What is the National Family Benefit Scheme in Sikkim?

National Family Benefit Scheme, usually shortened to NFBS, is the death-of- breadwinner component of the National Social Assistance Programme, implemented in Sikkim by the Women, Child, Senior Citizen and Divyangjan Welfare Department through its NSAP Division. According to the department's pension portal at pensionscheme.sikkim.gov.in, the scheme was launched in Sikkim in 2016 and pays a lump sum of Rs 30,000 to a bereaved Below Poverty Line household in the event of the death of its primary breadwinner.

The department is specific about how the Rs 30,000 is put together: Rs 20,000 is the Central share and Rs 10,000 is the State share. The household does not have to claim these separately, the grant arrives as one Direct Benefit Transfer credit.

NFBS answers a very particular problem. When the earning member of a poor household dies, the immediate costs; funeral rites, a hospital bill, travel; land at exactly the moment the household's income stops. Rs 30,000 does not replace an income, and it is not meant to. It is a one-time bridge while the family arranges its longer-term support, which in Sikkim usually means applying for a monthly pension such as IGNWPS or the old-age pension.

Key features

  • One-time grant of Rs 30,000, not a recurring pension.
  • Composition: Rs 20,000 central share plus Rs 10,000 state share.
  • Restricted to Below Poverty Line households.
  • Payable on every case of death of a breadwinner in a BPL family.
  • Paid to the household, spouse, minor children, unmarried daughters and dependent parents: by Direct Benefit Transfer.
  • A homemaker is treated as a breadwinner, so her death also triggers the grant.

That last point deserves emphasis. Households in Sikkim frequently do not apply when a mother who did not earn a cash wage dies, assuming the scheme covers only salaried earners. The department's own note says otherwise: a woman in the family who is a homemaker is also considered a "breadwinner".

Who is eligible for NFBS in Sikkim?

Your household can claim the grant if all of these are true:

  • The applicant is a resident of the State of Sikkim, evidenced by a Sikkim Subject Certificate, Certificate of Identification or Residential Certificate.
  • The household is in the Below Poverty Line category.
  • The breadwinner of the family has died, which is the event that makes the family eligible to apply.
  • The applicant belongs to the household of the deceased, defined by the department as the spouse, minor children, unmarried daughters and dependent parents.
  • The applicant holds a bank account, the portal specifies one opened under Pradhan Mantri Jan Dhan Yojana; able to receive DBT.

You cannot apply, or you are not eligible, if:

  • Your household is not in the BPL category. This is the hard filter, and no amount of hardship substitutes for a BPL ration card.
  • You are not a resident of Sikkim and cannot produce an SSC, COI or Residential Certificate.
  • You are not part of the deceased's household as defined above. A married daughter living in a separate household, a sibling or a more distant relative cannot claim on the deceased's behalf.
  • The deceased was not the primary breadwinner of the household.
  • You have no bank account capable of receiving Direct Benefit Transfer. The department does not pay this grant in cash.

What documents are required for NFBS in Sikkim?

Document Mandatory Notes
Death certificate of the breadwinner Yes The defining document for the claim
SSC / COI / Residential Certificate Yes Proof of Sikkim residence
BPL ration card Yes Proves BPL status and household composition
Proof of relationship with the deceased Yes Ration card, family record or Panchayat certificate
Aadhaar card of the applicant Yes Identification and bank seeding
Bank passbook (Jan Dhan account) Yes For the Rs 30,000 DBT credit

Obtain the death certificate first. Everything else in the file can be assembled in parallel, but nothing moves without it, and registering a death in the hill sub-divisions can take longer than families expect.

