Caste Certificate (Jati Praman Patra) in Rajasthan
Rajasthan state government scheme
A caste certificate in Rajasthan, called Jati Praman Patra, is issued by the Tehsildar under the Revenue Department and applied for through e-Mitra on the SSO Rajasthan portal at sso.rajasthan.gov.in or at any e-Mitra kiosk. Separate certificates exist for SC, ST, OBC, MBC and EWS applicants, and the Social Justice and Empowerment Department issues the governing guidelines.
Rajasthan calls the caste certificate the Jati Praman Patra, and it is one of the most frequently issued documents in the state; every reserved-category admission in a Rajasthan university, every RPSC and RSSB recruitment, every SC/ST/OBC scholarship and most Social Justice and Empowerment Department schemes stop and ask for it. The process runs through two joined systems: e-Mitra, which is Rajasthan's citizen service delivery platform, and the Tehsildar's office, which does the actual verification and signing.
What is a Jati Praman Patra and which department issues it in Rajasthan?
A Jati Praman Patra certifies that you belong to a caste notified in Rajasthan's Scheduled Caste, Scheduled Tribe, Other Backward Class or Most Backward Class list. The Tehsildar issues it under the Revenue Department, on the strength of verification by the patwari and girdawar of your revenue circle.
The Social Justice and Empowerment Department of Rajasthan is the policy owner. Its website carries the standing guidelines for issuing SC, ST and OBC caste certificates, the prescribed schedules, and the Chief Secretary's instructions to District Collectors on how these certificates are to be issued. If a Tehsil office and an admission body disagree about the format of your certificate, those SJE guidelines are the reference document.
Delivery happens through e-Mitra, reached either at a village or town e-Mitra kiosk or online after logging in at sso.rajasthan.gov.in with an SSO ID. Rajasthan also anchors most citizen services to the Jan Aadhaar family record, so the Jan Aadhaar number is what the form is built around.
Who can and cannot apply for a caste certificate in Rajasthan?
You can apply if you are a permanent resident of Rajasthan and your caste appears in Rajasthan's own notified SC, ST, OBC or MBC list. Parents apply on behalf of minor children. There is no age bar and no separate income condition for a plain SC or ST certificate.
You cannot apply, or will not be issued the certificate, in these situations. Applicants who are not permanent residents of Rajasthan are not eligible; residence is checked before caste, and a Rajasthan Jati Praman Patra is not issued to someone domiciled in another state. Applicants whose caste is notified elsewhere but not in Rajasthan's list are not eligible, because reservation lists are state-specific. For an OBC non-creamy-layer certificate, a family whose income or status crosses the creamy-layer threshold is not eligible for the reserved-category certificate even though the caste itself is notified, the certificate may be issued as a plain caste certificate without the non-creamy-layer endorsement, which is not what a recruitment board will accept. Applicants who cannot produce any caste proof from the paternal line will find the file stuck at verification, because Rajasthan traces caste through the father, not the mother.
Which documents does Rajasthan ask for?
Assemble these before you open the form: proof of permanent residence in Rajasthan, Aadhaar, Jan Aadhaar, date of birth proof, a caste proof of your father or paternal grandfather, and a recent passport-size photograph. The ration card is commonly asked for as household proof. OBC applicants additionally need income details for the creamy-layer test. In the Tehsil-office route, the application is conventionally submitted along with an affidavit or self-declaration of caste and a court-fee stamp affixed to the form.
What does a Rajasthan caste certificate cost?
Two charges can legitimately appear. The government charge for the service is displayed on the e-Mitra payment screen before you pay, and if you file through a kiosk the operator may add the notified e-Mitra service charge on top, that charge is fixed and displayed at the kiosk, not negotiable. In the offline Tehsil route the application itself carries no departmental fee beyond the court-fee stamp affixed to the form.
Everything else is a middleman. Rajasthan puts the entire service on sso.rajasthan.gov.in for anyone with an SSO ID, so a "consultant" who quotes several hundred rupees to arrange a caste certificate is charging you for a form you can file yourself. Pay only what the payment screen or the kiosk's displayed rate card shows, and take the receipt.
How to apply for a caste certificate in Rajasthan online
- Create an SSO ID at sso.rajasthan.gov.in if you do not already have one: registration is possible with Jan Aadhaar, Bhamashah, Aadhaar or Google credentials, and log in.
- Open the e-Mitra application from the SSO dashboard and go to the services or "Utility" section.
- Search for the caste certificate service and pick the one matching your category, SC, ST, OBC or MBC. Choosing the wrong category means the file is rejected, not reassigned.
- Enter your Jan Aadhaar number so the form pulls up your family record, then complete the applicant details, caste, sub-caste, father's name and address exactly as they appear on your documents.
- Upload the scanned documents — residence proof, Aadhaar, date of birth proof, the paternal caste proof and your photograph: within the file sizes the portal states.
- Submit the form and pay the charge shown. Save the token or transaction number that e-Mitra returns; it is the only handle you have on the application.
- Wait for verification by the patwari and girdawar, then approval and digital signature by the Tehsildar. Download the certificate from your e-Mitra login once it shows as issued.
