Birth Certificate in Sikkim

Sikkim state government scheme

Quick answer

Birth Certificate in Sikkim is issued by the Registrar of Births and Deaths of the local body where the birth occurred. The Gangtok Municipal Corporation or another municipal body in towns, and the Gram Panchayat Unit in villages. Sikkim's SSO Sikkim portal does not currently list birth certificate among its online services, so the application is made to that Registrar. Births must be reported within 21 days.

Benefit
The permanent Sikkim record of a birth, accepted as proof of date and place of birth for school admission, Aadhaar, passport, Certificate of Identification, Sikkim Subject and every later government record
How to apply
Offline in the main — at the Registrar of Births and Deaths of the Gangtok Municipal Corporation, the municipal body or the Gram Panchayat Unit for the place of birth, with the Common Service Centre network and the national CRS portal supporting the reporting stage

What is a birth certificate in Sikkim?

A birth certificate in Sikkim is the certified extract of the register of births maintained under the Registration of Births and Deaths Act 1969 by the Registrar of Births and Deaths of the local body in whose area the child was born. Sikkim runs this on a decentralised model in which the local body holds the register:

  • Urban Sikkim. The Gangtok Municipal Corporation for births inside Gangtok's municipal limits, and the municipal council or nagar panchayat for other towns such as Namchi, Gyalshing, Mangan, Rangpo, Singtam and Jorethang.
  • Rural Sikkim. The Gram Panchayat Unit (GPU), Sikkim's own name for the village-level body, which registers births in its area.
  • Health institutions: STNM Hospital in Gangtok, the district hospitals, the CHCs and the PHCs report institutional deliveries to the Registrar for the area.

One thing worth knowing before you start: birth certificate is not currently listed as an online service on SSO Sikkim, the state's single sign-on services portal run by the Department of Information Technology at sso.sikkim.gov.in. The services listed there are Employment Card, Income Certificate, Firm Registration Certificate, Scheduled Tribe Certificate, OBC Certificate, Primitive Tribe Certificate, Unmarried Certificate, scholarship services and the Teacher Eligibility Test. The District Administrative Centre, Gangtok promotes SSO Sikkim as the way to apply for and download the Employment Card, Income Certificate, Firm Registration Certificate, Scheduled Tribe Certificate and OBC Certificate "from the comfort of your home": birth certificate is not among them.

That is not a gap in your search. In Sikkim, a birth certificate is obtained from the Registrar of Births and Deaths of the local body, not from the state's certificate portal, and families who spend weeks hunting for it on SSO Sikkim simply lose time. Common Service Centres across the state can help prepare and submit the paperwork to that Registrar.

Since 1 October 2023 the Registration of Births and Deaths (Amendment) Act 2023 has applied in Sikkim as elsewhere. It makes the birth certificate the single document to prove date and place of birth for school admission, Aadhaar, passport, driving licence, marriage registration and government appointment, and it brings the Aadhaar numbers of the parents and the informant into the birth reporting information. Birth events occurring in Sikkim are reported into the national Civil Registration System.

Who can and who cannot apply?

You can obtain a Sikkim birth certificate if the birth took place inside Sikkim and you are an informant or interested party under the 1969 Act:

  • The father or mother of the child.
  • The head of the household where a home delivery took place.
  • The medical officer in charge of STNM Hospital, a district hospital, a CHC or a PHC where the delivery happened, who reports it directly.
  • The jail superintendent for a birth in prison, and the officer in charge of a hostel, monastery hostel or public institution.
  • The Gram Panchayat Unit or officer in charge for an abandoned newborn.
  • Any adult born in Sikkim needing a certified copy of their own entry.

You cannot apply in Sikkim for a birth that took place outside the state. Registration is territorial, and this matters in Sikkim more than in most states because families in the south and east routinely deliver in Siliguri, Darjeeling or Kalimpong. A child born in West Bengal is registered by the local body there, and no Sikkim Registrar can convert or reissue that entry, check the place of delivery before deciding which office to approach. Equally, a child born in Gangtok to parents from another state is registered by the Gangtok Municipal Corporation.

You are also not eligible for a fresh registration where the birth is already registered, the correct request is a certified copy, or a correction of the existing entry on documentary proof. And no Sikkim Registrar can register a birth more than one year old without a Magistrate's order under Section 13(3).

There is no income test, no community condition and no Certificate of Identification or Sikkim Subject requirement for a birth certificate. Where the birth took place decides which Registrar holds the record, and, in a small state, which of a handful of offices you walk into.

What documents are required?

