Rajasthan state government scheme
Chief Minister Destitute Rehabilitation Scheme is a Rajasthan Budget 2022-23 announcement of the Social Justice and Empowerment Department, delivered through rehabilitation homes run under MOUs with voluntary organisations. It is not a cash benefit with an application form. The department identifies and admits destitute persons rather than inviting individual applications.
What is the Chief Minister Destitute Rehabilitation Scheme?
Chief Minister Destitute Rehabilitation Scheme is a programme of the Department of Social Justice and Empowerment, Government of Rajasthan, listed in the department's own departmental schemes menu on sje.rajasthan.gov.in. The scheme originates in a Rajasthan Budget announcement for 2022-23, and the department has published a CM Rehabilitation Home guideline document setting out how it is to be run.
The scheme is aimed at destitute and homeless persons; people with no family support, no shelter and often no documents. Rajasthan's approach here is institutional rather than transactional. Instead of paying money into a bank account, the state provides rehabilitation homes where such persons are sheltered, cared for and helped back towards a settled life, with implementing organisations brought in through memoranda of understanding with the department.
Alongside this scheme, the department separately publishes a rehabilitation programme for beggars and destitute persons taken up on a pilot basis in Jaipur and Rajsamand districts. The two sit next to each other in the departmental schemes list and address the same population.
Who is this scheme for, and who is not eligible?
The scheme is for:
- Destitute persons with no family or income support.
- Homeless persons living on the street, in bus stands, at religious sites or in similar public spaces.
- Persons found begging, covered specifically by the department's related pilot programme in Jaipur and Rajsamand.
Who is not eligible, and what this scheme is not:
- This is not a pension. A person with a home and family who is poor should look instead at Rajasthan's social security pension schemes, the old age, widow, divorced or abandoned woman, and specially-abled pensions run by the same department, which do have individual application forms.
- This is not a cash benefit, so an individual cannot apply for a monthly amount under it.
- Voluntary organisations are not eligible for a grant simply by asking. Engaging with the scheme requires a formal MOU with the department.
This distinction matters more than any other point on this page. Readers most often arrive expecting a scooty-scheme-style online form. There is none, and no e-Mitra kiosk can file one.
How to apply for help under the Chief Minister Destitute Rehabilitation Scheme
Because there is no citizen application form, the route is a referral route.
- Identify the person and, if there is an immediate risk to life, call the state helpline 181 (Rajasthan Sampark) or the police.
- Approach the district office of the Department of Social Justice and Empowerment in the district where the person is found. The district office is the authority that identifies destitute persons and arranges placement.
- Provide whatever information you have. The person's name if known, where they were found, apparent age, and any health or disability condition. Do not delay the referral because the person has no Aadhaar or Jan Aadhaar; the process does not turn on the person producing documents.
- Follow up with the block or district Social Security Office on whether the person has been admitted to a rehabilitation home, and whether they can also be enrolled for a social security pension or an Astha card once identified.
How can an organisation take part?
Voluntary and non-government organisations that run shelters or rehabilitation facilities engage with the scheme through the institutional route:
- Read the department's CM Rehabilitation Home guideline published on sje.rajasthan.gov.in.
- Approach the Department of Social Justice and Empowerment with the organisation's registration papers, its track record and its proposed facility.
- Enter into a memorandum of understanding (MOU) with the department, which is the mechanism the guideline provides for running rehabilitation homes under the scheme.
Organisations should also watch the department's tenders page on sje.rajasthan.gov.in, since facilities such as the Rajya Mahila Sadan are periodically put out to tender.

A note on what is and is not published
The Department of Social Justice and Empowerment lists the Chief Minister Destitute Rehabilitation Scheme in its schemes menu, but the linked page does not publish eligibility rules, amounts or an application process, and the guideline document is available only as a scanned file. This guide records what can be verified from the department's own site. The department that runs it, its Budget 2022-23 origin, its rehabilitation home and MOU delivery model, and the related Jaipur and Rajsamand pilot, and does not state figures that no official source publishes. For the operative instructions in force, ask the district office of the department directly.

Frequently asked questions
Can an individual apply online for the Chief Minister Destitute Rehabilitation Scheme?
No. There is no online or e-Mitra application form for this scheme. The Chief Minister Destitute Rehabilitation Scheme works through department-identified admission to rehabilitation homes, so an individual cannot file a personal application for a cash benefit under it.
What does the scheme actually provide?
Shelter, care and rehabilitation for destitute persons in rehabilitation homes, rather than a monthly cash transfer. The department's guideline document is titled a rehabilitation home guideline, and the delivery mechanism involves memoranda of understanding with implementing organisations.
Where did the scheme come from?
The scheme traces to a Rajasthan Budget announcement for 2022-23, and the Department of Social Justice and Empowerment published the corresponding rehabilitation home guideline document on sje.rajasthan.gov.in.
Is there a separate programme for beggars?
Yes, related work exists. The department separately publishes a rehabilitation programme for beggars and destitute persons taken up on a pilot basis in Jaipur and Rajsamand districts, listed alongside this scheme in its departmental schemes menu.
How can a voluntary organisation take part?
Through a memorandum of understanding with the Department of Social Justice and Empowerment. The guideline document provides for MOU-based engagement with implementing organisations for running rehabilitation facilities.