How to apply offline at the Tehsil office
- Visit your Tehsil office and collect the caste certificate application form for your category, or download the format your district collectorate publishes.
- Fill it in and attach copies of residence proof, Aadhaar, Jan Aadhaar, date of birth proof, the paternal caste proof and photographs, with a self-declaration or affidavit of caste where the form asks for one.
- Affix the court-fee stamp the form requires and submit the application at the Tehsildar's counter. Take the receipt with the application number.
- Cooperate with the patwari's field enquiry, this is the step that actually decides the outcome, and collect the signed certificate from the Tehsil office when it is ready.
How do you check the status of a Rajasthan caste certificate application?
Log in to sso.rajasthan.gov.in, open e-Mitra and use the transaction or token number issued at submission to see where the file stands. If you applied at a kiosk, the operator can pull the same status against the token printed on your receipt. For an offline Tehsil application, the application number on your counter receipt is the reference.
How long is a caste certificate valid in Rajasthan?
An SC or ST caste certificate does not carry an expiry, because caste status is not a changing fact. Practically, however, admission bodies and recruiters often want a recently issued copy, and Rajasthan's e-Mitra route makes a fresh copy cheap to obtain.
The OBC non-creamy-layer certificate is genuinely time-bound in practice. Because it embeds an income and status test, RPSC, RSSB and central recruitment bodies routinely require one issued within the current financial year. Plan for a fresh OBC certificate each year rather than assuming an old one will be accepted.
Why do Rajasthan caste certificate applications get rejected?
The most common failures are documentary. A name or father's name spelled differently on Aadhaar, Jan Aadhaar and the school certificate stops verification. A caste proof drawn from the mother's family is rejected, because caste is traced through the paternal line. A sub-caste written in a form that does not match the spelling in Rajasthan's notified list is treated as a different caste. Applying under the wrong category, an MBC caste filed as OBC, or an OBC caste filed as SC, is closed rather than corrected. Residence proof that shows an address outside Rajasthan defeats the application at the first check. And for OBC applicants, income details that cross the creamy-layer line remove the non-creamy-layer endorsement that the certificate is usually being obtained for.
Where do you complain if the certificate is delayed?
Start at the Tehsil office where the file is pending, quoting the e-Mitra token number, and ask which officer holds it. If it does not move, escalate to the Sub-Divisional Officer and then to the District Collector, whose office supervises caste certificate issuance under the Chief Secretary's standing instructions to District Collectors published by the Social Justice and Empowerment Department. Rajasthan also runs a public grievance route through the state's Sampark platform, and complaints about e-Mitra kiosks overcharging are handled by the district e-Mitra society. Keep the token number and the payment receipt, both are needed for any escalation to be taken up.

Frequently asked questions
Who issues the caste certificate in Rajasthan?
The Tehsildar issues the caste certificate in Rajasthan under the Revenue Department, and the application reaches that office through e-Mitra. The Social Justice and Empowerment Department publishes the governing guidelines for issuing SC, ST and OBC caste certificates, which is why those instructions sit on sje.rajasthan.gov.in rather than on a revenue portal.
How do I apply for a Jati Praman Patra in Rajasthan online?
Log in at sso.rajasthan.gov.in with your SSO ID, open the e-Mitra application, choose the caste certificate service for your category, fill the form against your Jan Aadhaar number, upload the documents and pay the charge shown. The same form can be filed for you at any e-Mitra kiosk.
Who is eligible for a caste certificate in Rajasthan?
Permanent residents of Rajasthan belonging to a caste notified in Rajasthan's SC, ST, OBC or MBC list are eligible. A caste notified in a neighbouring state but not in Rajasthan's own list does not qualify, and residence in Rajasthan is checked before caste.
What documents are needed for a Rajasthan caste certificate?
You need residence proof, Aadhaar, Jan Aadhaar, date of birth proof, a caste proof of your father or paternal grandfather, and a photograph. An OBC applicant also needs income details for the creamy-layer test.
What does a Rajasthan caste certificate cost?
Only the government charge shown on the e-Mitra payment screen applies, plus the e-Mitra kiosk's notified service charge if you use a kiosk. The Tehsil-office route is conventionally free apart from the court-fee stamp affixed on the application form. No agent has any authority to charge more.
How do I check my Rajasthan caste certificate status?
Use the transaction or token number that e-Mitra gives you at submission and track it in the e-Mitra section of your SSO Rajasthan login, or ask the kiosk operator to pull up the token status. The same number is used to download the certificate once it is approved.
Is the Rajasthan caste certificate valid for life?
A plain SC or ST caste certificate does not expire, because caste status does not change. An OBC non-creamy-layer certificate is different — it carries an income test, so recruiters and admission bodies routinely insist on one issued within the current financial year.
Can I apply for a Rajasthan caste certificate at the Tehsil office instead?
Yes. Collect the caste certificate application form at the Tehsil office, attach the same documents, affix the court-fee stamp, and submit it to the Tehsildar's counter. The patwari and girdawar verify the caste and residence entries before the Tehsildar signs.
