What is a land record extract in Sikkim?

A land record extract in Sikkim is the Parcha, the Record of Rights kept by the Land Revenue and Disaster Management Department, Government of Sikkim. The Parcha states who is recorded as holding a plot, the plot number, the area, the classification and the land revenue payable. It is the document a Sikkim bank, court, panchayat or government department asks for when it needs to know who holds a piece of land.

Sikkim publishes this record through ILRMS. The Integrated Land Record Management System; at ilrms.sikkim.gov.in. ILRMS is built under the national Digital India Land Records Modernisation Programme, and its stated purpose on the portal is the integration of the property registration process with the mutation process after completion of sale deed registration, so that every transaction in registration and mutation runs through one system.

That integration matters more in Sikkim than the phrase suggests. In most states a person registers a sale deed and then separately, often years later, remembers to apply for mutation, leaving the land record showing the old owner. Sikkim's system is designed to carry the registration straight into the mutation queue.

The word bhulekh belongs to the Hindi-speaking states. Sikkim's own vocabulary is parcha, khatiyan and plot number, and using those words is what gets you understood at a District Administrative Centre.

Which ILRMS services should you use?

The ILRMS citizen menu lists these services, all reachable without a login:

  • Know Your Property, the plot-wise record view.
  • Reference Parcha, the holding-wise view, searched on khatiyan number.
  • Check Encumbrance, the mortgage and charge position on a plot.
  • Track Your Application, status by application number.
  • Government Land, what is recorded as government land.
  • Revenue Calculator, the land revenue payable.
  • Know Your Map (Bhunaksha), which opens bhunaksha.sikkimlrdm.gov.in.
  • Inheritance / Mutation. The application route for changing the recorded holder.
  • Online Property Registration, which hands off to registry.sikkim.gov.in.

The ILRMS home page also runs a live counter of parchas issued, property registrations and inheritance or mutation cases, broken down by the state's 19 sub-divisions from Gangtok and Pakyong to Yuksom, Dentam and Mangalbarey.

Who can get a land record extract in Sikkim?

You can apply if:

  • You are the recorded holder of a plot in any of Sikkim's six districts; Gangtok, Gyalshing, Namchi, Mangan, Pakyong or Soreng.
  • You are a prospective buyer checking the record before paying an advance.
  • You are a legal heir preparing an inheritance mutation.
  • You are a farmer or horticulturist who needs the parcha for a crop loan, a Kisan Credit Card, insurance or a department subsidy.
  • You are any member of the public wanting to view the record. The ILRMS citizen services do not ask who you are or why you want it.

You cannot apply if. The real limits are these:

  • You cannot search without the full location chain. District, sub-division, revenue circle and revenue block are all mandatory before ILRMS accepts a plot or khatiyan number.
  • You cannot search by owner name on the public services. Sikkim's citizen screens work on plot number and khatiyan number.
  • You cannot acquire land in Sikkim freely. Sikkim restricts land transfer under its own land laws, and the department's job description includes enforcement of Land Laws in the State. A person not permitted to hold land in Sikkim can neither be mutated into the parcha nor complete a registration.
  • You cannot treat a screenshot of the online view as a certified parcha. A signed copy comes from the revenue branch.
  • You cannot correct a wrong entry through the search service. That needs a correction or mutation case before the revenue authority.

What do you need before you start?

Requirement Mandatory Notes
District Yes Six districts on the ILRMS dropdown
Sub-division Yes 19 named sub-divisions on the ILRMS dashboard
Revenue circle Yes Loads after the sub-division
Revenue block Yes The village-level unit the record sits in
Plot number For Know Your Property and encumbrance The parcel identifier
Khatiyan number For Reference Parcha The holding identifier
Application number For tracking Issued when you file an application
Sikkim Subject certificate For transactions Not for viewing, but for holding land

How to get a land record extract in Sikkim online

  1. Open ilrms.sikkim.gov.in and go to the Citizen section of the services menu.
  2. Choose the right service. Use Know Your Property if you have the plot number. Use Reference Parcha if you have the khatiyan number of the holding.
  3. Select District, then Sub-Division, then Revenue Circle, then Revenue Block. Each list loads from the one above it, so work top to bottom.
  4. Enter the plot number on Know Your Property, or the khatiyan number on Reference Parcha, and submit.
  5. Read the record against your papers — the holder's name, the plot number, the area and the classification. Sikkim area entries are recorded in the local revenue units, so check the unit as well as the figure.
  6. Run Check Encumbrance separately for the same plot before any purchase. The service takes the same four location fields plus the plot number, and it is the fastest way to see a recorded mortgage.
  7. Open Know Your Map to view the plot on Bhunaksha and confirm the shape and neighbours match what you were shown on the ground.
  8. Note the reference or application number if you go on to file an inheritance or mutation application, because Track Your Application works on that number alone.

