Trade Licence in Sikkim
Sikkim state government scheme
Trade Licence in Sikkim is issued by the urban local body, and inside the capital by the Gangtok Municipal Corporation, which runs new applications and renewals online at gmc.sikkim.gov.in. The rules are the Sikkim Trade License and Miscellaneous Provisions Rules, amended by Urban Development Department Notification 08/UDD/2025 dated 26 March 2025.
What is a trade licence in Sikkim?
A trade licence in Sikkim is the urban local body's permission to carry on a stated trade at a stated premises. Sikkim's Urban Development Department (UDD) frames the rules, and the licence itself is issued by the municipal body; inside the capital, by the Gangtok Municipal Corporation (GMC).
The governing rules are the Sikkim Trade License and Miscellaneous Provisions Rules, most recently amended by Notification No. 08/UDD/2025 dated 26 March 2025, which GMC publishes in its own notifications list alongside Notification No. 11/UDD/2025 of the same date on user charges (garbage fee). If you are arguing a fee or a condition, that amendment notification is the document to read.
The Government of Sikkim's single services portal, sso.sikkim.gov.in, lists
"Gangtok Municipal Corporation - E-Trade License" among its external
services, next to the Labour Department's certificate of establishment, the
Commercial Taxes Division's GST service, the State Pollution Control Board's
online consent system and UDD's Online Building Permission System. Seeing them
listed together is a useful reminder: the trade licence is one permission among
several, not a substitute for the rest.
Who can and cannot apply for a Sikkim trade licence?
Any person or business carrying on a trade from a fixed premises inside the municipal limits can apply. Individuals, partnership firms and registered organisations are all recognised applicant types, GMC's online renewal has in fact been rolled out by applicant type, with individual licences opened first and partner and organisation renewals to follow.
You cannot apply, or your application will not succeed, where:
- You have no lawful occupancy of the premises: no ownership document, no valid rent or lease agreement.
- The shop lies outside the municipal limits, in which case GMC is not the licensing authority for your address and you must approach the nagar panchayat or municipal council covering the town.
- The trade is a regulated one and the underlying approval is missing: FSSAI registration for a food business, a drug licence for a pharmacy, or the State Pollution Control Board's consent for a polluting activity.
- The premises are not permitted to host that trade under the building permission granted for them.
- You are trying to renew a licence that is not active. GMC's renewal relief on timelines is expressed for active licensees, so a lapsed status is a different conversation with the corporation.
How to apply for a trade licence in Gangtok
- Open the GMC portal. Go to
gmc.sikkim.gov.inand choose Trade License under Citizen Services. The older e-trade licence website now carries an official notice directing citizens to this portal for new trade licences, renewals and other GMC services. - Register and log in. Create your citizen account with a mobile number and email you control, because the licence, the payment receipt and every notice arrive there.
- Choose new licence or renewal. GMC keeps the two apart. New applications are open to all applicant types; online renewal is running for individual licences, with partners and organisations to be enabled.
- Fill the application. Enter the trade name, the nature of the trade, the full premises address with ward, the applicant's constitution, individual, partnership or organisation, and the proprietor or partner details.
- Upload the documents. Identity proof of the applicant, proof of the premises, constitution documents for a firm or organisation, and any sector approval the trade requires.
- Pay the fee the portal computes. The fee follows the Sikkim Trade License and Miscellaneous Provisions Rules. Pay through the portal and save the receipt.
- Download the licence and note the number. Keep the PDF and the licence number; the renewal screens are keyed to it.
Renewal, validity and the current relief on late renewal
Gangtok Municipal Corporation has issued an official notice on the trade licence service that says two things clearly, and both are worth knowing before you plan your renewal:
- There is presently no restriction on the timeline for renewal of trade licences held under GMC.
- No fine shall be imposed on any active licensee for delayed renewal until further notice issued by the competent authority.
That is a relief measure, not a permanent rule — the notice itself says "until further notice issued by the competent authority". Treat it as breathing room rather than permission to stop renewing, because the moment the competent authority withdraws it, late fees return and an unrenewed licence stops protecting you during an inspection.
