Mukhya Mantri Matsya Utpadan Yojana (MMMUY) — Sikkim
Sikkim state government scheme
Mukhya Mantri Matsya Utpadan Yojana is a Sikkim fisheries scheme launched on 28 October 2021 under which the State Government gives fish farmers a 60 per cent subsidy on the total cost of inputs to raise fish production and farmer income. Applications go through the Directorate of Fisheries and its district offices, offline.
What is Mukhya Mantri Matsya Utpadan Yojana?
Mukhya Mantri Matsya Utpadan Yojana, usually abbreviated MMMUY and sometimes written Mukhyamantri Matsya Utpadan Yojana, is a fisheries scheme of the Government of Sikkim. Chief Minister Prem Singh Tamang launched it on 28 October 2021 at the convention hall of Saramsa Garden in Ranipool, alongside the Pig Production Incentive Scheme for pig farmers.
According to the Government of Sikkim, both schemes "have been undertaken by the Department of Animal Husbandry and Veterinary Services, Government of Sikkim … to uplift the economy of the pig and fish farmers and the State as a whole". The fisheries component is run by the Directorate of Fisheries, whose Director, Shri N. Jaswant, explained the scheme at the launch and screened a short documentary film on MMMUY prepared by the Directorate together with the Information and Public Relations Department.
The core published benefit is straightforward:
- A 60 per cent subsidy on the total cost of inputs. Shri Lok Nath Sharma, Minister for Animal Husbandry and Veterinary Services, said the State Government "has given subsidy of 60% of total cost of inputs", describing it as "an incredible example in the country".
The state government presented MMMUY as a first of its kind, part of the same announcement in which the Pig Production Incentive Scheme was called India's first ever pig production incentive scheme. At the launch, the Chief Minister felicitated eight progressive pig and fish farmers each from all four districts of Sikkim, and handed token cheques to sixteen selected beneficiaries of the companion pig scheme.
Why fish farming in Sikkim?
Sikkim is a landlocked Himalayan state with no marine fishery, so its fish supply depends on inland ponds, tanks, raceways and river fisheries, plus a large volume brought in from outside the state. Cold-water species such as trout suit the higher reaches, while carp and other warm-water species work in the lower belts. A 60 per cent input-cost subsidy is aimed at the part of the cost structure that keeps small fish farmers out of the business, fingerlings and feed, which recur every cycle, rather than one-time pond construction.
The Government of Sikkim placed the scheme inside the state's self-reliance goal. The Chief Minister at the launch spoke about schemes in dairy farming, tourism and other sectors, "encouraged all to explore these sectors as a potential means of livelihood", and urged departments to work in coordination "in order to achieve the goal of Aatmanirbhar Sikkim". The Minister said the state had made consistent effort to generate income sources "with a sole motive to double the income of farmers", and appealed to farmers to "adopt farming, professionally and enhance production for self-sufficiency against increasing demands of pig and fish".
Who is eligible for Mukhya Mantri Matsya Utpadan Yojana?
You can be considered if:
- You are a fish farmer resident in Sikkim. Progressive farmers from all four districts were recognised at the launch, so the scheme runs statewide.
- You hold a pond, tank, raceway or other water body that you own or lawfully occupy, and that the Directorate of Fisheries can inspect.
- You can produce bills for the inputs you are claiming subsidy on, since the subsidy is 60 per cent of documented input cost.
- You hold a bank account in your own name for the subsidy to be credited to.
- You are willing to allow field verification of the unit by a Fishery Officer.
You cannot apply, or are not eligible, if:
- You are not a resident of Sikkim. MMMUY is a state-funded scheme for Sikkimese fish farmers.
- You have no pond, tank or water body under lawful possession. There is nothing to verify and nothing to stock.
- You have already claimed subsidy on the same inputs under the Pradhan Mantri Matsya Sampada Yojana or any other central or state fisheries scheme. The same bill cannot be subsidised twice.
- You cannot produce input bills. A percentage subsidy cannot be computed from an estimate.
- The site cannot be verified at the address given, or the pond does not exist as described.
What the Government of Sikkim has not published about MMMUY
An honest account of the gaps helps more than a filled-in guess. The state's launch announcement is the primary published source for MMMUY, and it does not publish:
- A detailed scheme guideline with the application form and sanction procedure.
- A ceiling on the subsidy per farmer, or a minimum pond area to qualify.
- The exact list of inputs covered; whether fingerlings, feed, pond liners, nets, aerators and transport are all included, and in what proportion.
- Whether the subsidy is available once or every production cycle.
- Any application window or last date.
- A dedicated MMMUY helpline number.
Do not act on any MMMUY figure or condition that does not carry a Government of Sikkim source. Obtain the current written guideline from the Directorate of Fisheries before committing money to a unit on the strength of the subsidy.
