What is the Comprehensive Educational Loan Scheme in Sikkim?

Comprehensive Educational Loan Scheme, generally referred to as CELS, is an interest-free education loan launched by the Department of Personnel, Administrative Reforms, Training and Public Grievances, Government of Sikkim. The scheme provides loans free of interest for the duration of one particular course of study, with a one-year moratorium period offered to all student beneficiaries, so that repayment starts a full year after the course ends rather than while the student is still looking for work.

CELS gives special consideration to students from Below Poverty Line families and to students pursuing professional courses in recognised institutions, whether in India or abroad. In practice this is the Sikkim government's answer to a problem every hill state faces: professional and overseas education is priced far above what a Sikkimese household earns, and a commercial education loan at market interest compounds the problem rather than solving it.

The loan is administered on the ground through the Sikkim Industrial Development and Investment Corporation (SIDICO), which issues the application forms, receives completed applications and holds the loan files.

Loan ceilings

  • Rs 5,00,000; maximum loan for full-time professional courses within Sikkim.
  • Rs 7,50,000: maximum loan for studies elsewhere in India.
  • Rs 15,00,000, maximum loan for studies abroad.

These are ceilings, not entitlements. The sanctioned amount is fixed against the fee structure of the institution, so a course costing Rs 3,00,000 will not draw a Rs 5,00,000 sanction.

Key features

  • No interest for the duration of the course.
  • One-year moratorium after the course before repayment begins.
  • Institution must be recognised by the relevant authority in India, wherever it is located.
  • Applied for and processed offline through SIDICO.

Who is eligible for the Sikkim education loan?

You can be considered if all of these hold:

  • You are a student taking admission to a course in a recognised institution.
  • Your family annual income does not exceed Rs 2,50,000 for studies within India, or Rs 5,00,000 for studies abroad.
  • The institution is recognised by the relevant authority in India, whether it is inside Sikkim, elsewhere in India or overseas.
  • Only one member of your family has been considered for the benefit: unless your family is Below Poverty Line, in which case this restriction does not apply.
  • For a course inside Sikkim, your family is Below Poverty Line.
  • You can produce a co-applicant willing to sign and accept the refund liability.

Children of Government and Public Sector Undertaking employees are also eligible. The guidelines state this explicitly, so government service in the family is not a bar as long as the income ceiling is met.

You cannot apply, or you are not eligible, if:

  • Your family annual income exceeds Rs 2,50,000 for a course in India, or Rs 5,00,000 for a course abroad.
  • You want a loan for a course within Sikkim and your family is not Below Poverty Line. For in-state study, only BPL family members are considered.
  • Another member of your family has already been considered under CELS, and your family is not BPL.
  • The institution is not recognised by the relevant authority in India. An unaccredited overseas college or an unrecognised private institute will not support a CELS file.
  • You cannot provide a co-applicant to take on the repayment liability.

What is the repayment and refund liability?

CELS carries a specific and important condition. In case of discontinuity of studies, or if the loanee dies, the co-applicant is liable to refund the entire amount of the loan within a period not exceeding one year.

Three things follow from that rule:

  • Choose a co-applicant who can actually meet the liability, not simply a relative willing to sign.
  • If you are considering changing course or institution, speak to SIDICO before discontinuing. Discontinuity triggers the refund clause; a properly recorded transfer may not.
  • The one-year moratorium after course completion is separate from this clause. The moratorium is the normal grace period for a student who finishes; the refund clause is what applies to a student who does not.

What documents are required for CELS in Sikkim?

Document Mandatory Notes
Admission or offer letter Yes From a recognised institution
Family income certificate Yes Rs 2,50,000 for India, Rs 5,00,000 for abroad
SSC or Certificate of Identification Yes Establishes the applicant is Sikkimese
BPL ration card Only if claiming BPL priority Mandatory for study inside Sikkim
Academic mark sheets and certificates Yes Establishes the academic record
Co-applicant details and consent Yes Co-applicant carries the refund liability
Course fee structure Yes Used to fix the sanction within the ceiling
Bank account details Yes For disbursal and repayment

Take originals and self-attested photocopies. For an overseas course, the fee structure and the recognition status of the institution are the two items that receive the closest scrutiny, so carry them in a form that can be independently verified.

How to apply for the Comprehensive Educational Loan Scheme

  1. Visit the Sikkim Industrial Development and Investment Corporation (SIDICO) during office hours and request a hard copy of the prescribed application form from the staff entrusted with issuing and collecting applications.
  2. Fill in all the mandatory fields of the application form and attach copies of every mandatory document, self-attested where required.
  3. Submit the duly filled and signed form, together with the documents, to SIDICO.
  4. Request a receipt or acknowledgement from SIDICO. Check that it carries the date and time of submission and a unique identification number where one is issued.

That acknowledgement is the only proof you hold that the application was filed, so keep it with the loan papers rather than loose with the photocopies.

How is the CELS loan disbursed and repaid?

