Rajasthan state government scheme
Mukhyamantri Ayushman Durghatna Bima Yojana, earlier called the Chiranjeevi Accidental Insurance Scheme, gives Rajasthan Jan Aadhaar families free accident cover of up to Rs 10 lakh. Payouts run from Rs 1.5 lakh for loss of one limb to Rs 5 lakh for one accidental death. Claims are filed online at mcdbysipf.rajasthan.gov.in within 60 days.
What is the Chiranjeevi Accidental Insurance Scheme?
Mukhyamantri Ayushman Durghatna Bima Yojana, launched by the Government of Rajasthan as the Mukhyamantri Chiranjeevi Durghatna Bima Yojana, is a free accident insurance cover attached to the state's family health assurance programme. Rajasthan announced the scheme on 23 February 2022 and rolled it out from 1 May 2022, and it is administered by the State Insurance and Provident Fund Department (SIPF) through the dedicated portal mcdbysipf.rajasthan.gov.in. Readers searching in Hindi will find the same scheme written as Mukhyamantri Durghatna Bima Yojana or, in its older form, Chiranjeevi Durghatna Bima Yojana.
The scheme answers a simple problem. A family that survives a road accident, an electrocution or a fall usually loses its main earner at the same moment as it faces hospital bills. Health insurance pays the hospital; it does not replace the lost income. Mukhyamantri Ayushman Durghatna Bima Yojana pays a cash sum to the surviving family or to the injured person, on top of any hospital treatment already covered by the state health scheme.
The cover started at Rs 5 lakh and was raised to Rs 10 lakh in the 2023-24 Rajasthan budget. The state government pays the entire premium. No beneficiary pays anything to be covered, and no separate policy document is issued, the Jan Aadhaar family record is the policy.
Who is covered under the accident insurance scheme?
Covered families:
- Families holding a valid Jan Aadhaar card and permanently resident in Rajasthan.
- Families already registered under the state family health assurance scheme, now called Mukhyamantri Ayushman Arogya Yojana and earlier called Mukhyamantri Chiranjeevi Swasthya Bima Yojana.
- Families of electricity department workers and households registered under the Rajasthan Government Health Scheme (RGHS), which the mcdbysipf portal lists as additional covered groups.
- All members named on the Jan Aadhaar record, with no separate age limit published for the accident cover.
Who is not eligible, and which events cannot be claimed:
- A person whose name does not appear on a Rajasthan Jan Aadhaar family record cannot apply, because the claim is raised against the Jan Aadhaar number.
- A family that never enrolled in the state health assurance scheme is not eligible for the attached accident cover.
- Natural death and death from any disease are excluded. This is the single largest cause of rejection.
- Suicide and self-inflicted injury are excluded.
- Death or injury while under the influence of alcohol or narcotics is excluded.
- Death occurring during a medical or surgical operation is excluded, since that is a treatment risk and not an accident.
- Temporary injury that leaves no permanent loss of limb or eyesight does not qualify; the disability heads cover permanent loss only.
Accidents that do qualify include road, rail and air accidents, falls from a height, electrocution, drowning and burns, provided the event is supported by a police report or a hospital record.
How much does the scheme pay?
| Event | Amount payable |
|---|---|
| Death of more than one family member in the same accident | Rs 10,00,000 |
| Accidental death of one family member | Rs 5,00,000 |
| Permanent total loss of both hands, both legs or both eyes | Rs 3,00,000 |
| Permanent total loss of one hand, one leg or one eye | Rs 1,50,000 |
Payment is made by direct bank transfer to the account seeded with the family's Jan Aadhaar record. There is no instalment structure, the sanctioned amount is released in one transfer. The portal states that a complete claim is settled within 30 days of receipt.
What documents are required for an accident insurance claim?
| Document | Mandatory | Notes |
|---|---|---|
| Jan Aadhaar card | Yes | The claim is raised against this number |
| Aadhaar of victim and claimant | Yes | Identity matching during scrutiny |
| FIR or police report | Yes | Proves the event was accidental |
| Post-mortem report and death certificate | Yes, for death claims | Establishes cause of death |
| Disability certificate from a medical board | Yes, for disability claims | Must state permanent loss of limb or eyesight |
| Bank passbook seeded with Jan Aadhaar | Yes | Payment is made only to this account |
| Hospital treatment papers | No | Useful supporting evidence, especially for disability claims |
How to apply for the accident insurance claim online
- Register or log in at sso.rajasthan.gov.in with the family's SSO ID; the accident scheme uses the same single sign-on as every other Rajasthan citizen service.