How to get a signed parcha offline in Sikkim

  1. Go to the Revenue Branch of the District Administrative Centre for your district, or the sub-divisional office where the record is held.
  2. Apply for a certified copy of the parcha, giving the revenue block, plot number or khatiyan number, with a photo identity proof.
  3. Pay the notified fee at the counter and keep the receipt.
  4. Collect the signed and stamped parcha on the date given.
  5. For a correction or a mutation, file that case separately with the sale deed, inheritance papers or succession certificate, and the Sikkim Subject certificate where land transfer rules apply.

The offline route is what produces the copy a bank or a court will accept, and it is also where a disputed entry, a survey discrepancy or an unrecorded inheritance actually gets resolved. The department carries out cadastral survey and settlement operations roughly every 15 to 20 years, and boundary questions between two settlements are decided by revenue officers, not by the website.

How do I check the status of a land application?

  • Track Your Application on ILRMS takes the application number and reports where the case has reached.
  • The ILRMS dashboard publishes application-received figures by sub-division, drawn from the live server in the State Data Centre.
  • The Amin Management System for Gangtok district, listed on the Sikkim single-sign-on portal at sso.sikkim.gov.in under the Land Revenue and Disaster Management Department, handles the field measurement side, since the amin is the surveyor who measures a plot on the ground.
  • By phone. The ILRMS helpline 81457 09907 and the technical support number 7601948764, both operational 10 AM to 5 PM on all working days.

How long is a Sikkim parcha valid?

A parcha carries no expiry date, but it describes the record only as it stood on the day it was generated. A sale, an inheritance mutation, a partition or a correction changes it.

Sikkim banks and buyers therefore ask for a recently issued parcha, usually one obtained within the last few months, and a careful buyer re-checks the record and the encumbrance position on ILRMS immediately before the sale deed is registered. There is nothing to renew. Where a mutation is pending, wait until Track Your Application shows the case closed, then pull the parcha again, that is when the new holder's name appears.

Why do Sikkim land record searches go wrong?

  • Wrong revenue block chosen, which returns nothing at all and is read as "the land is not recorded" when it simply is not the right block.
  • Confusing plot number with khatiyan number, which is why ILRMS gives them two different services.
  • Name spelling differences between the parcha and the deed, common where a Nepali, Bhutia or Lepcha name has been transliterated more than one way.
  • Assuming registration finished the job. Until the mutation is completed, the parcha still shows the seller.
  • Ignoring the land transfer restriction. Money paid for land that the buyer is not permitted to hold in Sikkim cannot be fixed by any revenue office.
  • Reading the parcha without the map. A parcha area figure and a Bhunaksha plot shape that disagree is a sign to get an amin measurement before buying.
  • Skipping the encumbrance check, when Sikkim is one of the few states that gives it to you free on the same portal.

What does it cost, and what should you refuse to pay?

The ILRMS citizen services, Know Your Property, Reference Parcha, Check Encumbrance, Government Land, Revenue Calculator and Track Your Application: are free and need no login. A signed parcha from the District Administrative Centre costs only the notified fee charged at the counter, against a receipt. Registration and mutation carry their own statutory fees, calculable through the department's revenue calculator and the registration portal.

Nobody outside those two counters is entitled to a rupee. Agents around district offices in Gangtok, Namchi and Gyalshing offer to "pull the parcha" or "get the mutation moving" for a few thousand rupees; they are typing the same block and plot number into the same free public page. There is no priority queue in ILRMS, no officer can insert a name into a parcha without a mutation order, and no middleman needs your OTP or your ILRMS credentials.

Grievance and helpline route

  • ILRMS helpline to 81457 09907, 10 AM to 5 PM, all working days
  • ILRMS technical support to 7601948764, same hours
  • Land Revenue and Disaster Management Department to 03592-202664, Tashiling Secretariat, Block B, Gangtok, Sikkim 737101
  • Local level, the Revenue Branch of your District Administrative Centre
  • District level. The District Collector, for correction and mutation disputes
  • State level. The Secretary, Land Revenue and Disaster Management Department, Gangtok

Carry the revenue block, plot number or khatiyan number and any application number to each of these. Without the plot identifier, no Sikkim revenue office can trace your land.

Common reasons for rejection

A mutation, inheritance or correction case filed with the Land Revenue and Disaster Management Department is a formal application before a revenue officer, not a page load on ILRMS, and it can be returned or rejected. These are the reasons that actually come up, with the fix for each.

