What is Mukhyamantri Ayushman Arogya Yojana?

Mukhyamantri Ayushman Arogya Yojana is the Government of Rajasthan's universal family health assurance scheme, run by the Medical, Health and Family Welfare Department through the Rajasthan State Health Assurance Agency (RSHAA). The scheme began on 1 May 2021 as Mukhyamantri Chiranjeevi Swasthya Bima Yojana, the name most Rajasthan families still use, and was formally renamed Mukhyamantri Ayushman Arogya Yojana in February 2024. Everyday Hindi usage still calls it Chiranjeevi Yojana, and both names refer to the same entitlement.

The scheme's defining feature is that it is universal rather than poverty-linked. Any Rajasthan family with a Jan Aadhaar card can be covered: poor and priority families are enrolled free at state cost, and every other family can buy in for a small annual premium. That design makes Rajasthan one of the few states where a middle-income family without employer insurance can still get large-sum cashless hospital cover from the state.

Annual cover per family is Rs 25 lakh, raised from Rs 10 lakh in the 2023-24 state budget, and the scheme is paired with an accident cover of Rs 10 lakh under Mukhyamantri Ayushman Durghatna Bima Yojana. Treatment is cashless at empanelled hospitals, the family pays nothing at the counter for a package covered by the scheme.

Who is eligible for the Rajasthan health assurance scheme?

You can be covered if:

  • Your family is permanently resident in Rajasthan and holds a Jan Aadhaar card.
  • Every member you want covered is named on that Jan Aadhaar family record.
  • You fall in a free category. An NFSA ration card family, a family listed in SECC 2011, a small or marginal farmer household, a state contractual employee, or a recipient of COVID-19 ex-gratia; in which case the state pays your premium.
  • Or you are any other Rajasthan family willing to pay the annual premium of Rs 850.

There is no age limit and no cap on family size: everyone on the Jan Aadhaar record is covered, and a newborn added to the record is covered from the date of addition.

You cannot apply or are not eligible if:

  • You are a serving Rajasthan government employee or state pensioner. This group is covered by the separate Rajasthan Government Health Scheme (RGHS) and is excluded from MAAY.
  • You do not hold a Jan Aadhaar card. Jan Aadhaar registration must be completed first at an e-Mitra kendra; there is no way to enrol without it.
  • You are not a resident of Rajasthan. The scheme is a state scheme funded from the state budget.
  • The member you want covered is not on the family's Jan Aadhaar record. Adding a spouse, a newborn or a dependent parent to Jan Aadhaar is the first step, not an afterthought.

What does the cover include?

  • Cashless hospitalisation for secondary and tertiary treatment at empanelled hospitals under approved packages, covering roughly 1,800 listed procedures.
  • Surgery, medicines, diagnostics, implants and consumables included in the package rate, so the family is not asked to buy medicines separately for a covered procedure.
  • Pre-hospitalisation expenses for 5 days before admission and post-hospitalisation expenses for 15 days after discharge for the same illness.
  • Rs 10 lakh accident cover through the linked Durghatna Bima Yojana, paid as cash compensation for accidental death or permanent disability.
  • No waiting period for pre-existing diseases, unlike a commercial policy.

Cover is per family per year, not per person. If one member uses Rs 6 lakh during the year, the remaining Rs 19 lakh stays available to the rest of the family until the policy year ends.

What documents are required?

Aadhaar card Yes For each member added to the policy
Rajasthan residence proof Yes Domicile, ration card or accepted address proof

How to apply for Mukhyamantri Ayushman Arogya Yojana online

  1. Make sure the family holds a Jan Aadhaar card. If not, get Jan Aadhaar enrolment done first at an e-Mitra kendra.
  2. Go to sso.rajasthan.gov.in and log in, or register for a new SSO ID using Jan Aadhaar, Bhamashah, Aadhaar or Google.
  3. Open the health assurance application from the citizen app list on the SSO dashboard.
  4. Enter your Jan Aadhaar number and pick the family from the list that appears; all members on the record are pulled in automatically.
  5. Select your category; free registration under NFSA, SECC 2011, small and marginal farmer, contractual employee or COVID ex-gratia, or paid registration at Rs 850.
  6. Upload the category document if you are claiming free registration, then pay the premium online if you are in the paid category.
  7. Submit and download the policy document / e-card. Save the policy number and keep a printed copy with the Jan Aadhaar card.

