 sq ft or more cannot apply. A family owning a residential plot of 100 sq yards or more inside a notified municipality cannot apply, and the limit rises to 200 sq yards in areas outside notified municipalities. Property held in different cities or districts is clubbed together before these tests are applied, so a small plot in Jaipur and another in the home village count as one holding.
You are not eligible if your caste appears in any of the three central reserved lists, however low your income. A person already covered by SC, ST or central OBC reservation cannot also claim EWS. You cannot apply if you are not a Rajasthan resident, a family living and earning in another state applies where it resides. And in practice you cannot complete the online flow without a Jan Aadhaar family enrolment and an SSO ID.
"Family" here has a fixed statutory meaning that trips people up. It covers the person seeking reservation, their parents, their siblings below the age of 18, their spouse, and their children below the age of 18. An elder married brother's salary does not count against you. A father's pension does.
What documents are required for an EWS certificate in Rajasthan?
The core set is Aadhaar, the Jan Aadhaar card or number, a Rajasthan residence proof, and a signed self-declaration or affidavit setting out gross annual family income source by source together with a full statement of the family's agricultural land, flats and plots. Add a salary certificate or Form 16 for every salaried member and an income tax return for business or professional income. Add jamabandi or girdawari extracts where the family owns agricultural land, because that is exactly what the patwari checks the 5-acre test against. A recent passport-size photograph is required, the prescribed certificate format carries an attested photograph of the applicant.
Scan quality matters more than applicants expect. Blurred or cropped uploads are among the most common reasons a sound application is returned.
How to apply for an EWS certificate in Rajasthan online
- Create or sign in to your SSO ID at sso.rajasthan.gov.in. Registration is free and can be completed using Jan Aadhaar, Aadhaar or a Google account.
- Open the e-Mitra application from the SSO dashboard.
- Select the EWS or Income and Asset Certificate service inside e-Mitra.
- Enter your Jan Aadhaar number and check that the family members, relationships and address the portal pulls in are correct before continuing. Fix the Jan Aadhaar record first if they are not.
- Enter gross annual family income from each source for the relevant financial year, then declare agricultural land, residential flat area and residential plot area against each of the four asset tests.
- Upload Aadhaar, residence proof, the income and asset declaration, salary or ITR documents, land records where applicable, and the photograph.
- Pay the fee shown on the payment screen by net banking, card, UPI or e-Mitra wallet, and save the token number printed on the acknowledgement.
- Track the token until the Tehsildar approves it, then download the digitally signed certificate from the same e-Mitra dashboard.
How to apply through an e-Mitra kiosk or the tehsil office
- Take Aadhaar, Jan Aadhaar, residence proof, the signed income and asset declaration and your income documents to any e-Mitra kiosk. Rajasthan runs kiosks in every district and most large villages.
- Ask the operator for the EWS Income and Asset Certificate service. The operator files the same online application under your Jan Aadhaar number.
- Pay the government fee plus the notified e-Mitra service charge, and insist on a printed receipt showing both amounts separately.
- Keep the token number and either collect the certificate from the kiosk or download it yourself once the Tehsildar approves it.
Applicants who prefer paper can submit the same form and annexures at the tehsil office. That route is not faster; the patwari verification step is identical, only the file starts on paper.
What does an EWS certificate cost in Rajasthan?
Pay the amount e-Mitra shows at the payment step and nothing more. Where a kiosk files on your behalf, a separate notified e-Mitra service charge applies and must be printed on the receipt beside the government fee. Rajasthan does not publish a single statewide EWS certificate fee on an official state web page that we could verify, so the figure on your own payment screen is the one that governs, not any number quoted by a middleman. Agents promising same-day EWS certificates for several hundred rupees are selling access to a queue they do not control; the patwari and Tehsildar stages happen at their own pace either way.
How do I check my EWS application status in Rajasthan?
