Rajasthan state government scheme
Nirman Shramik Jeevan Evam Bhavishya Suraksha Yojana reimburses insurance and pension premiums for registered construction workers in Rajasthan to 100 per cent of the Rs 12 PMSBY premium, 50 per cent or Rs 165 of the Rs 330 PMJJBY premium, and 50 per cent of the Atal Pension Yojana contribution for a Rs 1,000 pension. Apply free through sso.rajasthan.gov.in.
What is Nirman Shramik Jeevan Evam Bhavishya Suraksha Yojana?
Nirman Shramik Jeevan Evam Bhavishya Suraksha Yojana is a Rajasthan welfare scheme that pays back the insurance and pension premiums of registered construction workers. The Labour Department of the Government of Rajasthan runs it through the Rajasthan Building and Other Construction Workers Welfare Board, funded from the cess collected on construction activity in the state. The scheme has been in operation since 2016 and is often searched in Hindi as Nirman Shramik Jeevan va Bhavishya Suraksha Yojana.
The scheme's logic is worth understanding before applying, because it is different from most welfare schemes. Nirman Shramik Jeevan Evam Bhavishya Suraksha Yojana does not pay an insurance benefit itself. It pays the premium for three national schemes that the worker joins at their own bank:
- Pradhan Mantri Suraksha Bima Yojana (PMSBY): accident death and disability cover, annual premium Rs 12.
- Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY): life cover, annual premium Rs 330.
- Atal Pension Yojana (APY). A guaranteed pension after age 60, contribution varying with entry age and pension slab.
The Board's reimbursement rates are fixed. It reimburses 100 per cent of the Rs 12 PMSBY premium, 50 per cent of the PMJJBY premium, that is Rs 165 out of Rs 330, and 50 per cent of the APY contribution for the Rs 1,000 monthly pension slab. Money is credited by Direct Benefit Transfer into the same savings account the premium was debited from.
The practical effect is that a registered construction worker gets accident cover for nothing, life cover for about Rs 165 a year, and half-price old age pension contributions. For a worker on daily wages with no employer-provided social security, that is the difference between having cover and having none at all, and the family of a worker who dies on site can claim under PMJJBY or PMSBY rather than being left with nothing.
Main features
- Administered by the Rajasthan Building and Other Construction Workers Welfare Board under the Labour Department.
- Reimburses premiums for PMSBY, PMJJBY and Atal Pension Yojana.
- No application fee, and no caste-based criterion.
- Reimbursement paid by DBT to the worker's savings account.
- Applications filed through the LDMS module on sso.rajasthan.gov.in, or offline at the Labour Department.
Who is eligible for the scheme?
You can claim reimbursement if:
- You are a construction worker registered with the Rajasthan Building and Other Construction Workers Welfare Board, and the registration is live, not lapsed.
- You are a resident of Rajasthan.
- You hold a savings bank account in your own name.
- You have already enrolled in PMSBY, PMJJBY or the Atal Pension Yojana.
- The annual premium has actually been debited from that savings account, and you can produce the receipt or statement showing it.
- You hold an Aadhaar card seeded to the bank account.
You are not eligible if:
- You are not registered as a construction worker with the Board, or your registration has expired and has not been renewed.
- You have not enrolled in PMSBY, PMJJBY or APY; there is no premium to reimburse.
- The premium has not been debited, for example because the account did not have the balance on the auto-debit date.
- You are not a Rajasthan resident or are registered with another state's construction workers board.
- You are applying for the APY reimbursement at a pension slab above Rs 1,000. The Board's support is tied to the Rs 1,000 monthly pension slab.
There is one recurring misunderstanding worth naming. Workers sometimes apply here expecting an accident or death payout. That claim is made to the insurance company through the bank under PMSBY or PMJJBY. This scheme only puts the premium money back into the worker's pocket.

How to apply for Nirman Shramik Jeevan Evam Bhavishya Suraksha Yojana
- Enrol in the national scheme first. Visit your bank branch and join PMSBY, PMJJBY or the Atal Pension Yojana, giving the standing auto-debit mandate. Keep the enrolment acknowledgement.
- Confirm the premium has been debited. Get a passbook entry, a bank statement or a premium receipt showing the Rs 12, Rs 330 or APY contribution leaving your account. This is the evidence the claim rests on.
- Check that your labour card is live. Renew the construction worker registration with the Board if it has lapsed. Nothing else in the process works without it.
