Domicile / Residence Certificate in Rajasthan (Mool Niwas Praman Patra)
Rajasthan state government scheme
Rajasthan calls its domicile document the Mool Niwas Praman Patra, listed on e-Mitra as the bonafide certificate. Applications are filed through SSO Rajasthan at sso.rajasthan.gov.in and the e-Mitra platform, or at an e-Mitra kiosk, and the certificate is issued by the Tehsildar or the Sub-Divisional Officer under the Revenue Department at the fee e-Mitra displays.
Rajasthan's domicile document is the Mool Niwas Praman Patra (मूल निवास प्रमाण पत्र), literally "original residence certificate", and the e-Mitra platform also lists it under the label bonafide certificate. It is a Revenue Department document certifying that Rajasthan is your permanent home, and it is what the Rajasthan Public Service Commission, the Rajasthan Staff Selection Board, state universities and medical colleges filling state-quota seats, state scholarship portals and most Rajasthan welfare schemes ask for when they screen applicants for state residence.
It is not a benefit or a subsidy. It is a civic document, and the state delivers it through its own two-layer digital plumbing rather than through a counter queue.
Which department issues the mool niwas certificate in Rajasthan?
The Revenue Department issues it. The signing authority is the Tehsildar or, in many sub-divisions, the Sub-Divisional Officer, after the Patwari for your patwar circle and the Girdawar verify that you actually reside where you say you do. Rajasthan's field revenue chain is the substance of this process: everything else is delivery.
Delivery runs on two state platforms:
- SSO Rajasthan (
sso.rajasthan.gov.in) is the single sign-on gateway. Rajasthan puts nearly every citizen e-service behind one SSO ID, so this is where a citizen application begins. - e-Mitra (
emitra.rajasthan.gov.in) is the service platform itself and the brand on roughly thousands of kiosks across the state. The e-Mitra e-services list carries bonafide and mool niwas certificates among its offerings, organised by department with the fee shown against each.
This dual structure is what makes Rajasthan different from, say, Bihar's RTPS or Uttar Pradesh's e-District: the same application can be filed by you from home under your own SSO ID, or by a kiosk operator under theirs, and the two routes cost different amounts because only the second involves an operator's service charge.
Who can and cannot apply for a Rajasthan domicile certificate?
You can apply if Rajasthan is your settled, permanent home, your family resides at a Rajasthan address on a continuing basis and you hold documents anchoring you there: a ration card, a voter ID from a Rajasthan constituency, a Jan Aadhaar record, utility bills, land records or house tax receipts, or continuous schooling in Rajasthan. Adults apply in their own name; a student's application rests on the parents' Rajasthan residence supported by school records.
The mool niwas praman patra is deliberately harder to get than a simple address proof, because it certifies permanence. Rajasthan's rules require a long qualifying period of continuous residence in the state, and the field verification is aimed squarely at testing that. Confirm the exact period that applies to your category with the Tehsil office or on the e-Mitra service page before you apply, rather than relying on figures circulated on private websites.
You cannot apply merely because you currently live in Rajasthan. Someone posted to Jaipur or Jodhpur for work, or living in a rented room for a coaching year, while their family's permanent residence is in another state, is not eligible. You also cannot hold a Rajasthan mool niwas certificate alongside another state's domicile certificate for the same recruitment or admission; RPSC and RSSB treat that as a false declaration and cancel candidature, and the certificate itself can be revoked. Applications also fail where the address on the form does not match the address on the documents uploaded.
What documents does Rajasthan ask for?
Assemble these before you open the form, in digital form:
- an SSO ID on
sso.rajasthan.gov.in, registered with your mobile number - Aadhaar, for identity and e-KYC
- address proof for the claimed Rajasthan address; ration card, voter ID, Jan Aadhaar, or an electricity or water bill
- a passport-size photograph
- the affidavit or self-declaration of permanent residence, in the format the e-Mitra form specifies
- school or college certificates, where continuous education in Rajasthan supports the claim. This is the single strongest supporting document for a student applicant
- land records, khasra details or house tax receipts, where the family owns the property at the claimed address
The declaration is central. Rajasthan's application form asks you to state, on your own responsibility, how long you and your family have lived at the address, and the Patwari's report either supports that statement or contradicts it.
What does a Rajasthan mool niwas certificate cost?
The government fee is the amount e-Mitra displays against the service at the payment step, and the e-Mitra e-services list is organised to show fees by department precisely so a citizen can see the figure before paying. Applying yourself under your own SSO ID means you pay only that fee online. Applying through an e-Mitra kiosk means you additionally pay the operator's service charge, which is why the two routes are quoted differently.
Refuse anything else. A private agent quoting a lump sum to "get the mool niwas made quickly at the Tehsil" is charging for something the state already sells at a listed rate on its own portal. Always take the e-Mitra receipt carrying your transaction and application number: without it you have no way to track the file or to complain about it.
How to apply online for a Rajasthan mool niwas praman patra
- Create or log in to your SSO ID at
sso.rajasthan.gov.in. Registration is available for citizens using Jan Aadhaar or Google credentials; keep the mobile number you register with, because OTPs and status messages go there. - Open the e-Mitra application from inside the SSO dashboard, or go to
emitra.rajasthan.gov.inand sign in through SSO. - Search the e-services list for the bonafide / mool niwas certificate under the Revenue Department and open the application form. Check the fee shown against the service before you proceed.