Sikkim Registrars ask for:

  • The report of the birth under the 1969 Act, signed by the informant.
  • The hospital or health centre delivery record showing date, time and sex of the child and the mother's name.
  • Aadhaar of both parents, now part of the birth reporting information.
  • Residence proof for the time of birth, to confirm the birth falls inside that Gram Panchayat Unit or municipal ward.
  • An affidavit or informant's statement for a home birth with no health institution record, supported by the Gram Panchayat Unit.
  • The prescribed authority's written permission, where the report is more than 30 days but within one year old.
  • A Magistrate's order under Section 13(3), where the birth is more than one year old.

How to get a birth certificate in Sikkim

  1. Identify the Registrar for the place of birth. It is the Gangtok Municipal Corporation for a birth inside Gangtok, the municipal council or nagar panchayat for another town, and the Gram Panchayat Unit for a village. Jurisdiction follows where the delivery happened, never where the family lives now.
  2. Confirm the birth was reported within 21 days. For a hospital delivery, ask the institution for the reporting acknowledgement or the registration number. If nothing was reported, registration must be completed before any certificate can be issued.
  3. Submit the report of birth with the supporting documents to that Registrar — the delivery record, both parents' Aadhaar and the residence proof, plus the informant's affidavit for a home birth. A Common Service Centre can prepare and file the paperwork for you if the office is far.
  4. Pay the counter fee and keep the receipt. Reporting inside 21 days avoids the late fee entirely; a delayed report carries the prescribed late fee, which the Registrar states before accepting the application.
  5. Collect the signed certificate from the same office, ordering every copy you need in one visit since each certified copy is charged separately.

What if the birth was never registered, or is over one year old?

Sikkim applies Section 13 of the Registration of Births and Deaths Act 1969 in three stages:

  • Within 30 days of the birth. The Registrar registers it on payment of the prescribed late fee.
  • After 30 days but within one year: registration requires the written permission of the prescribed authority, along with an affidavit and the late fee.
  • After one year: registration is possible only on the written order of a Magistrate under Section 13(3), after the date and place of birth are proved.

For that last stage, first ask the Registrar for the area to confirm in writing that no entry exists in the register. Then gather secondary proof of the date of birth, the hospital or PHC record if any, the school admission register, the immunisation card, a Gram Panchayat Unit confirmation, and file the application before the Magistrate with the parents' affidavit. Take the order back to the Registrar, who then creates the entry and issues the certificate.

Adults in Sikkim who need a birth certificate for a passport, a central government appointment or study outside the state most often fall into this category, particularly where the delivery was at home in a hill GPU decades ago and was never reported.

How do you correct a Sikkim birth certificate?

A correction to a Sikkim birth certificate is made by the Registrar of Births and Deaths that holds the entry, on production of valid proof of the correct particulars, under Section 15 of the 1969 Act. The Registrar amends the original register entry and reissues the certificate. A child's name can equally be entered after registration by applying to that same Registrar.

Two rules never bend. First, go back to the office that made the entry, a Gram Panchayat Unit cannot correct a Gangtok Municipal Corporation entry, and vice versa. Second, a certificate altered anywhere other than at the office holding the register is worthless; it will fail the moment a passport office or a university verifies it against the register.

Why are Sikkim birth certificate applications rejected or delayed?

  • The birth was never reported, so there is no register entry to certify.
  • The family searched SSO Sikkim, where birth certificate is not listed, instead of approaching the local Registrar, and lost weeks.
  • The delivery actually took place in Siliguri, Darjeeling or Kalimpong, and the record belongs to a West Bengal local body.
  • The application was made to the wrong local body; jurisdiction follows the place of birth.
  • The date of birth, sex of the child or the mother's name does not match the hospital record.
  • A home birth was filed without the informant's affidavit and without the Gram Panchayat Unit's confirmation.
  • The report is between 30 days and one year old and the prescribed authority's written permission is missing.
  • The birth is over one year old and no Section 13(3) Magistrate's order is attached.

Where do you complain, and what about agents?

For the register entry itself, escalate above the Registrar: to the Commissioner of the Gangtok Municipal Corporation or the head of the municipal body for an urban case, and through the block and district administration for a Gram Panchayat Unit case, with the District Collector above both. The District Administrative Centre, Gangtok runs a General Section that handles certificate work for the district. For problems with the state's online services generally, the Department of Information Technology, Government of Sikkim, Annexe 1, Top Floor, Kazi Road, Gangtok 737101 is the published contact, reachable at dit-sik@nic.in.

Sikkim issues the birth certificate at the government fee quoted at the Registrar's counter and nothing beyond it, plus the notified operator charge if you file through a Common Service Centre. Reporting the birth inside 21 days avoids the late fee altogether. No panchayat functionary, municipal clerk or middleman is entitled to a rupee above the listed amount. Anyone offering to "arrange" a Sikkim birth certificate quickly is filing the same report you can file yourself, before the same Registrar, in the same queue. Take a receipt for whatever you pay and quote it in any complaint.

What do you need the Sikkim birth certificate for?

