What is Sindhu Darshan Tirth Yatra Yojana?

Sindhu Darshan Tirth Yatra Yojana is a pilgrimage-assistance scheme of the Devasthan Department, Government of Rajasthan, under which a Rajasthan resident who travels to see the Sindhu (Indus) river at Leh-Ladakh can claim back half of what the journey cost. The Devasthan Department has run the scheme since 1 April 2016.

Sindhu Darshan works differently from the department's better-known Deendayal Upadhyaya Varishth Nagrik Tirth Yatra Yojana, where the state charters trains and flights and the pilgrim travels free. Under Sindhu Darshan the pilgrim arranges everything; tickets, permits, stay: pays for it, completes the yatra, and only then files a claim. The department then reimburses 50 per cent of the actual expenditure, capped at Rs 15,000 per pilgrim. The earlier ceiling was Rs 10,000 and was revised upward in the current scheme notification.

The Sindhu Darshan festival is held annually in June, around Guru Purnima, at the banks of the Indus near Leh. Rajasthan's scheme exists to let pilgrims of ordinary means join that festival.

Scheme at a glance

  • Running department: Devasthan Department, Government of Rajasthan
  • Benefit: 50 per cent of actual travel expenditure
  • Ceiling: Rs 15,000 per pilgrim
  • Annual quota: 200 pilgrims
  • Minimum age: 21 years
  • Frequency: once in a lifetime per person
  • Payment route: Direct Benefit Transfer to the pilgrim's bank account

Who is eligible for Sindhu Darshan Tirth Yatra Yojana?

You can claim the benefit if:

  • You are a permanent resident of Rajasthan and can produce a mool niwas certificate.
  • You are 21 years of age or older on the date of the journey. The Devasthan Department lowered the minimum age from the earlier limit to 21 years in 2018.
  • You have actually travelled to Sindhu Darshan at Leh-Ladakh and can prove it with tickets, bills, photographs at the Sindhu ghat and a completion certificate.
  • You hold the Inner Line Permit issued by the Ladakh administration for the restricted area.
  • You are claiming for the first time under this scheme.

You cannot apply if:

  • You are an income tax payer. The scheme is meant for pilgrims who could not otherwise afford the journey.
  • You are a government pensioner.
  • You depend on begging for a livelihood.
  • You have already received the Sindhu Darshan benefit in an earlier year. The benefit is once per person, not once per year.
  • You are not a Rajasthan resident, however genuine the pilgrimage.
  • You are applying in advance of travel. There is no advance grant, and an application filed before the journey cannot be sanctioned.

A practical caution that the scheme text does not state but every pilgrim should weigh: Leh sits above 3,500 metres, the drive from Manali or Srinagar crosses higher passes, and altitude sickness is common. Pilgrims with cardiac or respiratory conditions should take medical advice before booking, because the scheme reimburses travel cost, not medical risk.

What documents are required?

Document Mandatory Notes
Mool niwas (residence) certificate Yes Proof of permanent residence in Rajasthan
Aadhaar and Jan Aadhaar Yes Identity, age and DBT routing
Travel tickets and expense receipts Yes The base on which 50 per cent is computed
Completion certificate for the yatra Yes Issued or attested by the local administration
Photographs at the Sindhu Darshan ghat Yes Corroborating proof of the visit
Inner Line Permit copy Yes Restricted-area permit for Ladakh
Bank passbook copy Yes Account must be active and Aadhaar-seeded
Affidavit of first-time benefit Yes Declaration of no earlier claim

Keep original tickets. Photocopies without originals are the most common cause of a claim being sent back for want of proof.

How to apply for Sindhu Darshan Tirth Yatra Yojana

  1. Travel first. Plan the Sindhu Darshan journey for the June-to-September window, obtain the Inner Line Permit from the Ladakh administration, and keep every ticket, hotel bill and transport receipt.
  2. Photograph yourself at the Sindhu ghat during the yatra, and obtain a certificate of completion from the local administration or the festival organisers before you leave Ladakh.
  3. Fill the Sindhu Darshan application form available on the Devasthan Department site at devasthan.rajasthan.gov.in, or collect it from the district Devasthan office.
  4. Submit the form with all documents within the notified window to 1 to 30 July or 1 to 30 October, and in any case within two months of completing the journey. Late claims are rejected on limitation alone.
  5. Collect the receipt from the district Devasthan office and note the application number written on it.
  6. Await the lottery result if applications exceed the 200-pilgrim quota. The department draws a computerised lottery and publishes the selected list.
  7. Check your bank account. Sanctioned reimbursement is credited by DBT to the account whose passbook you submitted.