How to apply for NFBS in Sikkim online

  1. Open the official portal at pensionscheme.sikkim.gov.in.
  2. Click Create Account and fill in the mandatory registration details: username, gender, first name, last name, email, mobile number and password, enter the captcha and click Register. Login credentials are sent to the registered email ID or mobile number.
  3. Return to pensionscheme.sikkim.gov.in, click Apply now and log in through the Sikkim single sign-on at sso.sikkim.gov.in.
  4. Select the National Family Benefit Scheme and fill in all mandatory fields of the application form.
  5. Upload the death certificate, residence certificate, BPL ration card, relationship proof, Aadhaar and bank passbook in the prescribed file size and file type.
  6. Submit, and save the system-generated application number displayed on screen as your acknowledgement.

How to apply for NFBS in Sikkim offline

  1. Approach the State Social Welfare Department office — in practice the district office of the Women, Child, Senior Citizen and Divyangjan Welfare Department, and obtain the application form from the concerned officer.
  2. Fill in all mandatory fields of the form and attach self-attested copies of the death certificate, BPL ration card, residence proof, relationship proof, Aadhaar and bank passbook.
  3. Submit the completed form to the designated receiving authority and take a dated acknowledgement.

Sikkim uses a single common application form for all its pension schemes, so the same form can be used to apply for a monthly pension at the same visit if the household also qualifies.

What happens after you apply?

  1. On receipt of an application in the prescribed form, the application is scrutinised by the Selection Committee.
  2. Approval is accorded by the Secretary of the department.
  3. The grant and payment are distributed through the Direct Benefit Transfer system, or any other system decided by the sanctioning or competent authority from time to time.

Because the whole Rs 30,000 comes as one credit, there is no instalment schedule to track. What matters is that the receiving bank account is live and correctly seeded before the sanction goes through.

How do you check your NFBS application status?

The department conveys the outcome: approval or rejection, to the applicant through an SMS. There is no separate public status-lookup page. In practice:

  • Keep the system-generated application number from the online submission, or the dated acknowledgement from the offline counter.
  • Keep the mobile number in the application active.
  • If nothing is heard, take the application number to the district office of the Women, Child, Senior Citizen and Divyangjan Welfare Department and ask where the file stands with the Selection Committee.
  • Once approved, look for the Rs 30,000 DBT credit in the bank passbook of the applicant named in the form.

Why NFBS claims get rejected in Sikkim

  • Household is not BPL, which is the most common single reason.
  • Death certificate not produced, or the name and date on it do not match the rest of the file.
  • Applicant is outside the defined household; not the spouse, a minor child, an unmarried daughter or a dependent parent.
  • Residence in Sikkim not established by SSC, COI or Residential Certificate.
  • Bank account dormant, closed, or in a name that does not match Aadhaar, so the DBT credit fails after sanction.
  • Deceased was not the primary breadwinner of the household on the record.
  • Illegible or oversized uploads on the online form.

Most are correctable and the claim can be re-filed. A dormant Jan Dhan account can be reactivated at the branch in a single visit; a mismatch between the name on the BPL card and the name in the application should be reconciled before re-applying.

Key dates and timing of the claim

NFBS in Sikkim is open all year, and the department has not published a fixed last date for applications. The event that starts the clock is the death of the breadwinner. Because the grant is intended as immediate relief, apply as soon as the death certificate is in hand rather than waiting until other documents are perfect. The certificate is the item that takes longest, and the rest can be supplied at scrutiny.

NFBS is a one-time benefit. A household that has received the Rs 30,000 should next look at Sikkim's monthly pensions on the same portal: the Indira Gandhi National Widow Pension Scheme at Rs 2,000 a month, the old-age pension, or the disability pensions, depending on who is left in the household.

Where to raise a grievance

  • District office of the Women, Child, Senior Citizen and Divyangjan Welfare Department, for scrutiny delays, rejection reasons and re-submission.
  • Gram Panchayat, Municipality or Municipal Corporation office, for relationship and household certificates, and for local follow-up.
  • Sub-Divisional Magistrate and District Collector, where a sanctioned grant has not been paid.
  • Departmental headquarters at Gangtok, listed on sikkim.gov.in, for unresolved cases.

Applying is free at every stage. No agent can charge a family for filing an NFBS claim, and no official from the department will ask for an OTP, ATM PIN or bank password.
