Encumbrance Certificate in Rajasthan (IGRS e-Panjiyan e-Search and Certified Copies)
Rajasthan state government scheme
An Encumbrance Certificate in Rajasthan comes from the Registration and Stamps Department through the e-Panjiyan portal at epanjiyan.rajasthan.gov.in, which runs the e-Search of registered documents and online certified copies, and through a search report from the Sub-Registrar. Rajasthan charges only the fee shown on the e-Panjiyan payment screen, and the department's nodal contact is 0141-2740503.
What is an encumbrance certificate in Rajasthan?
An encumbrance certificate in Rajasthan is a record of the documents registered against a property over a stated period, produced by the Registration and Stamps Department (IGRS), Government of Rajasthan, whose headquarters is at Ajmer. An encumbrance is any registered claim that limits an owner's freedom to sell clean, a bank mortgage, a court attachment, a registered lease, a gift, a partition, a release or an earlier sale.
Rajasthan delivers this through the e-Panjiyan portal, epanjiyan.rajasthan.gov.in, in two connected forms:
- e-Search. The department's search of registered documents, which tells you what is on the register against a property in a Sub-Registrar office.
- Certified copies of registered documents, requested online through e-Panjiyan. Rajasthan's own rules for e-Registration and e-filing state that requests for e-Search or certified copies are to be made online through the e-Panjiyan portal, with the fee paid through the modes available on that portal.
A third route stays open and is still what many lenders insist on: a search report from the Sub-Registrar, where the office searches its index for the property over the period asked for and certifies the result.
Rajasthan does not issue a numbered "Form 15" or "Form 16". Those formats belong to Tamil Nadu, Andhra Pradesh and Telangana. Asking a Rajasthan Sub-Registrar for Form 15 will get a blank look; ask for a search report or a certified copy for a stated number of years.
Who can apply for a property search in Rajasthan?
You can apply if:
- You are the owner of the plot, house, flat or agricultural land.
- You are a prospective buyer checking title before paying an advance.
- You are a bank, housing finance company or advocate verifying title for a loan or a sale.
- You are a legal heir working out what a deceased relative owned and what charges sit on it.
- You are any member of the public. The register is public under the Registration Act, 1908, so Rajasthan asks for no owner consent, no power of attorney and no stated reason.
An encumbrance search is a property record, not a welfare benefit: there is no income ceiling, no caste or category condition, and no requirement to be a Rajasthan resident.
You cannot apply; or will get an unusable result; if:
- You cannot give a property identifier. Without a khasra number, or a plot with block and scheme number, plus the village or colony, the index cannot be searched.
- You do not know the correct Sub-Registrar office. Jaipur, Jodhpur, Kota and Udaipur each have several, and jurisdictions have been redrawn over the decades.
- You expect unregistered dealings to appear. An oral family settlement, an unregistered agreement to sell, a pending civil suit or an unpaid personal loan will not show.
- You expect the search to cover undigitised years online. Those years need a manual search at the Sub-Registrar office.
- You treat an e-Search screenshot as a certificate. It is not certified and a bank will refuse it.
What documents and details are required?
| Requirement | Mandatory | Notes |
|---|---|---|
| Khasra number, or plot with block and scheme | Yes | The index is searched on this, not on the address |
| District, tehsil, Sub-Registrar office | Yes | Selected before the search runs |
| Exact search period | Yes | 12β13 years for lenders, 30 years for buyers |
| Registered mobile number | Yes | For the e-Panjiyan login OTP |
| Identity proof | Yes | Aadhaar, voter ID, driving licence or passport |
| Sale deed copy or jamabandi | Helpful | Carries the exact khasra or plot number |
| Document number, book and year | Helpful | Makes a certified copy request immediate |
| Written application to the Sub-Registrar | Offline route | For a manual certified search report |
How to apply for an encumbrance search in Rajasthan online
- Open epanjiyan.rajasthan.gov.in, the Registration and Stamps Department portal, and go to the citizen services section.
- Create a citizen login with your mobile number and complete the OTP verification. The same login carries e-Search, certified copy requests and your payment history.
- Open the e-Search service and select the district, tehsil and Sub-Registrar office where the property is registered.
- Enter the property identifier β khasra number for agricultural land, or plot with block and scheme number for an urban property: along with the village or colony name, and the year or period you want searched.
- Read the result list carefully. Each row is a registered document with its number, year, parties and nature. Note the document numbers of anything that worries you, especially a mortgage with no later release or cancellation entry.
- Pay the fee shown on the payment screen by net banking, card or UPI, and save the receipt and transaction number.
- Request certified copies through e-Panjiyan of the specific documents you identified, quoting the book, document number and year from the search result.
- Download the certified copy from your e-Panjiyan account when it is issued, and keep the digitally signed PDF rather than a printout for your lender.
How to get a search report from the Rajasthan Sub-Registrar office
- Identify the Sub-Registrar office with jurisdiction over the property, and confirm it, a property near a municipal boundary often falls under a different office than the one nearest to it.
- Submit a written application describing the property by khasra or plot number with the village or colony, tehsil and district, and stating the exact period to be searched.
