What is the Chief Ministers' Education Assistance Scheme?

Chief Ministers' Education Assistance Scheme, usually shortened to CMEAS, is a Sikkim state scheme that pays education costs for students from economically weaker sections, marginalised communities and specially-abled backgrounds. The scheme was notified by the Education Department, Government of Sikkim, at Tashiling, Gangtok, under Ref. No. 414/SCH/DIR/EDN dated 16 September 2024, signed by R. Telang, IAS, Additional Chief Secretary.

CMEAS has an unusual split between the department that pays and the office that runs it. According to clause 8 of the notification, the Education Department holds the budget, and once the Finance Department sanctions and releases funds, the money is transferred to the Chief Minister's Office (CMO) for implementation. The CMO nominates a nodal officer who handles eligibility, verification, approval and distribution, keeps the scheme accounts for audit, and submits a utilisation certificate back to the Education Department. This is why the application is filed at the Secretariat rather than at a school or a district education office.

The scheme is deliberately broad about where a student studies. Clause 1(iii) and 1(iv) cover recognised educational institutions, recognised distance education institutions, recognised institutions abroad and registered coaching centres. A student preparing for a competitive examination at a registered coaching centre is treated as eligible in the same notification that covers a PhD scholar.

How much does CMEAS pay?

The rates in clause 4.1 of the guidelines are ceilings, not entitlements. Clause 4.2 states plainly that the quantum of financial assistance is determined by the student's financial need and the availability of funds.

Studying within Sikkim

Course Type of institution Amount
Undergraduate / diploma and equivalent Government and private Up to Rs 5,000 per month
Professional or technical undergraduate and equivalent Government Up to Rs 5,000 per month
Postgraduate and equivalent Government and private Up to Rs 7,000 per month
Professional or technical postgraduate and equivalent Government Up to Rs 7,000 per month
PhD and above Government and private Up to Rs 10,000 per month
Professional or technical undergraduate and equivalent Private Up to Rs 1,50,000 per annum
Professional or technical postgraduate and equivalent Private Up to Rs 2,00,000 per annum

Studying outside Sikkim but within India

Course Type of institution Amount
Undergraduate / diploma and equivalent Government and private Up to Rs 7,000 per month
Professional or technical undergraduate and equivalent Government Up to Rs 7,000 per month
Postgraduate and equivalent Government and private Up to Rs 9,000 per month
Professional or technical postgraduate and equivalent Government Up to Rs 9,000 per month
PhD and above Government and private Up to Rs 12,000 per month
Professional or technical undergraduate and equivalent Private Up to Rs 2,00,000 per annum
Professional or technical postgraduate and equivalent Private Up to Rs 2,50,000 per annum

Studying abroad, up to Rs 5,00,000 per annum.

Studying in a coaching centre: up to Rs 1,50,000 per annum.

Two patterns are worth reading off the tables. First, the outside-state rate is consistently Rs 2,000 per month higher than the in-state rate for the same course, which recognises the cost of living away from home. Second, professional and technical courses at private institutions are funded on an annual lump-sum basis rather than a monthly one, because the cost driver there is fees rather than living expenses.

Who is eligible for CMEAS in Sikkim?

You can claim if all of the following are true.

  • You are a domicile of Sikkim. In practice this is evidenced by the Certificate of Identification (COI) of the student or the father, which the document list requires.
  • You belong to the Economically Weaker Section (EWS) as defined by the government.
  • You are enrolled in a recognised institution, an educational institution, a distance education institution, an institution abroad, or a registered coaching centre.
  • Your annual family income does not exceed the limit specified by the government, as revised from time to time. The 2024 notification does not print a rupee figure for this ceiling; confirm the current limit with the CMO cell before applying.
  • You can produce a pass certificate or marks statement for the previous class, semester or year.

Clause 1(v) adds that special consideration is given to students from marginalised communities, minority communities, specially-abled categories (Divyangjan) and orphans. This is a weighting inside the pool, not a separate quota with published numbers.

You cannot apply, or are not eligible, in these situations.

  • You are not a domicile of Sikkim, even if you are studying at an institution located in the state.
  • You do not fall in the Economically Weaker Section, or your family income is above the government-specified ceiling.
  • Your institution or coaching centre is not recognised or not registered. An unregistered coaching class does not qualify under clause 1(iv).
  • You have dropped out or are not currently enrolled. Enrolment is both an entry condition and, under clause 6(i), a renewal condition.
  • You failed to clear the prescribed semester or annual courses — this does not bar a first application, but clause 6(ii) blocks renewal.
  • You are applying for a school-level or non-course expense that falls outside the course categories in clause 4.1.

Note that holding another scholarship is not an automatic disqualification. Clause 6(iv) says other scholarships "will be reviewed while verifying the applications and the eligibility will be considered accordingly", so the CMO may reduce or refuse assistance, but the rule is a review, not a bar.

How to apply for the Chief Ministers' Education Assistance Scheme

CMEAS is an offline scheme. There is no online portal for it, and the 2024 guidelines describe a single physical route.

  1. Collect the prescribed application form during office hours from the designated cell at the Chief Minister's Office, Tashiling Secretariat, Gangtok. Staff are specifically entrusted with issuing and collecting these forms.
  2. Affix a revenue stamp to the application form. This is listed first among the documentation requirements and is a common reason for a form being handed back.
  3. Fill in every mandatory field and attach self-attested copies of all nine required documents: COI, bonafide certificate, birth certificate, voter ID, Aadhaar, previous marks statement, fee structure and bank account details.
  4. Submit the completed and signed form with the documents at the same designated cell in the Chief Minister's Office, Tashiling Secretariat, Gangtok, and ask for an acknowledgement noting the date of submission.
  5. Wait for verification. The application is reviewed and verified through the official procedure, with the CMO's nodal officer overseeing eligibility, approval, fund disbursement and record-keeping.
  6. Receive the assistance in your bank account, released semester-wise, half-yearly or annually against your academic progress.
  7. Apply for annual renewal before the next academic year, carrying proof of continued enrolment and your latest cleared results.

