What is Gati Shakti for Renewable Energy?

Gati Shakti for Renewable Energy is the Ministry of New and Renewable Energy (MNRE) arm of the PM GatiShakti National Master Plan, the whole-of-government geospatial platform announced on 13 October 2021. MNRE maintains its own access point for the sector at gatishakti.mnre.gov.in, alongside a ministry login on the national platform at mnre.pmgatishakti.gov.in.

The purpose is coordination, not money. PM GatiShakti exists so that ministries stop planning in isolation. A solar park, the transmission line that evacuates its power, the road that carries the modules to site and the substation it connects to are planned on one map instead of four. The National Master Plan is built on a geographic information system developed by BISAG-N, carrying roughly 1,600 to 1,700 data layers from central ministries and states, including ISRO satellite imagery. Why renewable energy needs a geospatial platform

Renewable energy is unusually location-bound. Solar and wind generation has to be built where the resource is, which is frequently not where the demand or the existing grid is. According to MNRE, India's commercially exploitable renewable energy potential is around 1,700 GW, made up of roughly 750 GW solar, 695 GW wind at 120 metre hub height, 211 GW small hydropower and 45 GW bioenergy. Turning that potential into projects requires knowing, for any given parcel: what the resource is, whether the land is available and unencumbered, how far the nearest evacuation point is, and what road or rail access exists.

Those four questions sit with four different authorities. The PM GatiShakti platform is the mechanism for answering them in one place. The National Master Plan documentation lists renewable energy among its sectoral components, with a stated target of raising renewable capacity to 225 GW, and pairs it with a major expansion of the transmission network.

Who can use Gati Shakti for Renewable Energy?

These can use the portal:

• MNRE officers planning and monitoring renewable energy infrastructure.
• State renewable energy development agencies (SNAs / SREDAs) working with their state's layers on the National Master Plan.
• Project authorities and connected central agencies uploading or consuming project data as part of integrated planning.

These cannot apply:

• Individuals cannot apply or register. There is no citizen login, no beneficiary registration and no personal benefit under Gati Shakti for Renewable Energy. The portal opens to a login screen, not a public sign-up.
• Developers and private companies are not eligible for a benefit under this head. A private renewable developer deals with MNRE, SECI, the state agency and the transmission licensee through the normal project and bidding routes; Gati Shakti improves the planning behind those routes but is not itself an application channel.
• Households and farmers seeking solar support are not eligible here, those are separate schemes with their own public portals.

How to apply for access to Gati Shakti for Renewable Energy

1. Confirm you are applying as a government entity: MNRE, a state renewable energy agency or a connected project authority. There is no route for a private applicant.
2. Have your department's nodal officer for PM GatiShakti raise the access request; each ministry and state department administers its own credentials.
3. Log in at gatishakti.mnre.gov.in, or through the ministry login on the national platform, using the credentials issued to your department.
4. Upload or update your project layers — plant location and boundary, evacuation route, connected substation and associated infrastructure, so they appear on the National Master Plan alongside other sectors.
5. Use the platform's spatial and analytical tools to check the project against surrounding infrastructure, land and connectivity layers before finalising the alignment.
6. Where a project is to be evaluated for multimodal connectivity, route it to the Network Planning Group with the Detailed Project Report, following the national platform's process.

What Gati Shakti for Renewable Energy does not do

• It does not pay a subsidy, grant or viability gap funding. MNRE's financial support for renewable energy sits in separate schemes: PM-KUSUM for agricultural solar pumps, PM Surya Ghar Muft Bijli Yojana for rooftop solar, the solar park scheme, and the various production-linked incentives.
• It does not grant land, clearances or grid connectivity. Those decisions remain with the state revenue department, the environment authorities and the transmission licensee. The platform makes the underlying information visible; it does not replace the approval.
• It does not have a public grievance helpline of its own. MNRE handles queries through mnre.gov.in.

An honest note on published detail

Detail specific to the MNRE Gati Shakti portal. The exact set of renewable energy layers it carries, the number of projects onboarded and the access workflow: is not published in full on any open MNRE page at the time of writing. MNRE issued a notice titled "PM-Gati Shakti National Master Plan related to Renewable Energy" in February 2023, with the substantive content in an attached PDF.
