Devnarayan Scooty Distribution and Incentive Scheme
Rajasthan state government scheme
Devnarayan Scooty Distribution and Incentive Scheme gives a free scooty to meritorious girl students of Rajasthan's Most Backward Classes who score at least 50 per cent in Class 12 and join a government college. Students who qualify but miss the scooty merit list get Rs 10,000 a year in graduation and Rs 20,000 a year in post-graduation. Apply through sso.rajasthan.gov.in.
What is the Devnarayan Scooty Distribution and Incentive Scheme?
Devnarayan Scooty Distribution and Incentive Scheme, known in Hindi as Devnarayan Chhatra Scooty Vitaran Evam Protsahan Yojana, is a Government of Rajasthan scheme that removes the single biggest practical barrier between a village girl and a college degree: the daily journey. Girl students of Rajasthan's Most Backward Classes (MBC) who do well in Class 12 and join a government college receive a free scooty, and those who qualify but miss the merit list receive an annual cash incentive instead.
The scheme is administered through the Department of College Education and its scholarship portal at hte.rajasthan.gov.in, under the Devnarayan welfare programme for Most Backward Classes. It has been running since 2018 and is named after Lok Devta Devnarayan, revered particularly in the Gurjar community.
The design is deliberately two-tier. A limited number of scooties are allotted strictly on merit, but no eligible girl walks away with nothing: the incentive track pays cash for the full length of graduation and post-graduation. That matters because the number of eligible applicants each year far exceeds the scooty quota.
Who is eligible for the Devnarayan Scooty Scheme?
You can apply if:
- You are a girl student and a permanent resident of Rajasthan.
- You belong to one of the state's notified Most Backward Class communities, Gurjar, Banjara or Baldiya or Labana, Gadia Lohar or Gadolia, Raika or Rebari, and Gadaria or Gadri or Gayri.
- You scored at least 50 per cent in Class 12.
- You have taken regular admission to a government college or university in Rajasthan.
- Your family's annual income from all sources is within the notified ceiling, published for recent sessions as Rs 2.50 lakh.
- You maintain the required percentage in each subsequent year to keep drawing the benefit.
- You are married or unmarried; both are allowed.
You cannot apply, or are not eligible, if:
- You are a male student. The scheme is exclusively for girl students.
- You do not belong to a notified MBC community of Rajasthan. Students of other categories should look at the parallel state scooty schemes meant for their category.
- Your Class 12 marks are below 50 per cent.
- Your family income exceeds the notified ceiling.
- You took admission to a private college, or joined through distance or private (non-regular) mode.
- There is a gap year between passing Class 12 and joining the first year of regular graduation.
- You are already receiving another scooty or an equivalent state scholarship for the same purpose.
- You are not a resident of Rajasthan.
What exactly do you get?
If your name is on the scooty merit list:
- One free scooty.
- One year's insurance paid by the government.
- 2 litres of petrol, provided once at the time of handover.
- Delivery cost of the scooty to the student, borne by the government.
If you are eligible but not on the scooty merit list:
- Rs 10,000 per year during graduation.
- Rs 20,000 per year during post-graduation.
The cash incentive is paid by direct transfer to the student's own bank account. The scooty is handed over at a district-level or college-level distribution event after the merit list is published.
Rajasthan has been expanding the scooty quota over successive sessions; the number of scooties available in any given year is fixed by the department's notification for that session, so check the current session's notification rather than relying on last year's number.
What documents are required?

| College admission receipt | Yes | Regular admission in a government college |

How to apply for the Devnarayan Scooty Scheme
- Get a Jan Aadhaar card for the family if you do not already have one; the whole application runs on it.
- Register or log in at sso.rajasthan.gov.in with your own SSO ID. The SSO ID must belong to the student, not to a parent.
- Open hte.rajasthan.gov.in and click Online Scholarship, then Apply Now, which takes you to the state scholarship portal.
- Choose the Devnarayan Scooty Distribution and Incentive Scheme from the scheme list for the current academic session.
- Fill in your personal, academic and bank details exactly as they appear on the marksheet, Aadhaar and passbook β a mismatch here is the commonest cause of rejection.
- Upload the scanned documents listed above, keeping each file within the portal's size limit.
- Submit the form and note the application number, then take the printout with the documents to your college scholarship section for verification.
- Track the application on the scholarship portal until it shows verified at college level and forwarded to the department.
Applications are not accepted directly by the department. The college's verification is a compulsory step, and an application left unverified by the college on the last date simply lapses.
When can you apply?
The application window is notified for each academic session. For 2024-25 the portal opened on 20 September 2024 with a last date of 31 January 2025. The dates shift each year, so check the current session's notice on hte.rajasthan.gov.in and with your college scholarship section at the start of the session rather than near the deadline.
The merit list for scooty allotment is published after the window closes and after colleges complete verification.
How to check your application and merit list status
- Log in to sso.rajasthan.gov.in and open the scholarship portal.
- Open the application status option and enter your application number.
- The status shows the stage; submitted, pending at college, verified, forwarded to the department, sanctioned, or rejected with reason.
- The scooty merit list is published on hte.rajasthan.gov.in and displayed by colleges; students not on it are processed for the cash incentive.
- For payment queries, check that the bank account shown on the portal is your own and is active.
Why applications get rejected
- Name mismatch between the Class 12 marksheet, Aadhaar and the bank passbook.
- Bank account not in the student's own name, or an inactive or closed account.
- Income certificate older than 6 months or issued by a non-competent authority.
- Caste certificate that does not show a notified MBC community of Rajasthan.
- Admission to a private college or in a non-regular mode.
- Gap year between Class 12 and the first year of graduation.
- College verification not completed before the last date.
- Duplicate benefit: already drawing another scooty scheme or a conflicting scholarship.
Most of these are fixable before the window closes. Get a fresh income certificate, open a single-name bank account, and correct name spellings with the board or Aadhaar centre well before you apply.

Frequently asked questions
What does the Devnarayan Scooty Scheme give?
The scheme gives a free scooty to girl students who make the merit list, along with one year's insurance, the cost of delivering the scooty and 2 litres of petrol. Students who meet the eligibility conditions but do not make the scooty list receive Rs 10,000 a year during graduation and Rs 20,000 a year during post-graduation.
What marks are needed in Class 12?
A minimum of 50 per cent in Class 12 is the qualifying mark, but the scooty itself is allotted on a merit list, so the cut-off in practice is much higher than 50 per cent. Students below the cut-off but above 50 per cent remain eligible for the cash incentive.
Which communities are covered?
The scheme is for girl students of Rajasthan's notified Most Backward Classes, including Gurjar, Banjara or Baldiya or Labana, Gadia Lohar or Gadolia, Raika or Rebari, and Gadaria or Gadri or Gayri.
What is the family income limit?
The family's annual income from all sources must be within the notified ceiling for the scheme, published for recent sessions as Rs 2.50 lakh. Confirm the current ceiling on the scholarship portal before applying, as the state revises it from time to time.
Can a married girl student apply?
Yes. Both unmarried and married girl students can apply, provided every other condition is met.
Can I take this scheme along with another scholarship?
No. A student already receiving another scooty scheme or a conflicting state scholarship for the same purpose is not eligible; the state does not allow two benefits for the same head.
What happens if I take a year off after Class 12?
A gap between passing Class 12 and joining the first year of regular graduation makes the student ineligible. Admission must be continuous and regular, not through a private or distance mode.
How do I apply?
Apply online through sso.rajasthan.gov.in using your Jan Aadhaar-linked SSO ID and the scholarship application at hte.rajasthan.gov.in. Your college then verifies and forwards the application to the department.