How to register offline at an e-Mitra kendra

  1. Visit the nearest e-Mitra kendra with the Jan Aadhaar card and Aadhaar cards of all family members.
  2. Ask the operator to open the Mukhyamantri Ayushman Arogya Yojana registration, and confirm the family members shown on screen.
  3. Pay the Rs 850 premium at the counter if you are not in a free category, and collect the payment receipt.
  4. Collect the printed policy document carrying the policy number.

The e-Mitra operator may charge only the government-notified service fee for assisted registration. No extra payment is due for "getting the card made".

How to use the cover at a hospital

  1. Go to an empanelled hospital β€” cashless treatment is not available at a non-empanelled hospital.
  2. Report at the Arogya Mitra help desk inside the hospital with the Jan Aadhaar card and the patient's Aadhaar.
  3. The Arogya Mitra verifies the family on the scheme's transaction management system and registers the case against an approved package.
  4. Treatment proceeds cashless. The hospital claims the package amount from the state; the family does not pay for covered items.

If a hospital asks for cash for a covered package, call 181 or 18001806127 from the hospital itself and report it, that is the fastest route to resolution.

How to check registration and claim status

  • Log in at sso.rajasthan.gov.in and open the health scheme application to see the family's active policy and its validity period.
  • The Jan Soochna portal (jansoochna.rajasthan.gov.in) publishes scheme-wise beneficiary information and can be used to confirm whether a family is registered.
  • The Arogya Mitra desk at any empanelled hospital can look up the family record live and tell you whether the policy is active.

Common reasons registration or treatment fails

  • No Jan Aadhaar, or an outdated Jan Aadhaar record. A member missing from the family record cannot be treated under the family policy.
  • Premium not paid for the current year in the paid category, so the policy has lapsed.
  • Wrong free-category claim, for example a family that does not hold an NFSA ration card selecting the NFSA option. The application is rejected at verification.
  • Government employee status. Serving state employees are routed to RGHS and their MAAY registration will not stand.
  • Non-empanelled hospital. The treatment may be excellent but the scheme cannot pay for it.
  • Procedure outside the approved package list. Not every treatment has a package; the Arogya Mitra desk can confirm before admission.

Key dates

  • 1 May 2021, the scheme launched as Mukhyamantri Chiranjeevi Swasthya Bima Yojana with Rs 10 lakh cover.
  • 2023-24 state budget: cover raised to Rs 25 lakh and accident cover raised to Rs 10 lakh.
  • 19 February 2024, the Rajasthan State Health Assurance Agency renamed the scheme Mukhyamantri Ayushman Arogya Yojana.

Frequently asked questions

How much treatment does Mukhyamantri Ayushman Arogya Yojana cover?

The scheme covers cashless hospital treatment of up to Rs 25 lakh per family per year, along with accident cover of Rs 10 lakh through the linked Durghatna Bima Yojana. Coverage was raised from Rs 10 lakh to Rs 25 lakh in the 2023-24 state budget.

Is the Chiranjeevi scheme still running?

Yes, the scheme continues but under a new name. The Rajasthan State Health Assurance Agency renamed Mukhyamantri Chiranjeevi Swasthya Bima Yojana as Mukhyamantri Ayushman Arogya Yojana in February 2024. Existing beneficiary families were carried over and did not have to re-enrol from scratch.

What is the premium and who pays nothing?

Families outside the free categories pay Rs 850 a year for the whole family. NFSA ration card holders, SECC 2011 listed families, small and marginal farmers, state contractual employees and COVID-19 ex-gratia recipients are registered free, with the state paying their premium.

Is there an age limit for the scheme?

No. Every member named on the family's Jan Aadhaar record is covered regardless of age, from newborns to the elderly, and there is no waiting period for pre-existing conditions in the state scheme.

What expenses are covered besides the hospital bill?

Cover includes hospitalisation, surgery, medicines, diagnostics and implants under approved packages, plus expenses from 5 days before admission through 15 days after discharge for the same illness.

How do I find a hospital that accepts the card?

Treatment is cashless at empanelled hospitals only. Rajasthan has more than 1,300 empanelled hospitals, including state government, central government and private hospitals, and the empanelled list is published on the health department portal and available through the 181 helpline.

Are government employees covered by this scheme?

No. Serving Rajasthan government employees and pensioners are covered separately under the Rajasthan Government Health Scheme (RGHS) and are not registered under Mukhyamantri Ayushman Arogya Yojana.

What do I take to the hospital?

Carry the Jan Aadhaar card and the Aadhaar card of the patient. The hospital's Arogya Mitra desk verifies the family record on the transaction management system and opens the case; the patient pays nothing at the desk for a covered package.
