EWS (Economically Weaker Section) Certificate in Sikkim
Sikkim state government scheme
EWS Certificate in Sikkim is the central Income and Asset Certificate signed by a competent revenue authority at the District Collectorate. The District Magistrate, Additional District Collector or Sub-Divisional Magistrate. Sikkim's SSO portal at sso.sikkim.gov.in carries 45 services including Income, SC, ST and OBC certificates, but no separate EWS service, so the EWS file is made at the District Administrative Centre.
What is an EWS certificate in Sikkim?
An EWS certificate in Sikkim is the Income and Asset Certificate that a competent revenue authority signs to prove a resident belongs to the Economically Weaker Sections, so that the 10% reservation created by the 103rd Constitutional Amendment can be claimed in central government recruitment and in educational institutions. The certifying officer sits at the District Administrative Centre, Sikkim's district sites name the Office of the Additional District Collector, Sub-Divisional Magistrate and Revenue Officer as the dealing office for income-related certification, and the central rules treat a District Magistrate, Additional District Collector, Deputy Collector or Sub-Divisional Magistrate as a competent authority to sign the EWS proforma.
Sikkim runs most of its citizen services through Sikkim SSO at sso.sikkim.gov.in, a single sign-on gateway carrying 45 services across citizen and business categories. Those services include the Income Certificate, delivered through a dedicated page at incomecertificate.sikkim.gov.in, along with SC, ST and OBC certificates, marriage certificates, employment cards, scholarships and departmental services. What the portal does not carry is a separate EWS or Income and Asset Certificate service. The district certificate menus tell the same story: West Sikkim's certificates page lists the Certificate of Identification and the Residential Certificate, and the General Section at the Namchi Collectorate lists the Certificate of Identification, Residential, Gorkha, Religion, Character and Marriage certificates. None of them lists EWS. The EWS certificate is therefore applied for as a paper file at the District Administrative Centre, on the central proforma the recruiting body will accept.
Who can and who cannot apply for an EWS certificate in Sikkim?
You can apply if you are a resident of Sikkim, your family's gross annual income is below Rs 8 lakh for the financial year from all sources taken together, and your family owns none of the excluded assets. "Family" for this test means the applicant, the applicant's parents, siblings below 18 years of age, the spouse, and children below 18 years of age. The earnings of a married elder brother or sister living separately are therefore not counted, while a father's pension and a mother's agricultural income are.
You cannot apply if you are recognised as Scheduled Caste, Scheduled Tribe or Other Backward Class. This exclusion matters in Sikkim more than in most states. Sikkim has a large Scheduled Tribe population. The Bhutia and Lepcha communities are Scheduled Tribes, and Sikkim SSO issues SC, ST and OBC certificates as separate services precisely because those categories have their own reservation. A person entitled to any one of those three certificates is outside the EWS scheme. EWS exists only for people not covered by SC, ST or OBC reservation at all.
You are also not eligible, whatever your income, if your family owns or possesses any of the following:
- 5 acres of agricultural land or more;
- a residential flat of 1,000 sq ft or more;
- a residential plot of 100 sq yards or more in a notified municipality;
- a residential plot of 200 sq yards or more in an area other than a notified municipality.
Property held by the family in different locations is added together before this test is applied. In Sikkim's hill districts that commonly means cardamom or paddy land in more than one revenue block has to be declared on one sheet, and land held outside the state has to be declared too.
What documents are required?
The Sikkim EWS file builds on the district income certificate checklist, which the Mangan District Administrative Centre publishes in full, and adds the asset side:
- Certificate of Identification, Sikkim Subject Certificate or voter identity card, establishing that the applicant falls under Sikkim's jurisdiction.
- Aadhaar card, voter ID or driving licence as identity proof.
- Address proof, ration card, voter ID, passport, driving licence, electricity bill, water bill or property tax receipt.
- Age proof, birth certificate, school leaving certificate or PAN card.
- An affidavit or self-declaration of total family income and of every parcel of land, plot and flat the family holds.
- Salary slip, pay certificate or income tax return. The district checklist covers employed, self-employed and agriculturist applicants, so a farming family relies on a declaration plus revenue verification rather than a payslip.
- Land and property records for every holding.
- A recent passport-size photograph.
How to get an EWS certificate in Sikkim
- Work out the family's income and asset position first. Add salary, pension, agricultural, business and professional income for the financial year across all family members as defined above, then list every parcel of agricultural land, every residential plot and every flat the family holds anywhere, since holdings in different places are clubbed.
- Confirm you are outside SC, ST and OBC. If you hold or are entitled to a Sikkim SC, ST or OBC certificate, stop here — the EWS route is closed to you and an EWS certificate obtained anyway will fail verification.
- Prepare the application on the central Income and Asset Certificate proforma, addressed to the competent authority, the District Magistrate, Additional District Collector or Sub-Divisional Magistrate of your district.
- Attach the identity, jurisdiction, address, income, land and photograph documents listed above, and submit the file at the District Administrative Centre of your own district; Gangtok, Namchi, Gyalshing, Mangan or the newer district headquarters. Carry originals, because copies are cross-checked against them at the counter.
- Pay only the fee the counter lists and collect the acknowledgement. Note the receipt number.
- Wait for revenue verification. A revenue official verifies the declared income and the land records before the competent authority signs, which is why an EWS certificate is not handed over across the counter the same day.
