What is the Devnarayan Scheme?

Devnarayan Scheme is the name Rajasthan uses for its welfare programme aimed at the state's Most Backward Classes (MBC). The group of communities notified separately from the wider Other Backward Classes list. The name comes from Lok Devta Devnarayan, a folk deity particularly revered among these communities.

Devnarayan Scheme is not one single benefit with one application form. It is an umbrella label carried by several separately notified benefits. The Department of Social Justice and Empowerment lists "Devnarayan Scheme" in its departmental schemes menu on sje.rajasthan.gov.in, while the two components that are actually live and open for applications are run by the Department of College Education and served on the Rajasthan Scholarship Portal.

Those two live components are:

  1. Devnarayan Girls Student Scooty Distribution Scheme (देवनारायण छात्रा स्कूटी वितरण योजना)
  2. Devnarayan Girls Student Scholar Incentive Scheme, graduate and postgraduate level (देवनारायण छात्रा प्रोत्साहन राशि योजना, स्नातक एवं स्नातकोत्तर स्तर)

Both appear by name in the official scheme list published at scholarship.rajasthan.gov.in, alongside the CM Higher Education Scholarship Scheme, the Meritorious Girls Student Scooty Distribution Scheme and the Nishulk Uchh Siksha Yojana.

Who is eligible for the Devnarayan Scheme?

You can apply if:

  • You belong to one of Rajasthan's notified Most Backward Class communities; Gurjar, Banjara or Baldiya or Labana, Gadia Lohar or Gadolia, Raika or Rebari, and Gadaria or Gadri or Gayri, and hold a caste certificate showing it.
  • You are a girl student. Both live components are restricted to female students.
  • You are a resident of Rajasthan and can produce a domicile certificate.
  • You have taken regular admission in the current academic session, at graduate or postgraduate level for the incentive component.
  • Your family income is within the ceiling notified for that session.
  • You have a Jan Aadhaar record and a bank account in your own name.

You cannot apply, or are not eligible, if:

  • You are a male student, neither live component covers boys.
  • Your caste certificate shows a community outside the notified MBC list, even if it is an OBC community. The Most Backward Classes list is narrower than the OBC list, and this is the most common reason applications are rejected.
  • You are not enrolled as a regular student in the session for which you are applying.
  • Your family income is above the notified ceiling.
  • You are applying with a bank account that belongs to a parent or is held jointly. The incentive is paid by direct transfer into the student's own account.

For the scooty component, meeting the minimum eligibility is not the same as receiving a scooty. Allotment runs off a merit list built from Class 12 marks, so the effective cut-off in any session is set by the number of scooties sanctioned and the marks of the applicants, not by the minimum qualifying percentage.

What documents are required?

Document Mandatory Notes
Caste certificate Yes Must show a notified Most Backward Class community
Class 12 marksheet Yes Merit list for the scooty component is built from this
College admission proof Yes Regular admission in the current session
Domicile certificate Yes Proof of Rajasthan residence
Income certificate Yes Within the ceiling notified for the session
Jan Aadhaar card Yes Needed for SSO login and the family record
Aadhaar card Yes Name must match marksheet and bank account
Bank passbook in the student's own name Yes Parent or joint accounts are not accepted

How to apply for the Devnarayan Scheme

  1. Create or open your SSO ID at sso.rajasthan.gov.in. If you do not have one, register using your Jan Aadhaar number.
  2. Open the Rajasthan Scholarship Portal at scholarship.rajasthan.gov.in from within the SSO dashboard.
  3. Select the College Education department, then choose either Devnarayan Girls Student Scooty Distribution Scheme or Devnarayan Girls Student Scholar Incentive Scheme (Graduate and Postgraduate Level).
  4. Fill in your personal, caste, income, college and bank details, and upload the scanned documents listed above.
  5. Submit the form and save the application number shown on screen.
  6. If you cannot file it yourself, take the same documents to any e-Mitra kiosk, the portal states that scholarship applications can be submitted online and at e-Mitra kiosks.

When can I apply?

Devnarayan Scheme components do not have a permanent last date. The application window is notified separately for each academic session on scholarship.rajasthan.gov.in, and the portal's announcement strip carries both the opening notice and any revised last date. Rajasthan has in past sessions extended scholarship deadlines through a revised-date notice, so the portal announcements are the only reliable source for the current window.

Why applications get rejected

  • Wrong caste category — an OBC certificate that does not name one of the notified Most Backward Class communities.
  • Income certificate above the ceiling, or older than the validity the portal accepts.
  • Bank account not in the student's own name, which blocks the direct transfer.
  • Name mismatch between Aadhaar, the marksheet and the bank account.
  • Below the merit cut-off for the scooty component, which is a non-correctable outcome rather than a defect in the form.
  • Applying after the notified window closed for that session.

Where to get help

  • Rajasthan Scholarship Portal, scholarship.rajasthan.gov.in, the scheme list, the application form and the helpdesk contact page, staffed on working days from 10 am to 6 pm.
  • SSO portal, sso.rajasthan.gov.in, for login and Jan Aadhaar linkage problems.
  • Your college's scholarship section, the first level of verification for admission and course details happens at the institution.
  • Department of College Education, the administering department for both live Devnarayan components.

A note on what is and is not published

The Department of Social Justice and Empowerment lists Devnarayan Scheme in its departmental schemes menu at sje.rajasthan.gov.in, but as of the last check that menu entry does not open a detail page carrying amounts, eligibility or application steps. Anything you read elsewhere quoting a specific Devnarayan grant figure that is not on the Rajasthan Scholarship Portal or the higher education department's scholarship pages should be treated with caution and checked against the portal before you rely on it.

Frequently asked questions

What does the Devnarayan Scheme actually give?

Two benefits are live and separately notified on the Rajasthan Scholarship Portal — the Devnarayan Girls Student Scooty Distribution Scheme, which gives a free scooty to merit-listed girl students of the Most Backward Classes, and the Devnarayan Girls Student Scholar Incentive Scheme, which pays an annual cash incentive at graduate and postgraduate level.

Which communities are covered by the Devnarayan Scheme?

Rajasthan's notified Most Backward Classes are covered — Gurjar, Banjara or Baldiya or Labana, Gadia Lohar or Gadolia, Raika or Rebari, and Gadaria or Gadri or Gayri. A caste certificate showing one of these communities is mandatory.

Can boys apply under the Devnarayan Scheme?

Not for the two components live on the Rajasthan Scholarship Portal. Both the Devnarayan scooty scheme and the Devnarayan incentive scheme are restricted to girl students, so male students are not eligible for these two benefits.

Where do I apply for the Devnarayan Scheme?

Apply online at scholarship.rajasthan.gov.in after logging in through sso.rajasthan.gov.in. Applications can also be filed at an e-Mitra kiosk. There is no paper form submitted at a department office.

What is the last date to apply?

There is no permanent last date. The window is notified separately for each academic session on scholarship.rajasthan.gov.in, and the portal has in past sessions also published extended dates, so check the portal announcements rather than relying on last year's date.

Does the Social Justice Department publish a Devnarayan Scheme page?

The Department of Social Justice and Empowerment lists Devnarayan Scheme in its departmental schemes menu on sje.rajasthan.gov.in, but as of the last check it does not publish a detail page with amounts or eligibility. The operative details for the two live components are on the Rajasthan Scholarship Portal.