How is CMEAS money paid out, and when?

Clause 5 of the guidelines sets the payment schedule: on final approval by the competent authority, assistance is released semester-wise (half-yearly or annually) as per the academic progress of the student. There is no monthly credit even where the ceiling is expressed as a per-month figure; the monthly rate is the basis of calculation, and the payment arrives in instalments tied to the academic calendar.

Because the release depends on the Finance Department sanctioning and transferring funds to the CMO, the timing of a payment can move within an academic year. Clause 4.2's reference to "availability of funds" is a real constraint, not boilerplate.

Why do CMEAS applications get rejected?

  • No revenue stamp on the application form. It is the first documentation requirement in the notification and is easy to miss.
  • Missing Certificate of Identification. Without the COI the domicile condition in clause 1(i) cannot be verified, and no alternative document is named in the guidelines.
  • Institution or coaching centre not recognised or registered. Clause 1(iii) and 1(iv) both turn on formal recognition.
  • Family income above the specified limit. Confirm the current ceiling with the CMO cell, since the notification leaves it to be "revised from time to time" rather than fixing a number.
  • No fee structure attached. Without it the nodal officer cannot size the assistance against the clause 4.1 ceilings.
  • Backlog papers at renewal. Clause 6(ii) requires all prescribed semester or annual courses to have been passed and cleared.
  • Undeclared scholarship from another source, discovered at verification.

How do I check the status of a CMEAS application or raise a grievance?

CMEAS has no online status tracker. The practical route is the nodal officer nominated by the Chief Minister's Office, who under clause 2 and clause 8 is responsible for implementation and record-keeping for the scheme. Carry your acknowledgement slip and quote the date of submission when you follow up at the designated cell at Tashiling Secretariat.

For scheme-level questions about the guidelines themselves, the Education Department at Tashiling, Gangtok – 737101 is the notifying authority. The notification's circulation list routes copies to the Secretary to the Hon'ble Chief Minister, the PS to the Hon'ble Minister for Education, the Director of Accounts in the Education Department and the department's notice board, so the Education Department notice board is a reliable place to check for any revision to the income ceiling or the rates.

The Government of Sikkim has not published a dedicated CMEAS helpline number, so treat any phone number offered by an agent claiming to "get your name added" as unofficial. There is no fee for the application form beyond the revenue stamp.

Is CMEAS the same as the Chief Minister's Merit Scholarship or the free scholarship scheme?

No. Sikkim runs several distinct education schemes and they are easy to confuse. The Hon'ble Chief Minister's Merit Scholarship Scheme and the Chief Minister's Free Scholarship Scheme (CMFSS) are listed separately under the Education Department on the Government of Sikkim scheme directory, and the Comprehensive Educational Loan Scheme (CELS) is an interest-free loan run by the Department of Personnel rather than a grant. CMEAS is distinguished by three things: it is need-based rather than merit-based, it covers coaching centres and study abroad, and it is administered from the Chief Minister's Office.

Documents required

Application in the prescribed format with a revenue stamp affixed
Item 3(i) of the CMEAS guidelines. The revenue stamp is a specific requirement — an unstamped form is incomplete.

Bonafide Certificate from the concerned institution
Proves current enrolment in a recognised institution, which clause 1(iii) requires.
Birth Certificate of the student
Listed at item 3(iv) of the guidelines.
Voter Identity Card of the student or father
Listed at item 3(v), alongside the COI, as identity and residence evidence.
Aadhaar Card of the student

Fee structure of the course
Item 3(viii). The fee structure lets the nodal officer size the assistance against the ceilings in clause 4.1.
Bank account details
Item 3(ix). Assistance is released semester-wise or annually into the student's account.

Special consideration goes to students from marginalised and minority communities, Divyangjan students and orphans.

Where do I submit the CMEAS application form?

Applications are submitted at the designated cell in the Chief Minister's Office, Tashiling Secretariat, Gangtok. Clause 2 of the guidelines places the entire application, verification and disbursal process with the CMO, which nominates a nodal officer for the scheme.

Yes. Students studying in a registered coaching centre are eligible under clause 1(iv), and clause 4.1(iv) sets the ceiling at up to Rs 1,50,000 per annum. The coaching centre must be registered.

Is CMEAS a one-time payment or does it continue?

CMEAS assistance may be renewed annually until the student's course of study is completed. Clause 6 requires the student to remain enrolled, to have passed and cleared all prescribed semester or annual courses, and to continue meeting the eligibility criteria.

Which department runs CMEAS and who pays for it?

The Education Department, Government of Sikkim, notified and funds CMEAS from its own budgetary provision, while the Chief Minister's Office implements it. Funds released by the Finance Department are transferred to the CMO, and the CMO submits a utilisation certificate back to the Education Department.

Does a scholarship from another source affect my CMEAS application?

Yes. Clause 6(iv) of the guidelines states that scholarships from other sources will be reviewed while verifying applications and that eligibility will be considered accordingly. Declare any other scholarship you already draw rather than leaving it out.

When is CMEAS money paid?

Assistance is released semester-wise, half-yearly or annually, based on the academic progress of the student, once the competent authority gives final approval. Clause 5 of the guidelines sets this payment schedule.
