Certificate of Identification and Residential Certificate in Sikkim

Sikkim state government scheme

Quick answer

Sikkim issues two residence documents instead of one domicile certificate. The Certificate of Identification (COI) for Sikkim Subject families, and the Residential Certificate. Both come from the District Administrative Centre, with the Additional District Collector dealing with COI files, and a COI takes about one month. Recommendations from three panchayats, including the ward member, are compulsory.

Benefit
An official Certificate of Identification or Residential Certificate from the District Administrative Centre, used across Sikkim as residence and identity proof for jobs, admissions and scheme eligibility
How to apply
Offline at the District Administrative Centre of the district, with several related certificates also available online at the Sikkim GO portal, sso.sikkim.gov.in

Sikkim does not issue a document called a "domicile certificate". The state issues two separate residence documents from the District Administrative Centre of each district, under the Land Revenue & Disaster Management Department: the Certificate of Identification (COI) and the Residential Certificate. Anyone told to produce "domicile proof" for a Sikkim government job, a state-quota seat or a welfare scheme is almost always being asked for one of these two; in most cases the COI.

What are the COI and the Residential Certificate in Sikkim?

Both certificates appear under the Certificates category of Sikkim's district administration websites, alongside the birth, income, character, religion, Gorkha and primitive tribe certificates.

  • The Certificate of Identification (COI) rests on Sikkim Subject status. The application is built on the guardian's Sikkim Subject Certificate (SSC) or existing COI, together with the family's parcha: Sikkim's land record document. It is the state's principal identity-and-belonging certificate and by far the more widely issued of the two: Namchi district's Land Revenue & Disaster Management dashboard recorded 42,596 COI applications received and 40,596 granted, against 2,473 Residential Certificate applications received and 1,431 granted.
  • The Residential Certificate certifies residence in the district for applicants without that Sikkim Subject lineage. It is issued from the same District Administrative Centre, and the district administration publishes a Residential Certificate notification setting out its terms.

Who can and who cannot apply for a Sikkim Certificate of Identification?

Who can apply. A person whose guardian holds a Sikkim Subject Certificate or a Certificate of Identification, whose family holds a recorded parcha in the district, and who can obtain recommendations from at least three panchayats: including, compulsorily, the ward member. Unmarried women add an unmarried certificate; married women from outside the state add a marriage certificate; applicants whose guardian has died add the guardian's death certificate.

Who cannot apply. A person with no Sikkim Subject Certificate or COI in the family cannot apply for a COI, because the guardian's SSC/COI is the foundation document: such an applicant should apply for the Residential Certificate instead. An applicant with no parcha of the applicant or guardian is not eligible on the standard COI checklist. An applicant who cannot secure the three panchayat recommendations, with the ward member's included, cannot have the file processed, since that endorsement is the local verification the whole application rests on. A woman applicant who is unmarried and submits an unmarried certificate older than three months is not eligible until a current one is produced.

Sikkim's district administration pages do not publish a fixed minimum number of years of residence for either certificate. The eligibility test for the COI is lineage and land record; for the Residential Certificate it is residence as verified locally and certified by the District Administrative Centre.

Which documents does a Sikkim COI need?

Namchi district publishes the COI checklist:

  1. SSC or Certificate of Identification of the guardian.
  2. Copy of the parcha of the applicant or guardian.
  3. Proof of age: birth certificate, school certificate, electoral card or an age certificate.
  4. Unmarried certificate valid for three months, for an unmarried woman applicant.
  5. Marriage certificate, for a married woman applicant from outside the state.
  6. Death certificate of the guardian, where applicable.
  7. Recommendation from at least three panchayats, with the ward member's recommendation compulsory.
  8. Photographs, two passport-sized of the applicant, one of the guardian.

Note how many of these are themselves certificates. The unmarried certificate and the marriage certificate are both District Administrative Centre services available online through Sikkim's own Sikkim GO portal at sso.sikkim.gov.in, which lists 45 services including income, OBC, SC, ST, primitive tribe, employment card, marriage and unmarried certificates. Obtaining those online first shortens the COI process considerably.

How to apply for a Certificate of Identification in Sikkim

  1. Collect the supporting certificates first. Get the unmarried certificate (if applicable: remember it lapses in three months), the marriage certificate or the guardian's death certificate as your case requires. Several of these can be applied for online at sso.sikkim.gov.in under the District Administrative Centre services.
  2. Assemble the family documents. Take out the guardian's Sikkim Subject Certificate or COI and a copy of the parcha for the applicant or guardian, and pick a proof of age, birth certificate, school certificate, electoral card or age certificate.
  3. Obtain the panchayat recommendations. Secure recommendations from at least three panchayats, and make sure your ward member's recommendation is among them, the district administration marks it compulsory.
  4. Submit the application at the District Administrative Centre of your district — Namchi (PIN 737126) for South Sikkim, and the equivalent Centre in Gangtok, Mangan or Pakyong for the others, with the photographs and the full document set attached.
  5. Let the file move through the official chain. Namchi district publishes the route: the application goes from the Confidential Assistant to the Reader/DSP and then to the Additional District Collector, who is the dealing officer for COI.
  6. Collect the certificate after about one month. The district administration states the COI time frame as approximately one month.

