Chief Minister's Self Employment Scheme (CMSES) — Sikkim
Sikkim state government scheme
Chief Minister's Self Employment Scheme lends unemployed Sikkim youth aged 22 to 35 up to Rs 3,00,000 to start a business, service or industrial venture. The loan carries no interest for the first 2 years and 6 percent simple interest after that. Family income must be under Rs 2,50,000 a year, and applications are made offline at SIDICO.
What is the Chief Minister's Self Employment Scheme in Sikkim?
Chief Minister's Self Employment Scheme, commonly written as CMSES, is a Government of Sikkim credit scheme that lends unemployed young people money to start a venture of their own. It was launched by the Department of Personnel, Administrative Reforms, Training and Public Grievances, and is delivered through the Sikkim Industrial Development and Investment Corporation (SIDICO), the state's industrial financing arm, which sits under the Commerce and Industries Department at Udyog Bhawan, Upper Tadong, Gangtok – 737102.
CMSES was designed as a link programme. Sikkim runs constituency-wise Livelihood Schools across the state that train young people in trades and services, and CMSES is the step that follows the training, the loan that turns a trained person into a self-employed one. The scheme is open to those trained at these schools irrespective of their educational qualification and age at the training stage, though the loan itself carries its own age and qualification conditions.
The scheme covers three broad activity types: business, service and industrial activities. It is not restricted to manufacturing, and a service venture, a workshop, a repair business, a small hospitality or transport operation, is within scope.
The state government has continued to run and fund the scheme. According to the Information and Public Relations Department, Government of Sikkim, on 29 November 2025 at Chintan Bhawan, Gangtok, Chief Minister Prem Singh Tamang distributed cheques to 351 beneficiaries drawn from all six districts of Sikkim, of which 286 were under the Chief Minister's Self Employment Assistance Scheme, 40 under the Chief Minister's Discretionary Grant and 25 under the Chief Ministers' Education Assistance Scheme. The event was run by the Chief Minister's Office in collaboration with the Commerce and Industries Department, and was described as the first phase of cheque distribution. Five outstanding entrepreneurs were announced for recognition at the same event.
Readers should note that the scheme is referred to in state press releases as the Chief Minister's Self Employment Assistance Scheme, while the scheme documentation uses Chief Minister's Self Employment Scheme. These refer to the same programme.
How much money does CMSES give, and on what terms?
CMSES is a loan, not a grant. That distinction matters more than any other fact on this page, because it changes what you are signing up for.
- Loan amount, up to Rs 3,00,000 per individual.
- Interest, the loan is interest-free for the first 2 years. After that, it carries 6 percent simple interest.
- Death of the borrower, the co-applicant becomes liable for refunding the outstanding loan. That liability is limited to the principal amount, and it must be repaid within a period not exceeding one year.
Simple interest at 6 percent, rather than compound, is a meaningful concession: on an outstanding principal of Rs 3,00,000 it works out to Rs 18,000 for a full year, and it does not build on itself. Combined with the two interest-free years, the effective cost of the facility in its early life is nil, which is the point of the design — a new venture is given time to reach the stage where it can service debt.
The scheme requires a co-applicant, which is implicit in the death-of-borrower clause. Plan for that when you apply, and make sure the co-applicant understands the one-year principal-repayment exposure.
Who is eligible for the Chief Minister's Self Employment Scheme?
You can be considered if all of these are true.
- You are unemployed.
- You are aged between 22 and 35 years.
- You have passed class 10.
- Your family's annual income does not exceed Rs 2,50,000, evidenced by an income certificate certified by the District Collector.
- You are the only member of your family being considered under the scheme: unless your family is Below Poverty Line, in which case that one-per-family restriction does not apply.
- You can produce a Project Feasibility Certification for the venture you propose to start.
- You can swear an affidavit of unemployment and of no outstanding dues.
You cannot apply, or are not eligible, in these situations.
- You are employed, in government service or otherwise. The affidavit of unemployment is a sworn document, and a false declaration is not a small matter.
- You are under 22 or over 35 years of age. The band is narrow at both ends.
- You have not passed class 10. Note the contrast with the Livelihood Schools training itself, which is open irrespective of educational qualification, the loan is not.
- Your family income exceeds Rs 2,50,000 a year.