- Log in to sso.rajasthan.gov.in. Register an SSO ID using Jan Aadhaar or a Google ID if you do not already have one.
- Open the LDMS (Labour Department Management System) application from the SSO dashboard and select Nirman Shramik Jeevan Evam Bhavishya Suraksha Yojana.
- Fill the form with your registration number, personal details, bank account details and the scheme or schemes you are claiming for, then upload the documents.
- Submit and note the application number shown on screen.
- Track the claim through the LDMS module and collect the reimbursement in your bank account once sanctioned.
How to apply offline
- Collect the printed application form from the Labour Department office, the Labour Welfare Officer or the Labour Inspector in your district.
- Fill it in with your registration number, bank details and the premium details.
- Attach photocopies of the labour card, Aadhaar, bank passbook and the premium receipt, and sign the declaration.
- Submit it at the Labour Department office and take a receiving stamp on your copy. That stamped copy is your proof of submission if the file is later untraceable.
An e-Mitra kiosk can also file the online form on your behalf for the small notified service charge, which is the easiest route for workers who do not use a smartphone.
How to check your claim status
- Log in to sso.rajasthan.gov.in with the SSO ID used to apply.
- Open the LDMS module and select the application status view.
- Enter your application number or labour registration number.
- The screen shows whether the claim is submitted, under scrutiny, sanctioned or rejected, and the sanctioned amount where applicable.
For an offline application, follow up at the Labour Department office with the stamped acknowledgement copy.
Why do claims get rejected?
- Lapsed labour registration. The commonest cause by a wide margin. Renewal is due periodically, and a card that expired even a month before the claim makes the worker ineligible on that date.
- No proof of premium debit. A screenshot of enrolment is not the same as evidence that money left the account.
- Premium never debited because the account balance was short on the auto-debit date, so the cover itself lapsed.
- Bank account not Aadhaar-seeded, so the DBT reimbursement cannot be credited.
- Name mismatch between the labour card, Aadhaar and the bank record.
- Duplicate claim for the same year and the same national scheme.
- APY claimed at a pension slab above Rs 1,000, which falls outside the Board's support.
Each of these is correctable. Renew the card, get a bank statement, seed the account with Aadhaar, then file again.
Key dates to keep in mind
The PMSBY and PMJJBY cover year runs from 1 June to 31 May, and the annual premium is auto-debited from participating bank accounts around the end of May. Keeping enough balance in the account in that window is what keeps the cover alive; a failed debit means no cover and no reimbursement for that year. The scheme itself has no fixed last date to apply, claims are accepted through the year as premiums are paid.

Frequently asked questions
What exactly does Nirman Shramik Jeevan Evam Bhavishya Suraksha Yojana pay?
The scheme reimburses insurance and pension premiums rather than paying a lump sum. The Board reimburses 100 per cent of the Rs 12 annual PMSBY premium, 50 per cent of the Rs 330 annual PMJJBY premium. That is Rs 165, and 50 per cent of the Atal Pension Yojana contribution for a Rs 1,000 monthly pension.
Who is eligible for this scheme?
Construction workers registered with the Rajasthan Building and Other Construction Workers Welfare Board who have already enrolled in PMSBY, PMJJBY or the Atal Pension Yojana and are paying the premium by auto-debit from their savings bank account.
Do I have to join PMSBY or PMJJBY first?
Yes. The scheme reimburses a premium you have already paid, so enrolment in the national scheme and the actual bank debit must come first. Apply at your bank branch for PMSBY, PMJJBY or APY, then claim the reimbursement here.
Is there any application fee?
No. There is no application fee for this scheme, and no caste-based criterion applies. Only the small notified e-Mitra service charge applies if you use a kiosk to file the form.
How is the reimbursement paid?
By Direct Benefit Transfer into the worker's own Aadhaar-seeded savings bank account: the same account the premium is debited from.
What if my labour card has expired?
An expired or lapsed registration makes you ineligible until it is renewed. Renew the construction worker registration with the Board first; a lapsed card is one of the most common reasons a claim is rejected.
Who do I call if my claim is stuck?
The Rajasthan Labour Department helpline on 1800-1800-999, or the Jaipur office numbers 0141-2222861, 0141-2220334 and 0141-2222961. For a written grievance with a tracking number, use Rajasthan Sampark on 181.