- Pay the notified search fee at the counter and take a printed receipt with the application number on it.
- Allow time for the manual search. For older years the clerk works through physical index registers by hand, which is the honest reason a 30-year report takes longer than a 12-year one.
- Collect the signed search report on the date given, or ask for certified copies of the specific documents the search turned up.
The offline route remains essential in Rajasthan because digitisation on e-Panjiyan starts at different years in different offices and rarely reaches a full 30 years.
How do I check status and get support?
- Online: log in to your e-Panjiyan account and open the request or transaction history for the e-Search or certified copy request.
- By phone: the Registration and Stamps Department nodal contact published on the e-Panjiyan pages, 0141-2740503, with a mobile alternative of 9214600246.
- In person: at the Sub-Registrar counter, quoting the application number on your receipt.
- Escalation: the Sub-Registrar, then the District Registrar, then the Inspector General of Registration and Stamps, Ajmer.
How long is a Rajasthan encumbrance search valid?
An encumbrance search has no expiry date, but it is only true up to the last date of the period it covers. A mortgage registered the day after your period ends will not appear.
Rajasthan lenders and buyers' advocates therefore ask for a freshly run search, usually within days or weeks of the transaction, and careful buyers run a second short search immediately before the sale deed is registered to catch anything filed in the gap. There is no renewal procedure, you simply search again for the new period, which costs far less than repeating the full 30 years.
Why do Rajasthan property searches go wrong?
- Wrong khasra number, or a khasra that has since been subdivided, so the search hits a parent number that no longer describes the plot.
- Wrong Sub-Registrar office, producing a nil result that means nothing.
- Village or colony name spelt differently in the register from the deed.
- Urban plots described by street address instead of the plot, block and scheme numbers used at registration.
- Assuming digitised records are complete. Coverage varies by office and year, and the gaps are real.
- Reading a nil result as a clean title. A repaid loan never released in the register still shows as a live charge, and an unregistered claim never appears at all.
- Skipping the parallel checks. The jamabandi and mutation record for agricultural land, or the allotment and lease papers from the development authority, UIT or Nagar Nigam for an urban plot.
What does it cost, and what should you refuse to pay?
An encumbrance search in Rajasthan costs only the fee shown on the e-Panjiyan payment screen, or the notified fee charged at the Sub-Registrar counter against a printed receipt. The amount rises with the number of years searched. Those are the only legitimate charges.
Deed writers and agents outside Sub-Registrar offices across Rajasthan offer to "get the search done fast" for a few thousand rupees. They are using the same portal you can use. There is no paid priority queue at IGRS Rajasthan, and no officer can add or delete an entry in the register. Do the e-Search yourself, pay only the portal or counter rate, never share your e-Panjiyan password or Aadhaar OTP with an agent, and never accept a search report or certified copy that did not come from epanjiyan.rajasthan.gov.in or from the Sub-Registrar's counter.

Frequently asked questions
Which portal gives encumbrance details in Rajasthan?
epanjiyan.rajasthan.gov.in, the portal of the Registration and Stamps Department at Ajmer, is the official route. e-Panjiyan runs the e-Search of registered documents and accepts online requests for certified copies of registered documents, and Rajasthan rules require those requests to be made online through the portal with the fee paid through the modes available there.
Does Rajasthan issue Form 15 or Form 16?
No, Rajasthan does not use the Form 15 and Form 16 encumbrance formats. Those belong to the Tamil Nadu, Andhra Pradesh and Telangana systems. In Rajasthan the equivalent proof is the e-Search result backed by certified copies of the registered documents, or a search report issued by the Sub-Registrar.
Is the online e-Search result legally valid on its own?
No, an e-Search listing is information about what is on the register, not a certified document. Banks, courts and buyers' advocates in Rajasthan want the certified copy obtained through e-Panjiyan or a search report signed at the Sub-Registrar office.
How much does it cost in Rajasthan?
Only the fee shown on the e-Panjiyan payment screen for an e-Search or a certified copy, or the notified fee charged at the Sub-Registrar counter for a manual search report against a printed receipt. The amount rises with the number of years searched. No agent is entitled to charge above that.
How far back do Rajasthan online registration records go?
Digitised coverage on e-Panjiyan begins at different years in different Sub-Registrar offices, and the older volumes exist only as physical registers. For a full 30-year title search, expect part of the period to require a manual search at the Sub-Registrar office.
Do I need to own the property to apply?
No, the register of registered documents is a public record under the Registration Act, 1908. A prospective buyer, a bank, an advocate or a legal heir can search a Rajasthan property without the owner's consent and without stating a reason.
Does an encumbrance search prove I own the property in Rajasthan?
No, it records registered transactions only. A Rajasthan title check also needs the jamabandi and mutation entries from the revenue side for agricultural land, or the lease deed and allotment papers from the development authority or Nagar Nigam for urban plots.
Whom do I contact if e-Panjiyan is not working?
Call the Registration and Stamps Department nodal contact published on the e-Panjiyan pages, 0141-2740503. For a records problem rather than a portal problem, approach the Sub-Registrar holding the records, then the District Registrar, then the Inspector General of Registration and Stamps at Ajmer.