- Fill the application form — applicant name, father's or husband's name, complete Rajasthan address with district, tehsil, patwar circle and village or ward, the period of continuous residence, and the purpose for which the certificate is required. The tehsil and village fields decide which Patwari receives the file, so enter them exactly as they appear on your land or ration records.
- Upload the documents, Aadhaar, address proof, photograph, declaration, and the school or land documents that support your residence period. Keep each scan legible and within the size limit shown.
- Pay the fee online through the e-Mitra payment options and submit.
- Note the application or token number on the receipt. It is the only key for status tracking and for downloading the certificate later.
How to apply through an e-Mitra kiosk or the Tehsil
Rajasthan retains an assisted route for people without an SSO ID or a smartphone:
- Walk into any e-Mitra kiosk with originals and photocopies of your Aadhaar, address proof, photographs and supporting documents.
- Have the operator file the mool niwas application on the e-Mitra platform on your behalf and complete the Aadhaar authentication with the OTP sent to your mobile.
- Pay the government fee plus the operator's service charge and insist on the printed receipt showing the application number. Ask what each component of the amount is for.
- Attend the field verification when the Patwari or Girdawar calls for it, and keep original address documents ready to show.
- Collect the certificate from the same kiosk once it is issued, or download it yourself.
The Tehsil office remains the place to chase a stalled file. If the status has not moved past field verification, the Tehsildar's office: not the kiosk, is where the file physically sits.
How do I check the status of my application?
Log back in through SSO to emitra.rajasthan.gov.in and use the transaction or application status option with the number printed on your receipt. Kiosk applicants can ask the operator to run the same check. The status trail shows whether the file is pending with the Patwari, with the Tehsildar, or is ready for issue. Once issued, the digitally signed certificate is downloaded from the same platform and carries a verification number that any office can check online, so the download is the valid document, and no separate attestation is needed.
How long is the certificate valid, and is there a renewal?
Rajasthan does not print a routine expiry on the mool niwas praman patra, and there is no renewal process as such. What varies is what the receiving institution will accept: RPSC and RSSB advertisements, university admission notices and scholarship portals frequently specify a certificate issued within a stated recency window. Read the notification. If your copy is older than the window it names, file a fresh application, that is a new application at the listed fee, not a renewal. Also apply afresh if your permanent address inside Rajasthan has changed, because the old certificate names an address you no longer live at.
Why do Rajasthan applications get rejected?
The common failures are practical rather than legal. An address on the form that does not match the ration card, voter ID or Jan Aadhaar record fails at verification. Illegible uploads get returned. A wrong tehsil or patwar circle sends the file to a Patwari with no record of you. A residence period claimed in the declaration that the Patwari's report cannot support is refused outright. This is the single biggest cause of rejection for recent arrivals. And an application in a student's name with no schooling record and no document connecting the student to the parent named on the address proof will stall.
If your application is rejected, the reason is recorded against the application number. Fix that one point and re-file; a second parallel application only adds confusion to the queue.
Where do I complain about a delay?
Use the grievance and support options published on the e-Mitra portal and inside the SSO dashboard, quoting your application number. Where the delay is in the field rather than in the portal, escalate in person; first to the Tehsildar, then to the Sub-Divisional Officer, who is the senior revenue authority for the certificate. Rajasthan's guaranteed-delivery-of-public-services framework gives notified services a designated officer and an appeal above him, and your application number is what lets you invoke it.
Above all, remember what this is: a Revenue Department certificate delivered at a fee the government prints on its own portal. Nobody has to be paid to make it happen, and no genuine official asks for money outside the e-Mitra payment gateway or the kiosk receipt.

Frequently asked questions
What is a domicile certificate called in Rajasthan?
Rajasthan calls it the Mool Niwas Praman Patra, and the e-Mitra platform also lists it as a bonafide certificate. All three names refer to the same Revenue Department document certifying permanent residence in Rajasthan.
Where do I apply for a mool niwas certificate in Rajasthan?
Apply through the e-Mitra platform at emitra.rajasthan.gov.in after logging in with an SSO ID from sso.rajasthan.gov.in, or walk into any e-Mitra kiosk and have the operator file it for you.
Do I need an SSO ID to apply?
Yes, if you want to apply yourself. Rajasthan routes citizen e-services through Single Sign On at sso.rajasthan.gov.in, and the e-Mitra citizen application form opens only inside that login. An e-Mitra kiosk operator files it under their own credentials if you do not have an SSO ID.
Who issues the Rajasthan mool niwas praman patra?
The Revenue Department issues it, with the Tehsildar or the Sub-Divisional Officer as the signing authority, after the Patwari and Girdawar verify the residence claim in the field.
How much does a Rajasthan domicile certificate cost?
The government fee is the amount e-Mitra displays for the service at the payment step, and a kiosk operator adds a separate, receipted service charge. Pay only what the portal or the kiosk receipt shows and refuse any cash demand made outside it.
Is a Rajasthan mool niwas certificate valid for life?
Rajasthan does not print a routine expiry on the mool niwas praman patra, but recruiting bodies and universities often ask for a recently issued copy. Read the RPSC, RSSB or admission notification and re-apply if your copy falls outside the recency window it names.
Can someone who moved to Rajasthan last year get a mool niwas certificate?
No. The mool niwas praman patra certifies long-settled permanent residence, not current presence, so a recent arrival on a job posting or for a coaching year does not qualify. Confirm the exact qualifying residence period for your category with the Tehsil office before applying.