CELS is a loan, not a scholarship, and the distinction shapes everything about how it is handled. No interest accrues while the course runs. After the course, a one-year moratorium applies before repayment begins, which gives a graduate a full year to find work.

The sanctioned amount is disbursed against the fee structure of the institution. Applicants should plan on the assumption that the loan is meant to meet academic fees, and that living costs abroad on the Rs 15,00,000 ceiling will still need family support.

For repayment, keep the loan account details from SIDICO and the repayment schedule handed over at sanction. Ask specifically at what date the moratorium starts counting from — the last examination or the declaration of results; because that date decides your first instalment.

Where to check the status of a CELS application

CELS is administered offline, and no public online status tracker has been published for it. The practical route is:

  • Keep the SIDICO acknowledgement with its date, time and identification number.
  • Follow up in person or by phone at SIDICO using that number.
  • For policy questions about eligibility and ceilings rather than a specific file, approach the Human Resource Development Division of the Department of Personnel, Administrative Reforms, Training and Public Grievances through sikkim.gov.in.

Why CELS applications get rejected

  • Family income above the applicable ceiling, Rs 2,50,000 for India, Rs 5,00,000 for abroad.
  • Non-BPL applicant seeking a loan for a course inside Sikkim, which the guidelines restrict to BPL family members.
  • Institution not recognised by the relevant authority in India.
  • A family member already considered under CELS, where the family is not BPL.
  • No co-applicant, or a co-applicant who cannot demonstrate capacity to meet the refund liability.
  • Fee structure not produced, so the sanction amount cannot be fixed.
  • Incomplete application form or missing self-attestation.

Several of these are timing problems rather than permanent bars. An income certificate issued for an earlier year, a recognition letter not yet obtained from an overseas institution, or a co-applicant's papers still pending can all be fixed and the file re-submitted in the same session.

Key dates and planning your application

The Department of Personnel has not published a fixed annual last date for CELS, so the scheme should be treated as open subject to the year's sanction and budget. The practical deadline is set by your own admission timeline: apply as soon as the admission or offer letter is in hand, because SIDICO must issue the form, receive it, and process the file before your fee due date.

For an overseas course, start earlier still. Recognition confirmation, the fee structure from a foreign institution and the co-applicant's paperwork routinely add weeks to the file.

Where to raise a grievance

  • Sikkim Industrial Development and Investment Corporation (SIDICO). The first and main point of contact for anything about a specific loan file.
  • Human Resource Development Division, Department of Personnel, Administrative Reforms, Training and Public Grievances, Government of Sikkim, for scheme policy, eligibility interpretation and unresolved cases.
  • Public Grievances wing of the same department, listed on sikkim.gov.in, where a file has been pending without explanation.

Applying for CELS is free. No agent can charge a student for obtaining or filing the SIDICO application form, and no official will ask for an OTP or a bank password. Where a fact about your loan is not written on your sanction letter, ask SIDICO for it in writing rather than relying on what you are told at a counter.

Frequently asked questions

How much can a student borrow under the Sikkim Comprehensive Educational Loan Scheme?

Up to Rs 5,00,000 for full-time professional courses within Sikkim, Rs 7,50,000 for studies elsewhere in India and Rs 15,00,000 for studies abroad. The exact sanction depends on the fee structure of the institution, within these ceilings.

What interest is charged on the Sikkim education loan?

None for the duration of the course. The Department of Personnel describes CELS as a loan free of interest for the duration of one particular course of study, with a one-year moratorium period offered to all student beneficiaries after that.

What is the income limit for the Sikkim Comprehensive Educational Loan Scheme?

Family annual income must not exceed Rs 2,50,000 for studies within India and Rs 5,00,000 for studies abroad. The higher ceiling for overseas study recognises that the cost of applying abroad is itself out of reach at very low incomes.

Can children of government employees apply for CELS in Sikkim?

Yes. The scheme guidelines state explicitly that children of Government and Public Sector Undertaking employees are also eligible, provided the family income limit is met. Government service by itself is not a disqualification.

Can more than one child from a family take the CELS loan?

Only one member per family is considered, except in the case of Below Poverty Line families. BPL families are exempted from the one-member restriction, so a second child from a BPL household can be considered.

Where do I apply for the Sikkim education loan?

At the Sikkim Industrial Development and Investment Corporation (SIDICO), during office hours. SIDICO issues the prescribed application form, receives the completed form with documents, and gives the acknowledgement. There is no online application route published for CELS.

What happens if I drop out of the course?

The co-applicant becomes liable to refund the entire loan amount within a period not exceeding one year. The same applies if the loanee dies. This is why a co-applicant with the means to repay is required on every CELS file.

Can I use CELS for a course in Sikkim if my family is not BPL?

No. For study inside Sikkim, only members of Below Poverty Line families are considered. Non-BPL applicants meeting the income ceiling may still apply for the Rs 7,50,000 India loan or the Rs 15,00,000 overseas loan.