For the Residential Certificate, the application is lodged at the same District Administrative Centre; ask at the counter for the current Residential Certificate notification, which sets out the terms the district applies, before you assemble papers.

How do I check the status of my Sikkim COI?

Enquire at the District Administrative Centre that received your application, quoting your name, the date of submission and the acknowledgement given at the counter. Because the COI file moves through named desks, Confidential Assistant, Reader/DSP, Additional District Collector, the counter can tell you which stage it has reached. Namchi district additionally publishes periodic application-status lists on its website, and its District Administrative Centre can be reached by email at dmnamchi-skm@nic.in. For the online supporting certificates applied for through sso.sikkim.gov.in, track those from within your own portal login.

What does it cost, and how long is a COI valid?

Only the government's own counter charge applies, and Sikkim's district administration pages do not publish a rupee figure for either the Certificate of Identification or the Residential Certificate. Pay only at the District Administrative Centre counter or on the Sikkim GO portal's own payment screen, and always take the receipt.

Do not use an agent. A COI file cannot be accelerated by paying someone: it waits on three panchayat recommendations that only panchayat office-bearers can give, and on the Additional District Collector's decision. Anyone charging thousands of rupees to "arrange a COI" is charging for a queue they do not control.

A Certificate of Identification records a settled status and is treated as a standing document rather than one that expires annually, it is the supporting papers, notably the unmarried certificate with its three-month validity, that carry expiry dates. Keep the original safe; replacing it means going through the district process again.

Why are Sikkim COI applications delayed or rejected?

The recurring causes:

  • The guardian's SSC or COI cannot be produced, leaving the descent claim unproved, this is the single most common bar.
  • No parcha, or a parcha that cannot be linked to the applicant's guardian.
  • Fewer than three panchayat recommendations, or three recommendations that do not include the ward member.
  • An unmarried certificate more than three months old at the time of submission.
  • Age proof inconsistent with the school record or the electoral card.
  • Missing guardian's death certificate where the claim rests on a deceased guardian.
  • Applying for a COI when the family has no Sikkim Subject lineage, the Residential Certificate is the correct application in that situation, and the difference in grant rates between the two shows how carefully the Residential Certificate is scrutinised.

Where do I escalate a delayed Sikkim certificate?

Escalate inside the District Administrative Centre. Raise the delay first at the receiving counter, then with the Additional District Collector, who is the dealing officer for the Certificate of Identification, and then with the District Collector. Namchi district's District Administrative Centre (Namchi 737126, dmnamchi-skm@nic.in) is the contact point for South Sikkim; each district publishes an equivalent contact directory on its own nic.in website. Portal problems on sso.sikkim.gov.in. A failed payment, a service that will not open, an application missing from your account; should be raised through the portal's own help and contact links.

Fact-check note: Sikkim's district administration pages checked for this guide publish the COI document list, the dealing officer, the file route and the roughly one-month time frame, but no rupee fee for the COI or Residential Certificate, and no online application URL for those two certificates specifically, so none of those has been stated as a figure or link above.

Frequently asked questions

Does Sikkim issue a domicile certificate?

Sikkim does not use the word "domicile" — it issues a Certificate of Identification (COI) and, separately, a Residential Certificate. District administrations list both under the Certificates category of the District Administrative Centre, and the Land Revenue & Disaster Management department dashboard tracks them as the state's two domicile-equivalent documents.

What is the difference between a COI and a Residential Certificate in Sikkim?

The Certificate of Identification descends from Sikkim Subject status and is built on the guardian's Sikkim Subject Certificate or COI plus the family's land parcha, while the Residential Certificate certifies residence for people without that Sikkim Subject lineage. Both are issued by the District Administrative Centre, and the COI is by far the more heavily used of the two.

Who issues the Certificate of Identification in Sikkim?

The Additional District Collector is the dealing officer. Namchi district sets out the file route as application to Confidential Assistant, then to the Reader/DSP, then to the ADC, with the certificate issued from the District Administrative Centre.

How long does a Sikkim COI take?

About one month. The Namchi district administration states the time frame for the Certificate of Identification as approximately one month from the application, moving through the Confidential Assistant and Reader/DSP to the Additional District Collector.

Do I need panchayat recommendations for a Sikkim COI?

Yes — recommendations from at least three panchayats are required, and the district administration states that the ward member's recommendation among them is compulsory. Arrange these before submitting, because they are the local verification the file rests on.

What does an unmarried woman need to add to a Sikkim COI application?

An unmarried certificate valid for three months. A married woman who is from outside the state submits a marriage certificate instead. Because the unmarried certificate expires in three months, obtain it shortly before lodging the COI application rather than months in advance.

Can I apply for Sikkim certificates online?

Some certificates, yes. The Sikkim GO single-window portal at sso.sikkim.gov.in carries 45 services and issues District Administrative Centre certificates including income, OBC, SC, ST, primitive tribe, marriage and unmarried certificates online — several of which are needed as supporting papers for a COI. The COI and Residential Certificate themselves are handled at the District Administrative Centre.

What does a Sikkim COI cost?

Only the government's own counter charge applies, and the district administration pages do not publish a rupee figure for the Certificate of Identification. Pay at the District Administrative Centre counter, take the receipt, and do not pay an agent — no middleman can shorten a file that must pass the panchayat recommendations and the Additional District Collector.