- Collect the signed certificate and check the certificate number, the date, the financial year for which it is valid, and the spelling of the name and address before you leave the counter. A single wrong letter against a mark sheet or Aadhaar record causes rejection later.
How do you check the status of an application?
Keep the acknowledgement issued at the District Administrative Centre and quote its number when you follow up with the dealing assistant. For services that do run through Sikkim SSO, the state's own flow ends in an acknowledgement slip and tracks progress by SMS, email and an online status screen, and the same SSO account is reused across services, so if you filed a supporting income certificate online, track that separately at incomecertificate.sikkim.gov.in while the paper EWS file moves. If an EWS file has stalled, take the acknowledgement to the Additional District Collector at your District Administrative Centre; that is the officer whose section deals with income-related certification in Sikkim.
Why are EWS applications rejected in Sikkim?
- The applicant is entitled to an SC, ST or OBC certificate, and so falls outside the EWS scheme entirely.
- Family income crosses Rs 8 lakh once agricultural, business and pension income is added to salary.
- Agricultural land in more than one revenue block adds up to 5 acres or more after clubbing.
- The family's flat measures 1,000 sq ft or more, or a residential plot crosses the 100 or 200 sq yard limit.
- The affidavit understates income or leaves out a property that verification then finds.
- The certificate names the wrong financial year for the recruitment or admission being applied for.
- The applicant cannot produce a Certificate of Identification, Sikkim Subject Certificate or voter ID establishing Sikkim jurisdiction.
What does it cost, and what about agents?
An EWS certificate in Sikkim costs only the government fee the District Administrative Centre lists at its counter, plus the notified operator charge if you use a Common Service Centre or a Single Window facilitation counter to prepare the papers. Sikkim's district service pages do not publish a fee figure for this certificate, so ask at the counter, pay only what is written, and always take a receipt. No revenue official, dealing assistant or middleman is entitled to anything beyond that.
Agents who promise to "get the file cleared" are selling risk rather than speed. Under the central rules an appointment made on an EWS claim stays provisional until the appointing authority verifies the certificate directly with the issuing officer, and a claim found false leads to termination of service and to action on the certificate itself. Keep the fee receipt and the acknowledgement, and report any demand for money to the Additional District Collector's office.
When do you need the certificate by?
Under the central rules the crucial date for holding a valid Income and Asset Certificate is the closing date for receipt of applications for the post, unless the recruiting body fixes another date. Because verification in Sikkim involves an enquiry into land records and, for applicants from remote blocks in the north and west, real travel to the District Administrative Centre, start the application weeks before an examination or admission deadline rather than in the closing week. Take a fresh certificate for each financial year instead of reusing last year's copy, the income test is applied year by year, and a certificate carrying an expired financial year is treated as no certificate at all.

Frequently asked questions
Who issues the EWS certificate in Sikkim?
A competent revenue authority at the District Collectorate issues it — the District Magistrate, Additional District Collector, Deputy Collector or Sub-Divisional Magistrate. Sikkim district sites list the Office of the Addl. District Collector / SDM / Revenue Officer as the dealing office for income-related certificates, and the central rules recognise revenue officers of that rank as competent authorities.
Can I apply for an EWS certificate online in Sikkim?
No, Sikkim SSO does not list a separate EWS certificate service. The portal at sso.sikkim.gov.in carries 45 services, including Income Certificate, OBC, SC, ST, marriage and employment card services, so the EWS Income and Asset Certificate is filed at the District Administrative Centre on the central proforma.
What is the income limit for an EWS certificate in Sikkim?
Gross annual family income must be below Rs 8 lakh for the financial year, counting salary, agriculture, business and professional income together. The Rs 8 lakh ceiling is a central figure that applies uniformly across India, not a Sikkim-specific number.
Is a Sikkim income certificate the same as an EWS certificate?
No, the two are different documents. Sikkim's income certificate, applied for through Sikkim SSO at incomecertificate.sikkim.gov.in, states only annual income, while the EWS certificate additionally certifies that the family owns none of four listed assets and that the applicant is not covered by SC, ST or OBC reservation.
Where do I go in each district?
Go to the District Administrative Centre of your own district — Gangtok, Namchi, Gyalshing or Mangan, and the newer districts carved from them. Mangan's District Administrative Centre at PIN 737116 names the Office of the Addl. District Collector / SDM / RO as the dealing office for income certification, and the other districts run the same revenue structure.
How long is the certificate valid?
The certificate is valid for the financial year printed on its face, because the central proforma carries a "valid for the year" line and the income test is applied year by year. Recruiters normally want a certificate for the financial year immediately before the year of application.
What does the EWS certificate cost in Sikkim?
Pay only the government fee the District Administrative Centre lists at its counter, plus the notified operator charge if you use a Common Service Centre to prepare papers. Sikkim's district pages do not publish a fee figure for this certificate, so ask at the counter and insist on a receipt — no official or middleman is entitled to anything beyond the listed fee.
Can a Scheduled Tribe applicant in Sikkim take an EWS certificate instead?
No, a person covered by SC, ST or OBC reservation cannot hold an EWS certificate. Sikkim has a large Scheduled Tribe population and its SSO portal issues SC, ST and OBC certificates separately; EWS exists only for people outside all three of those categories.
