Rajasthan state government scheme
Dr Bhimrao Ambedkar Rajasthan Dalit Adivasi Udyam Protsahan Yojana, 2022 gives Scheduled Caste and Scheduled Tribe entrepreneurs in Rajasthan a 9 per cent interest subsidy on loans up to Rs 25 lakh, 7 per cent on loans up to Rs 5 crore, and margin money support of up to 25 per cent of project cost. Apply online at brupy.rajasthan.gov.in through the Rajasthan SSO portal.
What is the Dalit Adivasi Udyam Protsahan Yojana?
Dr Bhimrao Ambedkar Rajasthan Dalit, Adivasi Udyam Protsahan Yojana, 2022 to usually shortened to BRUPY; is a Government of Rajasthan scheme run by the Department of Industries and Commerce to put Scheduled Caste and Scheduled Tribe entrepreneurs into business ownership rather than only into employment. The Industries Department notified the scheme on 8 September 2022 in compliance with a state budget announcement, and the Industries Commissioner formally launched it with state-level bank controllers at Udyog Bhawan, Jaipur, on 27 October 2022.
The scheme's logic is that SC and ST entrepreneurs face two specific barriers that a general credit scheme does not address: they usually cannot arrange the margin money a bank demands, and they pay the same interest as everyone else on a thinner capital base. BRUPY attacks both. It gives a higher interest subsidy than the state's general small-industry scheme, and it adds margin money support on top.
The stated objectives are to secure effective participation of SC and ST communities in manufacturing, services and trade, and to create local employment so that people do not have to migrate to cities for work. The scheme is operative until 31 March 2027.
According to the official BRUPY portal, the scheme had received 14,277 applications, of which 4,034 were approved and 3,859 disbursed, an indication that it is an actively working scheme rather than a paper announcement.
How much benefit does BRUPY give?
Interest subsidy
| Loan amount | Interest subsidy |
|---|---|
| Up to Rs 25 lakh | 9 per cent |
| Above Rs 25 lakh and up to Rs 5 crore | 7 per cent |
Margin money assistance
- Up to 25 per cent of project cost in the slab up to Rs 25 lakh.
Two features are worth noticing. First, the 9 per cent rate is a full percentage point above the 8 per cent available under the general Mukhyamantri Laghu Udyog Protsahan Yojana for the same loan size. Second, margin money is the part of the project a bank refuses to fund and expects the promoter to bring; for a first generation SC or ST entrepreneur that is exactly the money that does not exist, which is why this component often decides whether the unit gets built at all.
The subsidy is credited against the loan account with the financing bank, not paid as cash to the entrepreneur, and it stops if the account becomes irregular.
Who is eligible for BRUPY?
You can apply if:
- You belong to a Scheduled Caste or Scheduled Tribe notified for Rajasthan and hold a caste certificate from a competent authority.
- You are a permanent resident of Rajasthan.
- The enterprise is located in Rajasthan.
- The activity is in the non-agricultural sector; manufacturing, services or trade.
- You are establishing a new enterprise, or expanding, diversifying or modernising an existing one.
- Your loan is sanctioned by a bank or financial institution participating in the scheme.
You cannot apply, or are not eligible, if:
- You are not from a Scheduled Caste or Scheduled Tribe. General, OBC and MBC entrepreneurs should apply under Mukhyamantri Laghu Udyog Protsahan Yojana instead.
- The project is outside Rajasthan.
- The activity is agriculture itself, though agro-processing counts as manufacturing and is covered.
- You are an existing defaulter to a bank, since no sanction will follow.
- The same loan is already drawing a state interest subsidy under another scheme. One loan cannot carry two state subsidies.
- Your caste certificate is from another state, since the scheme covers Rajasthan's notified SC and ST populations.

How to apply for BRUPY online

- Enter the applicant details, caste category, enterprise activity, project cost, the loan amount sought and the expected employment.
- Upload the caste certificate, domicile, Aadhaar, Jan Aadhaar and the detailed project report.
- Select the bank branch through which you want the loan, since the application is routed to that branch.

- Larger cases are scrutinised by the District Level Task Force Committee before going to the bank.

How to check application status
- Log in at sso.rajasthan.gov.in and reopen the BRUPY application.
- Use the status tracking option with your application number.
- The stages shown are submitted, under scrutiny, forwarded to bank, sanctioned, disbursed, and subsidy claim processed.

Why BRUPY applications get rejected or delayed
- Caste certificate missing, expired or from another state.
- Weak project report with unrealistic cost or no clear market, which banks decline at appraisal.
- Existing loan default or an adverse credit record.
- Project located outside Rajasthan or in a purely agricultural activity.
- Duplicate subsidy claim on a loan already covered by another state scheme.
- Loan account turning irregular after disbursement, which stops the subsidy even though the sanction stands.
- Incomplete uploads, particularly premises proof and machinery quotations.
Most of these are fixable. Obtain a fresh caste certificate, rebuild the project report with the DIC's help, clear the earlier default, and file again, the scheme window stays open until 31 March 2027.

Frequently asked questions
How much interest subsidy does BRUPY give?
BRUPY gives 9 per cent interest subsidy on loans up to Rs 25 lakh and 7 per cent on loans above that and up to Rs 5 crore, which is a higher rate than the general small industries scheme in Rajasthan.
What is the margin money support?
The scheme provides margin money assistance of up to 25 per cent of the project cost in the slab up to Rs 25 lakh, which reduces the own contribution an SC or ST entrepreneur has to arrange before the bank will lend.
Who can apply for BRUPY?
Scheduled Caste and Scheduled Tribe persons of Rajasthan setting up, expanding, diversifying or modernising an enterprise in manufacturing, services or trade in the non-agricultural sector.
Who cannot apply?
Applicants outside the SC and ST categories are not eligible, and nor are projects located outside Rajasthan or purely agricultural activity. A borrower already drawing an interest subsidy on the same loan under another state scheme such as MLUPY cannot apply for BRUPY on that loan.
Until when is the scheme valid?
The scheme is operative from its notification of 8 September 2022 until 31 March 2027, so applications are open through that period.
Does the government lend the money?
No. BRUPY is an interest subvention and margin money scheme. The loan is sanctioned and disbursed by a bank on its own credit appraisal, and the state pays part of the interest and part of the margin.
Where do I apply?
Apply at brupy.rajasthan.gov.in, which routes you to sso.rajasthan.gov.in for login. The District Industries Centre in your district is the offline point of contact for help with the file.
