What is the Pig Production Incentive Scheme?

Pig Production Incentive Scheme, generally written PPIS, is a livestock income scheme of the Department of Animal Husbandry, Livestock, Fisheries and Veterinary Services, Government of Sikkim. Chief Minister Prem Singh Tamang launched it on 28 October 2021 at the convention hall of Saramsa Garden in Ranipool, together with the Mukhya Mantri Matsya Utpadan Yojana for fish farmers.

According to the Government of Sikkim, PPIS was launched under the Mukhya Mantri Pashudhan Samriddhi Yojana, the state's umbrella livestock programme, and the state describes it as India's first ever pig production incentive scheme. The stated purpose, in the government's own words, is "to uplift the economy of the pig and fish farmers and the State as a whole".

Two benefit figures were announced on the record at the launch, and these are the ones a farmer should work from:

  • An annual incentive of Rs 1 lakh to each pig farmer who rears more than twenty pigs. This was announced by the Chief Minister.
  • A subsidy of 60 per cent of the total cost of inputs. This was stated by Shri Lok Nath Sharma, Minister for Animal Husbandry and Veterinary Services, who called the rate "an incredible example in the country".

At the launch programme itself, the Chief Minister handed over token cheques to 16 selected beneficiaries of PPIS and felicitated eight progressive pig and fish farmers each from all four districts of Sikkim. Nine mobile veterinary ambulance vans were flagged off at the same event, which indicates the service backbone the department expected to support the scheme with.

Why does Sikkim run a pig-specific scheme?

Pork is a staple protein across Sikkim and the wider eastern Himalaya, and backyard piggery is one of the few livestock enterprises that works on small hill holdings where dairy or poultry at scale is difficult. Sikkim, however, imports a large share of its pork from outside the state. A scheme that raises the return on rearing more than twenty pigs is aimed squarely at pushing households from backyard rearing towards a small commercial unit, which is what changes the state's supply position.

The Government of Sikkim placed PPIS inside a wider self-reliance framing. The Chief Minister at the launch "urged all the concerned departments to work in coordination in order to achieve the goal of Aatmanirbhar Sikkim", and the Minister said the state had "made consistent effort to generate numerous sources of income with a sole motive to double the income of farmers", appealing to farmers "to adopt farming, professionally and enhance production for self-sufficiency against increasing demands of pig and fish".

Who is eligible for the Pig Production Incentive Scheme?

You can be considered if:

  • You are a pig farmer resident in Sikkim, in any of the state's districts. The launch felicitation covered progressive farmers from all four districts, so the scheme is not district-restricted.
  • You rear more than twenty pigs. This is the specific threshold the Chief Minister attached to the Rs 1 lakh annual incentive.
  • Your piggery unit can be physically verified by the departmental Veterinary Officer or Livestock Development Officer.
  • You hold land or a shed that you own or lawfully occupy for the unit.
  • You have a bank account in your own name for the incentive to be credited to.

You cannot apply, or are not eligible, if:

  • You are not a resident of Sikkim. PPIS is funded from the state budget for Sikkimese farmers.
  • You cannot produce a herd that a Veterinary Officer can count. The Rs 1 lakh incentive is tied to a verifiable stock of more than twenty pigs, so a claim on paper alone will not pass.
  • You have already claimed the same input-cost subsidy for the same inputs under another central or state livestock scheme. Double subsidy on one bill is not allowed.
  • You have no bills or records of input purchase. A 60 per cent input-cost subsidy cannot be calculated without a documented input cost.
  • Your unit cannot meet the department's basic veterinary and biosecurity requirements, which matter particularly for piggery given African swine fever risk in the region.

What is honestly not published about PPIS

Being straight about the gaps is more useful than filling them in. The Government of Sikkim's launch announcement is the primary published source, and it does not publish:

  • A detailed guideline document with the application form, scoring or sanction procedure.
  • An income ceiling, land ceiling or category reservation for applicants.
  • The exact list of inputs covered by the 60 per cent subsidy, or a ceiling on the subsidy amount per farmer.
  • Whether the Rs 1 lakh annual incentive is repeatable every year for the same farmer indefinitely, or capped over a period.
  • An application window or last date.
  • A published departmental helpline number for the scheme.

Do not rely on any figure or criterion for PPIS that does not carry a Government of Sikkim source. Get the current written guideline from your district Animal Husbandry office before making an investment decision on the strength of the subsidy.

What documents are required for PPIS?

Document Mandatory Notes
Sikkim Subject Certificate / Certificate of Identification Yes Domicile proof for state farmer schemes
Aadhaar card Yes Beneficiary identification
Bank account passbook Yes The incentive is credited to the farmer's account
Land or shed ownership/lease document Yes Shows lawful occupation of the unit site
Pig stock certificate from the Veterinary Officer Yes Establishes the "more than twenty pigs" threshold
Input purchase bills (feed, piglets, materials) Yes Basis for computing the 60 per cent subsidy
Photographs of the piggery unit No Usually collected at field verification

How to apply for the Pig Production Incentive Scheme

PPIS has no online portal. The route runs through the department's field machinery, and the Veterinary Officer for your area is the person who effectively opens the file. Follow these steps:

  1. Meet the Veterinary Officer or Livestock Development Officer at your nearest veterinary dispensary or block Animal Husbandry office, and ask for the current PPIS guideline and application format under the Mukhya Mantri Pashudhan Samriddhi Yojana.
  2. Get your piggery unit registered and your stock counted. Ask for a written stock certificate recording the number of pigs, since the Rs 1 lakh incentive turns entirely on the herd exceeding twenty animals.
  3. Assemble the paperwork, Sikkim Subject Certificate, Aadhaar, bank passbook, land or shed document and all input purchase bills, and submit the application at the block or district Animal Husbandry and Veterinary Services office. Take a dated receiving acknowledgement.
  4. Allow the field verification. Departmental staff will visit the unit, count the animals and record the condition of the shed and the feeding arrangement. Be present, and keep the bills available at the site.
  5. Follow the case to the district office, which consolidates recommended cases and forwards them to the Directorate of Animal Husbandry in Gangtok for sanction.
  6. Confirm your bank details once sanction is intimated, and keep the account active. Beneficiaries at the launch were paid by cheque, so also check with the office whether payment for your round is by cheque or by transfer.
  7. Maintain the herd and the records through the year. A yearly incentive is assessed against a herd that still exists, so keep purchase, sale, mortality and vaccination records for the next round.