Where the business changes materially, a new trade, a new address, a change in the constitution of the firm, deal with it as a change rather than a routine renewal, since the licence describes a specific trade at a specific premises.
How do I check my application or contact GMC?
Log in to gmc.sikkim.gov.in with the credentials you applied with and open
your application. GMC's public contact channel is the corporation office in
Gangtok, Sikkim 737102, reachable by email at gmc.sikkim@gmail.com, with
office hours published as Monday to Saturday, 10:00 AM to 4:00 PM. GMC also
runs a feedback form on the same portal.
GMC has previously published notices about maintenance of the e-trade licence server, so if the service is briefly unavailable, check the notices section before assuming your application has failed.
Why Sikkim trade licence applications get held up
- Premises proof mismatch, the address on the rent agreement or ownership document differs from the address typed into the form.
- Applicant type not yet enabled online for renewal, which is the current position for partner and organisation licences.
- Missing sector approval for a food, drug or polluting activity.
- Wrong urban local body for a shop outside Gangtok's municipal limits.
- Illegible uploads, especially of premises documents.
- Payment left incomplete, so no licence is generated even though the form went through.
Grievance route and a warning about middlemen
Raise the matter first inside the GMC portal, quoting your application number, and use the feedback channel and the corporation's published email. If the file still does not move, escalate at the Gangtok Municipal Corporation office during its published hours, and then to the Urban Development Department, Government of Sikkim, which issued the trade licence rules and their 2025 amendment.
Pay only the fee the official portal computes under the Sikkim Trade License and
Miscellaneous Provisions Rules, through the portal's own payment step. The whole
point of GMC putting new applications and renewals online, and of the state
listing the service on sso.sikkim.gov.in: is that a trader can do this without
a middleman. No agent can get a licence issued outside the rules, and no one is
entitled to a cash payment on the side. Apply yourself, keep every receipt, and
report anyone demanding a payment the portal never displayed.

Frequently asked questions
Who issues a trade licence in Gangtok?
The Gangtok Municipal Corporation issues the trade licence for Gangtok, and the Sikkim SSO services portal lists "Gangtok Municipal Corporation - E-Trade License" as its official service. The Urban Development Department, Government of Sikkim, is the state department behind the rules.
Which rules govern the Sikkim trade licence?
The Sikkim Trade License and Miscellaneous Provisions Rules govern it, most recently amended by Notification No. 08/UDD/2025 dated 26 March 2025 issued by the Urban Development Department. GMC publishes that notification in its notices section.
Can I renew my Gangtok trade licence online?
Yes for individual licences — GMC states that renewal has begun for individual licences, while renewal options for partners and organisations will be available soon. Watch the GMC portal notice for the date partner and organisation renewals open.
Is there a deadline for renewing a Gangtok trade licence?
GMC has notified that there is presently no restriction on the timeline for renewal of trade licences and that no fine shall be imposed on any active licensee for delayed renewal until further notice from the competent authority. That relief is explicitly temporary, so renew rather than relying on it.
Where do I apply for a Gangtok trade licence now?
Apply on the Gangtok Municipal Corporation web portal at gmc.sikkim.gov.in, which carries Trade License under Citizen Services for both new applications and renewals. The older e-trade licence site now redirects visitors to that portal.
How much does a Sikkim trade licence cost?
The fee is set under the Sikkim Trade License and Miscellaneous Provisions Rules and is calculated for your trade on the GMC portal before payment. Pay the amount the portal computes and nothing else — there is no single statewide flat figure that applies to every trade.
What else does the Gangtok Municipal Corporation handle online?
GMC's citizen services also cover the birth and death cell, solid waste management, parks and building permission, the last through Sikkim's Online Building Permission System at obps.sikkim.gov.in. A new shop in a new building usually needs both a building permission and a trade licence.
Is a trade licence enough to run a business in Sikkim?
No — a trade licence is municipal permission for the trade at that premises, and separate registrations still apply: a certificate of establishment from the Labour Department, GST registration through the Commercial Taxes Division, and pollution consent where the activity needs it. Sikkim lists all of these separately on its SSO services portal.