- Another member of your family has already been sanctioned under the scheme, and your family is not Below Poverty Line.
- You have outstanding dues that prevent you from swearing the required affidavit.
- You cannot obtain a project feasibility certification, that is, the proposed venture is not assessed as viable. A loan scheme funds a plan, not an intention.
What documents are required for CMSES?
The published document list for the scheme is short and specific.
| Document | Mandatory | Notes |
|---|---|---|
| Income Certificate certified by the District Collector | Yes | Must show family income within Rs 2,50,000 a year |
| Affidavit of unemployment and no outstanding dues | Yes | A sworn affidavit covering both points |
| Project Feasibility Certification | Yes | Establishes that the proposed venture is viable |
| Proof of age | No | Assessed against the 22 to 35 band |
| Class 10 pass certificate | No | Assessed against the minimum qualification |
| Bank account details | No | For disbursal of the sanctioned amount |
The three mandatory documents are unusual in that none of them is a routine identity paper. Each one is a document you have to go and obtain: the income certificate from the District Collector's office, the affidavit from a notary or a court, and the feasibility certification for your specific project. Budget time for all three before you collect the application form.
How to apply for the Chief Minister's Self Employment Scheme
CMSES is an offline scheme with no online application portal.
- Assemble the three mandatory documents first. Obtain the income certificate certified by the District Collector, swear the affidavit of unemployment and no outstanding dues, and get the Project Feasibility Certification for your proposed venture. Starting here rather than with the form saves a wasted trip.
- Visit the Sikkim Industrial Development and Investment Corporation (SIDICO) during office hours and request a hard copy of the prescribed application form from the staff entrusted with issuing and collecting them.
- Fill in all mandatory fields on the form and attach self-attested copies of the required documents. Identify your co-applicant at this stage.
- Submit the duly filled and signed application form with the documents to SIDICO.
- Ask for a receipt or acknowledgement. Make sure it records the date and time of submission and a unique identification number where one is issued. This receipt is the only reference you will have when you follow up.
- Wait for appraisal and sanction. The corporation assesses the project feasibility and the eligibility conditions before the loan is sanctioned.
- Collect the sanctioned amount. Disbursal has been made both into bank accounts and by cheques handed over at state-level distribution events, as in the 29 November 2025 first-phase distribution at Chintan Bhawan.
How do I check the status of a CMSES application?
There is no online status tracker for CMSES. Follow up at SIDICO, quoting the acknowledgement number and date of submission from the receipt you were given. For scheme-level questions, the Commerce and Industries Department at Udyog Bhawan, Below Sikkim Press, Upper Tadong, Gangtok – 737102 can be reached at sikkimindustries@gmail.com, and its portal is industries.sikkim.gov.in. The department operates two District Industries Centres; one at Gangtok covering the north and east, and one at Jorethang covering the south and west, which are the nearest points of contact outside the capital.
The Government of Sikkim has not published a dedicated CMSES helpline number. Treat any number offered by an agent promising a sanction as unofficial; there is no fee for the application form.
Why do CMSES applications get rejected?
- Income certificate not certified by the District Collector. The document list names that authority specifically, and a certificate from a lower revenue official is commonly returned.
- Family income above Rs 2,50,000. This is a hard ceiling.
- Age outside the 22 to 35 band, which cannot be relaxed by the corporation.
- Another family member already sanctioned, where the family is not Below Poverty Line.
- Weak or absent project feasibility certification. A vague proposal without costings, a market assessment or a repayment picture will not clear appraisal.
- Outstanding dues that surface at verification and contradict the affidavit.
- No co-applicant identified, leaving the corporation without the security the scheme's own terms contemplate.
What else is available if I am not eligible for CMSES?
Sikkim runs a parallel scheme aimed at the same broad group with a different structure. The Skilled Youth Startup Scheme, launched in 2020 and implemented by the Department of Commerce and Industries, assists educated unemployed youth in setting up enterprises through loans with back-ended financial subsidy assistance. A subsidy on the loan rather than an interest concession on it. The Prime Minister's Employment Generation Programme (PMEGP) also operates in Sikkim through the Commerce and Industries Department and has no state income ceiling of Rs 2,50,000. If the CMSES age band or income limit rules you out, those are the two routes worth checking at the same District Industries Centre.