How do you check the status of a PPIS claim?

There is no online tracker. Check in this order:

  • Your Veterinary Officer or Livestock Development Officer: whether the field verification report has been submitted.
  • The district Animal Husbandry and Veterinary Services office; whether your case has been recommended and forwarded.
  • The Directorate of Animal Husbandry, Government of Sikkim, Gangtok — for sanction-stage queries and for a case that has been pending for months.

Why do PPIS claims get rejected or reduced?

  • Herd count below the threshold at verification. A farmer who had more than twenty pigs when applying but fewer at inspection loses the Rs 1 lakh incentive for that round.
  • No input bills, so the 60 per cent input-cost subsidy cannot be computed and gets dropped or heavily reduced.
  • Duplicate claim for inputs already subsidised under a central livestock scheme.
  • Bank account mismatch, a name or IFSC error that bounces the release.
  • Unit not traceable at the address given at application.
  • Disease event at the unit, where the department may hold the claim pending veterinary clearance rather than reject it outright.

Where do you take a PPIS grievance?

  • Block or district Animal Husbandry and Veterinary Services office, for verification and sanction delays.
  • Directorate of Animal Husbandry, Department of Animal Husbandry, Livestock, Fisheries and Veterinary Services, Government of Sikkim, Gangtok, for cases the district cannot resolve.
  • District Collector, where a departmental grievance has gone unanswered.

The Government of Sikkim has not published a dedicated PPIS helpline number, so be wary of any number circulating as an official scheme helpline. No fee is payable to apply for PPIS, and no official or middleman may charge for a sanction.

Documents required

Sikkim Subject Certificate or Certificate of Identification
Standard Sikkimese domicile proof required for state farmer incentive schemes.
Aadhaar card
Used for beneficiary identification and to prevent the same farm being counted twice.
Bank account passbook
The incentive and subsidy are released to the farmer's own account; the launch programme itself involved handing over cheques to selected beneficiaries.
Land or shed ownership or lease document
Evidence that the piggery unit stands on land the farmer owns or lawfully occupies.
Certificate of pig stock from the Veterinary Officer
The Rs 1 lakh annual incentive is tied to rearing more than twenty pigs, so the herd has to be physically counted and certified.
Purchase bills for feed, piglets and inputs
A 60 per cent input-cost subsidy has to be computed against actual input cost, so keep every bill.
Photographs of the piggery unitoptional
Commonly asked for at the field verification stage along with the inspection report.

Frequently asked questions

What is the Pig Production Incentive Scheme in Sikkim?

Pig Production Incentive Scheme is a Sikkim state scheme launched on 28 October 2021 under the Mukhya Mantri Pashudhan Samriddhi Yojana to raise the income of pig farmers. The Government of Sikkim describes it as India's first ever pig production incentive scheme, and it is run by the Department of Animal Husbandry and Veterinary Services.

How much does the Pig Production Incentive Scheme pay?

An annual incentive of Rs 1 lakh to each pig farmer rearing more than twenty pigs, announced by Chief Minister Prem Singh Tamang at the launch. Separately, the Minister for Animal Husbandry stated that the State Government gives a subsidy of 60 per cent of the total cost of inputs under the scheme.

How many pigs do I need to get the Rs 1 lakh incentive?

More than twenty pigs. The Chief Minister announced "an annual incentive of Rupees One Lakh each to pig farmers who rear more than twenty pigs", so a farmer with twenty or fewer animals does not qualify for that particular incentive, although the 60 per cent input subsidy is described as a scheme-wide benefit.

Who cannot apply for PPIS?

Farmers outside Sikkim are not eligible, since PPIS is a state-funded scheme for Sikkimese pig farmers. A farmer who cannot have the herd physically verified by a Veterinary Officer cannot claim the Rs 1 lakh incentive, and a unit that has already drawn the same input-cost subsidy for the same inputs under another scheme cannot claim it twice.

Can I apply for PPIS online?

No. The Government of Sikkim has not notified an online application portal or downloadable form for the Pig Production Incentive Scheme. Applications go through the block and district offices of the Animal Husbandry, Livestock, Fisheries and Veterinary Services Department.

What is Mukhya Mantri Pashudhan Samriddhi Yojana?

Mukhya Mantri Pashudhan Samriddhi Yojana is the Government of Sikkim's umbrella livestock programme, and the Pig Production Incentive Scheme was launched under it on 28 October 2021. The umbrella covers livestock development work more broadly, with PPIS as its piggery component.

Is the 60 per cent subsidy on the pigs or on the inputs?

On inputs. The Minister for Animal Husbandry and Veterinary Services said the State Government "has given subsidy of 60% of total cost of inputs", which in a piggery context ordinarily means feed, piglets and unit construction materials rather than a payment per animal sold.

Where do I take a PPIS application?

To your block or district Animal Husbandry and Veterinary Services office, through the local Veterinary Officer or Livestock Development Officer. The Directorate of Animal Husbandry under the department in Gangtok is the state-level authority, and the Directorate of Fisheries handles the companion fisheries scheme.