  • The applicant is not entitled to hold land in Sikkim. Sikkim restricts land transfer under its own land laws, and where the person seeking mutation or registration does not meet that requirement, the revenue officer cannot pass the order however complete the paperwork is. Confirm eligibility to hold the land before filing, not after.
  • The sale deed was registered but mutation was never carried through. ILRMS is built to carry a registered sale straight into the mutation queue, but where the case still needs a separate application, filing it without the registered deed number attached gets it sent back. Quote the registration reference from registry.sikkim.gov.in on the mutation application.
  • Khatiyan or plot number does not match the revenue block claimed. An application citing the wrong revenue circle or block for the plot is rejected on the record, not amended by the office. Verify the plot against Know Your Property or Bhunaksha before filing, so the block, circle and plot number on the application match what ILRMS shows.
  • Succession papers are incomplete for an inheritance mutation. Where more than one legal heir exists, an application naming only one heir, or missing a succession certificate or no-objection from the other heirs, is held pending rather than passed. List every legal heir and attach the succession document before submission.
  • Boundary or area dispute flagged during field verification. The department runs cadastral survey and settlement roughly every 15 to 20 years, and where the amin's on-ground measurement does not match the parcha area or the neighbouring plot's recorded boundary, the case is referred back for a boundary decision by revenue officers rather than closed as filed. This is resolved by requesting a fresh amin measurement, not by resubmitting the same papers.
  • Identity proof does not match the recorded holder's name. A spelling difference between a Nepali, Bhutia or Lepcha name on the identity document and the name recorded in the parcha is a common cause of a case being held for clarification. Carry a document that shows both spellings, or an affidavit of identity, rather than assuming the office will accept the mismatch.
  • Application filed at the wrong office. A case belongs to the District Administrative Centre or sub-divisional office holding that revenue block; filing it elsewhere in Sikkim's six districts causes a transfer delay that reads to the applicant as a rejection. Confirm the correct district and sub-division on ILRMS before filing, since the same plot number can exist under a different block name in another circle.

Where a case is rejected rather than merely held pending, the order states the ground in writing. Take that written reason to the Revenue Branch or the District Collector's office and address the specific defect named, rather than refiling the same application unchanged.

Documents required

District, sub-division, revenue circle and revenue block
ILRMS asks for all four before it will search. Sikkim has six districts — Gangtok, Gyalshing, Namchi, Mangan, Pakyong and Soreng — and 19 named sub-divisions on the ILRMS dashboard.
Plot numberoptional
The search key for Know Your Property and for the Check Mortgage or Encumbrance service.
Khatiyan numberoptional
The search key for the Reference Parcha service, which is the holding-wise view of the record.
Sikkim Subject Certificate or Certificate of Identificationoptional
Required at the counter for transactions in land, because Sikkim restricts transfer of land to Sikkim Subject certificate holders and to those permitted under the state's land laws.
Registered sale deed or inheritance papersoptional
Needed for the mutation or inheritance application, not for viewing an existing record.
Photo identity proofoptional
Aadhaar, voter card or Sikkim Subject certificate, at the District Administrative Centre revenue counter.

Frequently asked questions

Which portal shows land records in Sikkim?

ILRMS, the Integrated Land Record Management System at ilrms.sikkim.gov.in, is the official Sikkim land records portal, run by the Land Revenue and Disaster Management Department. ILRMS carries Know Your Property, Reference Parcha, Check Encumbrance, Track Your Application, Government Land, a revenue calculator and the Bhunaksha map service.

What is a Parcha in Sikkim?

A Parcha in Sikkim is the Record of Rights for a landholding, showing the recorded owner, the plot numbers, the area and the revenue assessed. The ILRMS home page counts parchas issued through the system, alongside property registration and mutation counts.

Is the Sikkim land record search free?

Yes, the citizen services on ILRMS — Know Your Property, Reference Parcha, Check Encumbrance, Government Land and Track Your Application — are open without login or payment. Sikkim charges only for the signed and stamped parcha issued by the revenue office.

Can I check whether land in Sikkim is mortgaged?

Yes, ILRMS has a Check Mortgage or Encumbrance service that takes district, sub-division, revenue circle, revenue block and plot number and reports the encumbrance position. That is unusual — most state land record portals do not carry encumbrance at all.

Who can buy agricultural land in Sikkim?

Sikkim restricts transfer of land, and the Land Revenue and Disaster Management Department enforces the state's land laws on who may hold land. Confirm your eligibility with the District Collector's revenue branch before paying any advance, because a transfer that the law does not permit cannot be mutated afterwards.

How do I see the map of my plot in Sikkim?

Use Know Your Map on ILRMS, which opens the Sikkim Bhunaksha service at bhunaksha.sikkimlrdm.gov.in. The cadastral map is drawn from the survey and settlement operations the department conducts roughly every 15 to 20 years.

Where do I register a sale deed in Sikkim?

Property registration in Sikkim runs through registry.sikkim.gov.in, which ILRMS links to directly, and ILRMS then integrates that registration with the mutation process so the parcha is updated after the sale deed is registered.

Whom do I call if ILRMS is not working?

Call the ILRMS helpline on 81457 09907, or the technical support number 7601948764, both operational from 10 AM to 5 PM on all working days. For a records problem rather than a portal problem, the Land Revenue and Disaster Management Department in Gangtok can be reached on 03592-202664.