Sign in to SSO Rajasthan, open e-Mitra and use the transaction or application status view with the token number from your receipt. Any e-Mitra kiosk can run the same query. Status generally moves from submitted, to pending with the patwari for verification, to pending with the Tehsildar, to approved. When a file sits at the patwari stage for weeks, visiting the patwari halka in person with the token number and your land and salary documents usually clears it faster than anything you can do online.
How long is a Rajasthan EWS certificate valid and how do I renew it?
Plan on one financial year. The national certificate format carries an explicit instruction that the certificate must have been issued on or after 1 April of the relevant year, and recruiting boards, NEET counselling authorities and university admission cells routinely enforce that literally. There is no renewal procedure as such — you file a fresh e-Mitra application each year with the updated income figures. Before any major application deadline, check the specific notification, because it will state which financial year's certificate it will accept and that requirement overrides any general rule.
Why do EWS applications get rejected in Rajasthan?
The commonest failure is an asset declaration that does not match the revenue record. Applicants declare a small plot and the patwari finds a larger clubbed holding across two villages. The second big category is income that does not square with visible salary or land. A declared figure well under Rs 8 lakh from a family with a salaried government member and no salary certificate attached. Then come the family-record defects: a Jan Aadhaar entry that omits an earning parent, a wrong relationship, or spellings that differ between Aadhaar and Jan Aadhaar. Applying while holding a valid SC, ST or OBC certificate is an outright bar, not a defect. Fixing the underlying record and reapplying works; resubmitting the identical file does not.
Where do I complain about delay or overcharging?
Rajasthan Sampark at sampark.rajasthan.gov.in is the state's central grievance system and accepts complaints both about delayed certificates and about e-Mitra kiosks charging above the notified rate. File with the token number and a scan of the receipt. Departmental escalation runs to the Sub-Divisional Officer and then to the District Collector, who supervises revenue functions across the district. Keep the e-Mitra receipt in every case: every escalation route asks for the token number first.

Frequently asked questions
Who issues the EWS certificate in Rajasthan?
The Tehsildar of your tehsil issues the Rajasthan EWS certificate, after the local patwari verifies the declared income and property. The central rules require the Income and Asset Certificate to be signed by an officer not below the rank of Tehsildar, which is why no lower revenue officer can issue it.
What is the income limit for an EWS certificate in Rajasthan?
Gross annual family income must be below Rs 8 lakh for the relevant financial year. Income counts every source — salary, agriculture, business and profession — and the family means the applicant, their parents, their siblings below 18, their spouse and their children below 18.
Can I get an EWS certificate in Rajasthan if my family owns farmland?
Yes, provided the family's agricultural holding is under 5 acres in total. Land held in different villages or districts is clubbed together before the test is applied, so scattered small plots can still add up past the limit.
How do I apply for a Rajasthan EWS certificate online?
Sign in at sso.rajasthan.gov.in with your SSO ID, open e-Mitra from the dashboard, select the EWS or Income and Asset Certificate service, enter your Jan Aadhaar number, fill in income and asset details, upload the documents and pay the fee the portal displays. Save the token number from the receipt.
How long is a Rajasthan EWS certificate valid?
Treat it as valid for one financial year. The central format states the certificate must have been issued on or after 1 April of the relevant year, so recruiting bodies and counselling authorities normally insist on a certificate for the current financial year regardless of what your copy says.
What does an EWS certificate cost in Rajasthan?
Pay only the amount the e-Mitra payment screen displays, plus the notified e-Mitra kiosk service charge if a kiosk files it for you. Both must appear separately on your printed receipt. Rajasthan does not publish a single statewide EWS fee figure on a state page, so the portal screen is the authority.
Do government employees qualify for an EWS certificate in Rajasthan?
There is no blanket bar on government employees. The only tests are the Rs 8 lakh gross family income ceiling and the four asset limits, so a Rajasthan government employee whose family income and property fall below those thresholds can apply like anyone else.
Where do I complain if my EWS application is stuck?
File a complaint on Rajasthan Sampark at sampark.rajasthan.gov.in quoting the e-Mitra token number. Departmental escalation runs to the Sub-Divisional Officer and then the District Collector, who supervises revenue work in the district.