Applicants who already hold an SSO ID at sso.rajasthan.gov.in should check the Devasthan service on their SSO dashboard, since the department has been shifting scheme applications to that single sign-on route. Where the online form is not live for a cycle, the district Devasthan office accepts the paper application.

How is the amount calculated?

Sindhu Darshan Tirth Yatra Yojana pays 50 per cent of actual expenditure, subject to a ceiling of Rs 15,000. Two worked cases:

  • A pilgrim who spends Rs 20,000 on the journey receives Rs 10,000, since half of Rs 20,000 is below the ceiling.
  • A pilgrim who spends Rs 45,000 receives Rs 15,000, not Rs 22,500, because the ceiling applies.

Only expenditure supported by tickets and receipts counts. Cash spending without a bill cannot enter the computation, which is why careless record-keeping directly reduces the amount sanctioned.

How to check the status of your claim

  1. Contact the district Devasthan office where the application was submitted, quoting the application number on your receipt.
  2. Check the selected-list notice published by the Devasthan Department after the lottery, if the year's applications crossed 200.
  3. Where the application was filed through sso.rajasthan.gov.in, open the Devasthan service on the SSO dashboard and view the application state.
  4. For unresolved queries, contact the department headquarters at Udaipur on 0294-2410330 or by email at hq.dev@rajasthan.gov.in.

Why Sindhu Darshan claims get rejected

  • Claim filed beyond two months of completing the journey.
  • Claim filed outside the 1–30 July or 1–30 October windows.
  • No completion certificate or no photographs at the Sindhu ghat, so the journey cannot be verified.
  • Applicant is an income tax payer or government pensioner, which the scheme excludes outright.
  • Benefit already drawn once in an earlier year.
  • Not selected in the lottery because valid applications exceeded the 200-pilgrim quota. This is not a defect in the application and the pilgrim may apply again in a later cycle.
  • Bank account inactive or not Aadhaar-seeded, so the DBT credit fails.

Frequently asked questions

How much money does Sindhu Darshan Tirth Yatra Yojana give?

Sindhu Darshan Tirth Yatra Yojana reimburses 50 per cent of the actual travel expenditure, subject to a ceiling of Rs 15,000 per pilgrim. The ceiling was Rs 10,000 in earlier years and stands at Rs 15,000 for the current cycle notified by the Devasthan Department.

What is the minimum age for Sindhu Darshan Tirth Yatra Yojana?

The minimum age is 21 years. The Devasthan Department reduced the age limit to 21 in 2018; the scheme itself has been running since 1 April 2016. There is no upper age limit, but the Ladakh journey involves high altitude and pilgrims should be medically fit.

Is the pilgrimage arranged by the Rajasthan government?

No. Sindhu Darshan Tirth Yatra Yojana is a reimbursement scheme, not an organised tour. Pilgrims arrange and pay for their own travel to Leh-Ladakh and then claim half the cost back, unlike the Devasthan Department's Senior Citizen Tirth Yatra Yojana where the state arranges free rail and air travel.

When can I apply under Sindhu Darshan Tirth Yatra Yojana?

Applications are accepted in two windows each year: 1 to 30 July and 1 to 30 October, and in every case within two months of completing the journey. Because the Sindhu Darshan festival falls around Guru Purnima in June, most claims fall in the July window.

How many people get the benefit each year?

The Devasthan Department caps the scheme at 200 pilgrims for the year. If valid applications exceed 200, beneficiaries are selected by a computerised lottery, so a complete application is not by itself a guarantee of payment.

Who cannot get the Sindhu Darshan benefit?

Income tax payers, government pensioners, persons who live by begging and anyone who has already received the benefit once are not eligible. The scheme is a one-time benefit per person.

When can the Sindhu Darshan journey actually be made?

The journey is practically possible only between June and September, because the roads into Ladakh are closed by snow in winter. The Sindhu Darshan festival itself is usually held in June, around Guru Purnima.

How is the reimbursement paid?

The sanctioned amount is credited directly to the pilgrim's bank account by DBT after the district Devasthan office verifies the tickets, bills, photographs and the completion certificate. No cash is paid at any office.
