What is Sikkim Garib Aawas Yojana?

Sikkim Garib Aawas Yojana, commonly written SGAY and sometimes transliterated as Sikkim Gareeb Awaas Yojana, is a housing scheme of the Rural Management and Development Department, Government of Sikkim. Chief Minister Prem Singh Tamang launched it at Manan Kendra, Gangtok, together with the Chief Minister's Garib Aawas Yojana, in a programme organised by the Rural Development Department.

According to the Government of Sikkim scheme page, SGAY is "an initiative of the State Government to facilitate housing for poor and to improve the quality of the life of deserving households by providing basic amenities". Unlike a cash grant scheme, SGAY delivers a finished, furnished house.

What the SGAY house contains, in the state government's own description:

  • A single-storey RCC structure
  • One living room
  • Two bedrooms
  • A kitchen
  • A toilet
  • Furniture
  • A television

The estimated cost is Rs 17,51,000 to seventeen lakh fifty-one thousand rupees: per house, including the furniture and the television. That is the figure the Chief Minister stated at the launch, and it is unusually high for an Indian public housing unit, reflecting both the finished-and-furnished specification and Sikkim's construction costs in hill terrain.

The scale announced is 100 beneficiaries from each constituency. Sikkim has 32 assembly constituencies, so the announced round covers roughly 3,200 households. At the launch itself, one beneficiary from each of the 32 constituencies was handed an allotment order, which is the document that confirms selection under this scheme.

How is SGAY different from the other Sikkim housing schemes?

Sikkim runs several housing lines at once, and readers routinely mix them up. The distinctions matter because they decide which office you approach.

  • Sikkim Garib Aawas Yojana (SGAY), a single-storey RCC house with living room, two bedrooms, kitchen, toilet, furniture and a TV, at about Rs 17.51 lakh. For poor and deserving households generally.
  • Chief Minister's Garib Aawas Yojana (CMGAY), an RCC framed structure with GCI sheet roofing over a tubular steel truss and brick wall partitions, containing a living room, kitchen/dining, two bedrooms, a toilet and a front porch. The Government of Sikkim describes CMGAY as "immediate relief to the senior citizens who are staying without any immediate support or family members", so it is age and vulnerability targeted, not just poverty targeted.
  • Chief Minister Rural Housing Mission (CMRHM), the 2010 state-plan mission to convert 6,000 kutcha dwellings into 605 sq ft earthquake-resistant pucca houses, converged with the Indira Awaas Yojana since 2011-12.
  • House upgradation assistance, announced alongside SGAY: 400 beneficiaries from each constituency to receive Rs 50,000 each, released in two phases with Rs 20,000 in the first phase. At the launch, one beneficiary from each of the 32 constituencies received the first instalment cheque of Rs 20,000.
  • GCI sheet distribution; 30 GCI sheets each to 100 beneficiaries from every one of the 32 constituencies, for roof replacement.

If your house stands but the roof or walls need work, the Rs 50,000 upgradation line or the GCI sheet allotment is realistically the faster route than waiting for a full SGAY house.

Who is eligible for Sikkim Garib Aawas Yojana?

You can be selected if:

  • You are a Sikkimese resident able to produce a Sikkim Subject Certificate or Certificate of Identification.
  • Your household is poor and houseless or living in a kutcha dwelling. The Government of Sikkim describes the target as "poor" and "deserving" households.
  • You belong to one of the 32 constituencies and appear on that constituency's selection list, since allotment is done constituency-wise with 100 beneficiaries each.
  • You own homestead land on which the RCC house can be built.
  • Your household has not already received a government house.

You cannot apply, or are not eligible, if:

  • Your household already owns a pucca house. The scheme exists to house the houseless and those in kutcha dwellings.
  • Your household has already received a house under CMRHM, Indira Awaas Yojana, PMAY-Gramin or CMGAY. Duplicate housing benefits are the first thing the verification stage checks.
  • You have no land and no allottable homestead site. A departmentally constructed house needs a plot.
  • Your household is not on the Gram Panchayat's verified list for the constituency. SGAY selection is list-driven; there is no walk-in form.
  • You are a senior citizen without family support; in which case you are not excluded from help, but the CMGAY line is designed for you and is the one to ask about.

The Government of Sikkim has not published a detailed SGAY eligibility notification with an income ceiling on a state portal. The criteria above come from the state's own description of the scheme and the standard housing selection process the Rural Development Department runs. Ask your Block Development Office for the current written criteria before assuming you qualify.

What documents are required for SGAY?

Document Mandatory Notes
Sikkim Subject Certificate / Certificate of Identification Yes Domicile proof for state schemes
Residence proof for the constituency Yes Allotment is constituency-wise
Income certificate or BPL evidence Yes Establishes that the household is poor
Land record (parcha khatiyan) Yes The house is built on the beneficiary's plot
Certificate of no pucca house Yes Verified by Panchayat and physical inspection
Aadhaar card Yes Identification and duplicate-benefit check
Bank account passbook No Recorded, though SGAY is largely a constructed house

How to apply for Sikkim Garib Aawas Yojana

Sikkim Garib Aawas Yojana has no online form and no downloadable application on a state portal. Selection runs through the Panchayat and block machinery, and it ends in an allotment order rather than an approval SMS. Follow this route:

  1. Visit your Gram Panchayat Unit office and ask the Panchayat Secretary whether your household is recorded as houseless or living in a kutcha dwelling, and whether the constituency's SGAY list is currently being prepared or is already closed.
  2. Submit a written request with your documents: Sikkim Subject Certificate, income or BPL evidence, land record, Aadhaar and a statement that your household owns no pucca house. Take a receiving stamp and keep a copy.
  3. Ask for physical verification of your dwelling by the Panchayat and Block Development Office staff. The condition of the existing house is the fact the whole selection turns on, and it is decided by inspection.
  4. Have the name placed before the Gram Sabha, where housing beneficiary lists are approved in the open. If your household is left out, object at the meeting so it is minuted.
  5. Follow the file to the Block Development Office, which consolidates the list for the block and forwards it for the constituency-wise selection of 100 beneficiaries.
  6. Collect the allotment order if you are selected. This is the document that confirms your house has been sanctioned; keep the original safe.
  7. Cooperate with construction β€” make the site available, allow the department's engineer to set out the plan, and attend the stage inspections until the house is handed over.

