Widow/Divorcee Chief Minister B.Ed. Sambal Yojana, Rajasthan
Rajasthan state government scheme
Widow/Divorcee Chief Minister B.Ed. Sambal Yojana reimburses Rs 17,880 of B.Ed. course fees for widowed and divorced or deserted women of Rajasthan studying at a teacher training institution in the state. Running since 2015-16, the one-time amount is paid by DBT. Applications are free and filed online through e-Mitra or the Higher Education Department portal.
What is the Widow/Divorcee Chief Minister B.Ed. Sambal Yojana?
Widow/Divorcee Chief Minister B.Ed. Sambal Yojana is a state-funded scholarship of the Department of Higher Education, Government of Rajasthan, operated day to day by the College Education Department through the Rajasthan Scholarship Portal. Rajasthan launched the scheme in the 2015-16 academic year. Its purpose, in the Planning Department's own words, is to give sambal: support; to widowed and deserted or divorced women who take admission to a B.Ed. course at a teacher training institution located in Rajasthan, by reimbursing the fee payable for that course.
The scheme is known locally as Vidhwa/Parityakta Mukhyamantri (B.Ed.) Sambal Yojana (विधवा/परित्यक्ता मुख्यमंत्री (बी.एड.) संबल योजना), and that is the name it appears under on the Rajasthan Scholarship Portal's scheme list.
The logic behind it is narrow and practical. A B.Ed. degree is the gateway qualification for a school teaching job in Rajasthan, and teaching is one of the few salaried careers a woman restarting her life after widowhood or separation can realistically enter mid-life. The course fee at a private teacher training college is often the one barrier that stops her. The state removes that barrier by paying the fee back.
Two things distinguish this scheme from a general scholarship. It is individual in type and fully state funded, no central share is involved. And it is a one-time, fully paid benefit, not an annual recurring stipend.
How much does the scheme pay?
According to the Rajasthan Planning Department's scheme record, the benefit is Rs 17,880 as fee reimbursement, categorised as a one-time full payment.
The money is delivered through DBT, specifically as an online credit into the beneficiary's account through the Rajasthan government's Pay Manager treasury system. It does not pass through the college. That is the reason the fee receipt is a mandatory document: the state is reimbursing money the student has already paid, so proof of that payment is the core of the claim.
The stated scheme delivery period is 365 days, meaning the department's service standard for processing a complete application runs up to a year. In practice most sanctions are cleared once the session's verification round is complete at the college and district level.
Who is eligible for this scheme?
The Planning Department lists the qualifying conditions explicitly. You are eligible if all of the following are true:
- You are a native resident (mool niwasi) of Rajasthan and can produce a domicile certificate.
- Your gender is female.
- You are a widow, or a parityakta, a divorced or deserted woman — and can prove it with a death certificate or a divorce certificate.
- You have passed your graduation examination.
- You are currently studying a B.Ed. course as a student-teacher (chhatradhyapika) at a teacher training institution.
- That institution is located in Rajasthan.
You are not eligible and cannot apply if:
- You are male. The scheme is female-only by design.
- You are married and living with your husband, or single but never married. The scheme's entire basis is widowhood or desertion/divorce; there is no provision for other categories of women.
- You have not completed graduation. B.Ed. admission itself requires a degree, but the marksheet must be uploaded as separate proof.
- Your B.Ed. college is outside Rajasthan. Domicile alone does not qualify you; the institution's location is a separate condition.
- You are not a native resident of Rajasthan, even if you are studying in the state.
- You cannot produce a death or divorce certificate. A self-declaration is not accepted in place of the certificate.
Note that the published eligibility list does not include a family income ceiling. Applicants should still confirm the current session's conditions on the scholarship portal, because the Planning Department page carries an active note that scheme updation work is in progress.
What documents are required?

How to apply for the Widow B.Ed. Sambal Yojana
The Planning Department records the application mode as online only, through e-Mitra or the scheme website. There is no paper application.
- Keep all nine documents ready as clear scans, Aadhaar, Jan Aadhaar, mool niwas, address proof, the death or divorce certificate, graduation marksheet, fee receipt and bank passbook.
- Choose your route. Either visit your nearest e-Mitra kiosk with the documents, or log in to your own e-Mitra / SSO account at sso.rajasthan.gov.in.
- Open the Higher Education Department scholarship page at hte.rajasthan.gov.in/scholarship.php, or reach the same forms through scholarship.rajasthan.gov.in, and select Widow/Divorcee Chief Minister (B.Ed.) Sambal Scheme from the list of schemes.
- Fill in your personal details, your B.Ed. college and enrolment details, and your bank account number and IFSC exactly as printed in the passbook.
- Upload the scanned documents against the correct field for each.
- Submit the application and save or print the acknowledgement number. The application is free: no fee is charged by the department, and an e-Mitra kiosk may charge only its notified service charge.
- Follow up with your college scholarship section, which verifies your enrolment and fee details before the file moves to the department.
How do I check my application status?
- Log in to scholarship.rajasthan.gov.in with the SSO ID used to apply.
- Open the applicant dashboard and enter your application or acknowledgement number.
- The dashboard shows the stage: submitted, pending at institution level, verified, sanctioned, or payment released.
- If the file shows as pending at the institution for a long time, the delay is at your college, not at the department. Ask the college scholarship section to complete its verification.
Why do applications get rejected?
- Missing or unaccepted proof of widowhood or divorce. An affidavit or self-declaration in place of the certificate is the most common defect.
- No mool niwas certificate, or a domicile certificate in a different spelling of the applicant's name.
- College located outside Rajasthan, which places the applicant outside the scheme entirely.
- Fee receipt not uploaded, or a receipt that does not show the course fee paid for the B.Ed. programme.
- Bank account mismatch, an account in a relative's name, a closed account, or an account not seeded with Aadhaar, causing the Pay Manager transfer to fail.
- Institution-level verification not completed before the session's cut-off.
- Name mismatch between Aadhaar, the graduation marksheet and the bank passbook. Correct these before applying rather than after rejection.
What are the key dates?
Rajasthan has not published a single fixed last date for this scheme. The Higher Education Department opens the scholarship window on the portal each academic session, in step with the other College Education Department scholarships, and closes it once institution-level verification is due. Because the scheme is tied to a B.Ed. admission, the practical rule is to apply in the same academic session in which you paid the fee, as soon as the portal shows the scheme as open.
Where do I get help?
- Higher Education Department helpline: 0141-2706106
- Designated scheme officer: Accounts Officer, Department of Higher Education (the Planning Department record names Mr. Mansingh Meena, AO)
- Scholarship portal helpdesk: available through scholarship.rajasthan.gov.in on weekdays
- Your college scholarship section, for anything to do with enrolment or fee verification
Unresolved complaints can be lodged on the Rajasthan Sampark grievance portal, which issues a tracking number and routes the case to the Higher Education Department. Applying is free, and no agent has any authority to charge a fee for "getting your scholarship sanctioned".
