Setu Bharatam is a bridge-building programme of the Ministry of Road Transport and Highways (MoRTH), launched on 4 March 2016. Who is eligible for Setu Bharatam?

Setu Bharatam does not have beneficiaries in the usual sense. The eligible participants are institutions and contractors, not citizens.

The following can participate:

  • Construction and infrastructure companies that meet the technical and financial pre-qualification criteria in a specific MoRTH, NHAI or state PWD tender for an ROB, RUB or bridge rehabilitation package.

  • Village panchayats cannot sanction a bridge on their own. A panchayat can send a demand upward, but the sanction decision rests with the ministry and Indian Railways jointly.
  • Level crossings on state highways, district roads and city roads fall outside the programme, which is limited to national highways.

How to apply for Setu Bharatam works

Setu Bharatam has no citizen application. The only genuine route is the public procurement process for construction firms.

  1. Register as a vendor on the Central Public Procurement Portal (eprocure.gov.in) and on the NHAI or relevant state PWD e-tender portal, completing digital signature certificate enrolment.
  2. Track tender notices for road over-bridge, road under-bridge and bridge rehabilitation packages issued by MoRTH regional offices, NHAI project implementation units and state PWDs.
  3. Read the tender document and confirm that your firm meets the technical pre-qualification; similar bridge work completed, bid capacity and average annual turnover thresholds are all specified there.
  4. Prepare and upload the technical bid with experience certificates, financial statements, plant and equipment details and key personnel CVs.
  5. Submit the financial bid and the bid security within the deadline stated in the notice.
  6. If selected, sign the contract agreement and execute the work under the supervision of the authority's engineer, following MoRTH bridge specifications and IRC codes.

How to raise a demand for a road over-bridge

  1. Write to the Executive Engineer of the state Public Works Department handling national highways in your district, giving the exact level crossing number, highway number and location.
  2. Send a copy to the district collector and to the MoRTH regional officer for your state, whose contacts are listed on morth.gov.in.
  3. Support the demand with local data — daily vehicle count, gate closure duration, school and hospital access, and any accident record from the police station concerned.
  4. Follow up through the CPGRAMS public grievance portal (pgportal.gov.in), which routes the complaint to the ministry and generates a tracking number.

Sanction depends on a joint assessment by the ministry and Indian Railways, usually driven by the train-vehicle unit count at the crossing.