- Open mcdbysipf.rajasthan.gov.in and choose the claim application option for Mukhyamantri Ayushman Durghatna Bima Yojana.
- Enter the Jan Aadhaar number of the family and select the member who died or was injured, so the system can confirm the person is on the covered record.
- Fill in the accident details: date, time, place, type of accident and the police station where the report was lodged.
- Upload the required documents, including the FIR, the post-mortem report or disability certificate, and identity proof.
- Verify the bank account details linked to Jan Aadhaar on the confirmation screen, because the payout goes only to that account.
- Submit the claim and save the acknowledgement number shown on screen. Use the same number later to track the claim on the portal.
File the claim within 60 days of the accident or the death. A claim beyond that window needs a recorded justification and may be entertained only up to 90 days.
How to apply offline or with help
- Visit the nearest e-Mitra kendra with the Jan Aadhaar card, the FIR copy and the medical papers, and ask the operator to file the claim on the SIPF portal on your behalf.
- Alternatively, approach the district SIPF office or the district collectorate help desk, which can guide the family through the online form.
- Keep a photocopy set of every uploaded document; district offices often ask for a physical set during verification.
E-Mitra operators may charge the notified government service fee for assisted filing. No agent is entitled to charge a commission on the claim amount.
How to check the status of an accident insurance claim
- Log in to mcdbysipf.rajasthan.gov.in through SSO.
- Open the claim status or application tracking option.
- Enter the acknowledgement number or the Jan Aadhaar number.
- The screen shows the current stage, submitted, under scrutiny at the district level, sanctioned, or paid.
If the status has not moved for several weeks, call the helpline +91 9289328386 or write to pd.mcdby@rajasthan.gov.in with the acknowledgement number in the subject line.
Why accident insurance claims get rejected
- The death was natural or disease-related. The scheme covers accidents only, and a post-mortem report showing a cardiac or disease cause closes the claim.
- No FIR or police record. Without an official record of the accident the district committee has nothing to verify the event against.
- Claim filed after 60 days. Late claims need written justification and are frequently returned.
- Name not on the Jan Aadhaar record. A newborn, a newly married spouse or a member added late may not appear on the family record on the date of the accident.
- Bank account not seeded with Jan Aadhaar, so the sanctioned amount cannot be transferred.
- Disability certificate does not state permanent total loss. A certificate showing partial or temporary impairment does not match any payout head.
The fix in most of these cases is procedural. Update the Jan Aadhaar record at an e-Mitra kendra, get the bank account seeded, obtain a fresh disability certificate from the district medical board, and resubmit.

Frequently asked questions
How much money does the Rajasthan accident insurance scheme pay?
The scheme pays Rs 5 lakh if one member of the family dies in an accident and Rs 10 lakh if more than one member dies in the same accident. Permanent loss of both hands, both legs or both eyes is compensated at Rs 3 lakh, and loss of one hand, one leg or one eye at Rs 1.5 lakh.
Do I have to register separately for the accident cover?
No separate registration is needed. Families already registered under the state health assurance scheme through their Jan Aadhaar number are covered automatically, and the state pays the premium.
Within how many days must a claim be filed?
A claim must be filed within 60 days of the date of the accident or the date of death. The department may accept a late claim up to 90 days in exceptional circumstances, with reasons recorded.
Is natural death covered under the scheme?
No. Natural death, death from disease, suicide, death under the influence of alcohol or drugs, and death during a medical operation are all outside the cover. Only accidental death and accidental permanent disability qualify.
Where do I file the claim?
Claims are filed online at mcdbysipf.rajasthan.gov.in after logging in through the Rajasthan SSO portal. There is no fee and no insurance agent is involved.
How long does settlement take?
The portal states that a complete claim is settled within 30 days of receiving the application. Delays are almost always caused by missing documents or a bank account not seeded with Jan Aadhaar.
Who can I contact if the claim is stuck?
The scheme helpline is +91 9289328386 and the official email is pd.mcdby@rajasthan.gov.in, both listed on the mcdbysipf.rajasthan.gov.in portal run by the State Insurance and Provident Fund Department.