Households in a municipal or Nagar Panchayat area should ask the Urban Development Department instead, since the Chief Minister said the urban line would come separately under an Urban Garib Aawas Yojana, and no guidelines for it have yet been published.

How do you check your SGAY status?

There is no online status tracker for Sikkim Garib Aawas Yojana. Check in this order:

  • Gram Panchayat Unit; whether your name is on the constituency list.
  • Block Development Office. The stage of the file and whether an allotment order has been issued for your household.
  • District Collectorate, Rural Development section, for cases that the block cannot locate.
  • Rural Management and Development Department, phone 03592-202659, email secretaryrmddsikkim@gmail.com, for long-pending cases.

If you already hold an allotment order but construction has not started, the Block Development Office is the right place to ask, since it holds the work allocation for the site.

Why do SGAY applications get rejected?

  • The household already owns a pucca house, established at inspection.
  • A government house has already been received by the household under another scheme, the duplicate check is run against CMRHM, IAY and PMAY-G records.
  • No land title in the household's name, or a disputed plot. Regularise the land record with the Revenue and Disaster Management Department first.
  • The constituency quota of 100 is full for the round. This is not a rejection on merit; the case can be carried to the next round, so ask for it to be retained on the list.
  • Name mismatches across the Sikkim Subject Certificate, Aadhaar and land record, which stall verification.
  • The household is in an urban local body area, and so falls outside the rural department's list.

Key dates and deadlines for SGAY

The Government of Sikkim has not announced a fixed application window or last date for Sikkim Garib Aawas Yojana. Selection is done constituency-wise in rounds, and the practical timing is set by when your Gram Panchayat updates its list and when the block calls for the constituency selection. Treating it as "open all year at the Panchayat, allotted in rounds" is the accurate reading.

Where do you complain about an SGAY case?

  • Gram Panchayat Unit, for wrongful exclusion; raise it in Gram Sabha so it is minuted.
  • Block Development Office, for delays in verification, allotment or construction.
  • District Collector, for disputes the block cannot resolve.
  • Rural Management and Development Department, Secretariat Road, below Tashiling Secretariat, Gangtok 737101, phone 03592-202659, for the department-level grievance.

No fee is payable for selection under Sikkim Garib Aawas Yojana. No Panchayat member, official or agent may charge money for an allotment order, and any such demand should be reported to the Block Development Office and the District Collector.

Documents required

Sikkim Subject Certificate or Certificate of Identification

The RCC house is built on the beneficiary's own homestead land.
Certificate that the household has no pucca house
Issued or verified by the Gram Panchayat Unit and confirmed by physical inspection.

SGAY is largely a departmentally constructed house rather than a cash grant, but an account is normally recorded for the beneficiary.

Frequently asked questions

What is Sikkim Garib Aawas Yojana?

Sikkim Garib Aawas Yojana is a state housing scheme of the Government of Sikkim under which a poor household is given a fully built single-storey RCC house. How much is a Sikkim Garib Aawas Yojana house worth?

About Rs 17.51 lakh. The Chief Minister stated at the launch that the house under the scheme "will be constructed at an estimated cost of Rs. seventeen lakh fifty one thousand including furnitures and a TV." This is the value of the house delivered, not a cash amount paid to the beneficiary.

How many people get a house under SGAY?

A total of 100 beneficiaries from each constituency, according to the Government of Sikkim. With 32 assembly constituencies in Sikkim, that implies roughly 3,200 houses across the state under the announced round. At the launch, one beneficiary from each of the 32 constituencies received an allotment order.

Can I apply for Sikkim Garib Aawas Yojana online?

No. The Government of Sikkim has not notified any online application form or portal for Sikkim Garib Aawas Yojana. Selection runs offline through the Gram Panchayat Unit, the Block Development Office and constituency-wise lists, ending in an allotment order issued to the selected household.

What is the difference between SGAY and Chief Minister's Garib Aawas Yojana?

SGAY delivers a single-storey RCC structure with furniture and a television, while the Chief Minister's Garib Aawas Yojana (CMGAY) delivers an RCC framed structure with GCI sheet roofing over a tubular steel truss and brick wall partitions. Who cannot get a house under SGAY?

Households that already own a pucca house are not eligible, nor are households that have already received a house under CMRHM, PMAY-Gramin or Indira Awaas Yojana. A household with no land to build on and no allottable homestead site also cannot be taken up, since the house is constructed on the beneficiary's own plot.

Is there a separate urban version of this scheme?

The Chief Minister announced at the SGAY launch that the State Government was "planning to bring the scheme for urban settlers under Urban Garib Awaas Yojana in near future." The Government of Sikkim has not published guidelines for an Urban Garib Aawas Yojana on a state portal, so treat it as announced rather than operational until a notification appears.

Which department runs Sikkim Garib Aawas Yojana?

The Rural Management and Development Department, Government of Sikkim, listed in the state scheme directory as the Rural Development Department. The launch programme was organised by the RDD, and the department can be reached at 03592-202659 or secretaryrmddsikkim@gmail.com.