A Sikkim birth certificate is the base proof of date of birth for school and college admission, Aadhaar enrolment for a child, a passport, a learner's driving licence, PAN, the electoral roll entry at 18, the Certificate of Identification and Sikkim Subject-linked records, Scheduled Tribe and OBC certificates, marriage registration, scholarships, and any government appointment where age must be proved. Because each of those offices retains a copy, most Sikkimese families collect three or four certified copies from the Registrar in a single visit rather than returning from a GPU in North Sikkim or a village in Gyalshing every time a new office asks.

How to check your application status

Sikkim has no online tracker for a birth certificate application, since the service is not listed on SSO Sikkim and each Registrar of Births and Deaths keeps its own paper register rather than a central database. Checking status means following up with the office where you filed, not searching a portal.

  1. Note the acknowledgement details at filing. Ask the Registrar's counter for a receipt or diary number when you submit the report of birth. This is the only reference you will have to quote later, so keep it with the payment receipt.
  2. Call or visit the same Registrar after a few working days. For a birth inside Gangtok, that is the Gangtok Municipal Corporation counter that accepted the papers; for another town, the municipal council or nagar panchayat office; for a village, the Gram Panchayat Unit. Quote the diary number and the child's date of birth.
  3. For a hospital-reported birth, you can also ask the hospital's record section (STNM Hospital, the district hospital, or the CHC/PHC) whether it has confirmed the report to the Registrar, since a delay there is a common reason a certificate is not ready on the expected date.
  4. If the application went through a Common Service Centre, follow up with that CSC operator first: they hold the transaction ID for what they filed with the Registrar and can tell you whether the office has responded.
  5. For an application awaiting the prescribed authority's permission or a Magistrate's order (a delayed report between 30 days and one year, or a birth over one year old), status has two parts to track separately: whether that permission or order has come through, and, once it has, whether the Registrar has entered it in the register. Follow up with whichever authority is holding the file at that stage.
  6. If there is no response after a reasonable wait, escalate in writing above the Registrar: to the Commissioner of the Gangtok Municipal Corporation or the head of the municipal body for an urban case, to the block or district administration for a Gram Panchayat Unit case, and to the District Collector if neither responds. Keep a copy of every letter and the original receipt, since that is what proves an application was actually filed.

Frequently asked questions

Who issues a birth certificate in Sikkim?

The Registrar of Births and Deaths of the local body where the birth took place issues the birth certificate in Sikkim — the Gangtok Municipal Corporation or another municipal body for an urban birth, and the Gram Panchayat Unit for a rural one. Sikkim uses a decentralised system in which these local bodies hold the register, supported by the district administration and the Common Service Centre network.

Can I apply for a birth certificate on SSO Sikkim?

No — birth certificate is not currently among the services listed on the SSO Sikkim portal, which carries Employment Card, Income Certificate, Firm Registration Certificate, Scheduled Tribe Certificate, OBC Certificate, scholarship services and the Teacher Eligibility Test instead. Apply for a birth certificate to the Registrar of Births and Deaths of the local body for the place of birth.

Where do I go in Gangtok for a birth certificate?

Approach the Registrar of Births and Deaths of the Gangtok Municipal Corporation for a birth inside Gangtok's municipal limits. The District Administrative Centre, Gangtok also runs a General Section that handles certificate work for the district and hosts the SSO Sikkim online certificate services for other certificate types.

Within how many days must a birth be registered in Sikkim?

A birth must be reported within 21 days of its occurrence in Sikkim, as everywhere in India, under the Registration of Births and Deaths Act 1969. Reporting inside 21 days avoids the late fee and the permission stages that follow.

What if a Sikkim birth is more than 1 year old?

A birth more than one year old can be registered in Sikkim only on the written order of a Magistrate under Section 13(3) of the Registration of Births and Deaths Act 1969, after the date and place of birth are proved with hospital, school or Gram Panchayat Unit evidence. Between 30 days and one year, the written permission of the prescribed authority is required instead.

Is the process different in rural and urban Sikkim?

Yes — in rural Sikkim the Gram Panchayat Unit holds the register and registers the birth, while in urban Sikkim the municipal body, including the Gangtok Municipal Corporation, does. Which office you approach is decided by the place of birth, not by where the family lives now.

How do I correct a name or a date on a Sikkim birth certificate?

Apply to the same Registrar of Births and Deaths that made the entry, with valid documentary proof of the correct particulars. The correction is made under Section 15 of the Registration of Births and Deaths Act 1969 — the Registrar amends the original register entry and reissues the certificate. A certificate altered anywhere else is not valid.

Does a Sikkim birth certificate expire?

A Sikkim birth certificate never expires, because it certifies a permanent entry in the register of births kept by the local body. An office asking for a "recent" copy is asking for a fresh certified extract of the same entry, which the same Registrar issues again at the counter fee.