What documents are required for MMMUY?
| Document | Mandatory | Notes |

| Input purchase bills: fingerlings, feed, nets, liners | Yes | The basis of the 60 per cent computation |
| Field verification report from the Fishery Officer | Yes | Records pond area, water source and stocking |
| Photographs of the unit | No | Usually attached to the verification report |
How to apply for Mukhya Mantri Matsya Utpadan Yojana
MMMUY has no online form. The scheme runs through the Directorate of Fisheries and its field officers, so the practical route is to get your unit onto the Directorate's records first. Follow these steps:
- Contact the Fishery Officer or Fishery Extension Officer for your block or district, or the Directorate of Fisheries in Gangtok, and ask for the current MMMUY guideline and application format.
- Get your fishery unit recorded; pond or tank area, water source, species stocked and expected production. A unit that is not on the Directorate's register is difficult to sanction against.
- Submit the application with documents; Sikkim Subject Certificate, Aadhaar, bank passbook, land or lease record for the pond, and all input bills: at the district fishery office. Take a dated receiving acknowledgement.
- Allow the field verification. The Fishery Officer will visit, measure the pond, check the stocking and prepare the report the sanction rests on. Be present and keep the bills at hand.
- Follow the file to the Directorate of Fisheries, which consolidates recommended cases for sanction of the 60 per cent input subsidy.
- Keep the bank account active and correctly recorded, so the release does not bounce back once sanctioned.
- Maintain production and purchase records for the cycle, since a repeat claim in a later cycle will be assessed against what the unit actually did.
How do you check the status of an MMMUY claim?
There is no online status tracker for MMMUY. Check in this sequence:
- Your block or district Fishery Officer — whether the verification report has been filed and forwarded.
- The district fishery office, whether the case has been recommended for sanction.
- The Directorate of Fisheries, Government of Sikkim, Gangtok, for sanction-stage queries and long-pending cases.
Why do MMMUY claims get rejected or reduced?
- No input bills, so the 60 per cent cannot be calculated. This is the single most avoidable failure.
- Duplicate claim on inputs already subsidised under the Pradhan Mantri Matsya Sampada Yojana or another scheme.
- The pond does not match the application: smaller area, no water, or no stocking at the time of inspection.
- No lawful title or lease for the pond site.
- Bank account errors, typically a name mismatch or wrong IFSC.
- Application filed after the unit's inputs were consumed with no records left to verify, which leaves the officer nothing to certify.
Where do you take an MMMUY grievance?
- Block or district Fishery Officer, for verification and forwarding delays.
- Directorate of Fisheries, Department of Animal Husbandry, Livestock, Fisheries and Veterinary Services, Government of Sikkim, Gangtok, for sanction and release grievances.
- District Collector; where the departmental route has not answered.
The Government of Sikkim has not published a dedicated MMMUY helpline, so treat any circulating "scheme helpline" number with caution. Applying for MMMUY carries no fee, and no official or agent may charge for a sanction.

Frequently asked questions
What is Mukhya Mantri Matsya Utpadan Yojana?
Mukhya Mantri Matsya Utpadan Yojana is a Sikkim state fisheries scheme launched on 28 October 2021 by Chief Minister Prem Singh Tamang to raise fish production and the income of fish farmers. The Government of Sikkim says the scheme was undertaken by the Department of Animal Husbandry and Veterinary Services, and it is explained and run by the Directorate of Fisheries.
How much subsidy does MMMUY give?
60 per cent of the total cost of inputs. Shri Lok Nath Sharma, Minister for Animal Husbandry and Veterinary Services, said at the launch that the State Government "has given subsidy of 60% of total cost of inputs" under the newly launched PPIS and MMMUY schemes, calling the rate "an incredible example in the country".
Who can apply for Mukhya Mantri Matsya Utpadan Yojana?
Fish farmers resident in Sikkim who have a pond, tank or raceway that the Directorate of Fisheries can physically verify. The launch programme felicitated progressive pig and fish farmers from all four districts of Sikkim, so the scheme is open across the state rather than to one district.
Who cannot apply for MMMUY?
Farmers outside Sikkim are not eligible, since MMMUY is funded from the state budget. A person with no pond, tank or water body under lawful possession cannot apply, and a farmer who has already claimed subsidy on the same inputs under the Pradhan Mantri Matsya Sampada Yojana or another scheme cannot claim the same bills again.
Can I apply for MMMUY online?
No. The Government of Sikkim has not notified any online application portal or downloadable form for Mukhya Mantri Matsya Utpadan Yojana. The application route is offline through the Directorate of Fisheries and its district and block fishery officers.
Is MMMUY the same as the Pig Production Incentive Scheme?
No, they are two separate schemes launched on the same day. Pig Production Incentive Scheme covers pig farmers under the Mukhya Mantri Pashudhan Samriddhi Yojana, while Mukhya Mantri Matsya Utpadan Yojana covers fish farmers through the Directorate of Fisheries. Both were announced with the same 60 per cent input-cost subsidy.
Which officer explained MMMUY at the launch?
Shri N. Jaswant, Director of the Directorate of Fisheries, Government of Sikkim, who explained the new scheme at the launch programme on 28 October 2021 and set out ongoing initiatives of the Directorate. A short documentary film on the scheme, made by the Directorate with the IPR Department, was screened at the same event.
