Income Certificate in Sikkim
Sikkim state government scheme
Income Certificate in Sikkim is issued by the Land Revenue and Disaster Management Department through the Sub-Divisional Magistrate, and applied for online after registering on Sikkim SSO at sso.sikkim.gov.in. The dedicated service page at incomecertificate.sikkim.gov.in sets out four steps; register, log in, submit with documents, and track, with an acknowledgement slip and QR code issued on payment.
Income Certificate in Sikkim is issued by the Land Revenue and Disaster Management Department, signed at Sub-Divisional Magistrate level, and applied for entirely online through Sikkim SSO. Sikkim is one of the few states to have given this single certificate its own dedicated web address: incomecertificate.sikkim.gov.in, and to have published a step-by-step official user manual with screenshots for it, which makes the process unusually easy to follow if you know where to look.
What is a Sikkim Income Certificate and who issues it?
Income Certificate in Sikkim certifies a household's annual income to any authority that has set an income condition. The concerned department is Land Revenue and Disaster Management, and the concerned authority who issues the certificate is the Sub-Divisional Magistrate of the applicant's sub-division. District administrations, including Gangtok and Mangan, publish the service and route citizens to the SSO platform for it.
Sikkim SSO, the Sikkim Go Portal with Single Sign On System: is the front door. As the state describes it, citizens can access multiple government services using a single user account, which removes the need to manage separate logins for different state services. The official user manual for the Income Certificate opens by telling applicants to go to sikkim.gov.in and click Log In, and the whole application then runs inside that logged-in dashboard.
The certificate is used for the usual set of purposes: post-matric and pre-matric scholarships, fee concessions at schools and colleges, income-linked welfare schemes, hostel admissions, and non-creamy-layer determinations for reserved-category candidates.
Who can and who cannot apply for a Sikkim Income Certificate?
Residents of Sikkim can apply. The document list makes the jurisdiction test explicit by asking for an attested copy of the Certificate of Identification, the Sikkim Subject Certificate, the Identification Certificate or the voter's identity card. These are Sikkim-specific status documents, and an applicant who cannot produce one of them cannot complete the application. Somebody living outside Sikkim must approach the revenue authority of the state where they actually reside.
There is no income ceiling on holding the certificate. The certificate records whatever the verified figure is, the ceiling belongs to the scheme reading it, not to the certificate. A nil-income or very-low-income household is as entitled to a certificate as a high-earning one.
The income declared must be the family's, not one member's. Sikkim requires an affidavit in the prescribed format precisely because the declaration is sworn: an applicant is putting a stated income figure on oath, and a household with two earners or with income from land or business alongside a salary must reflect all of it. This is where applications most often go wrong.
You cannot apply on someone else's behalf using your own SSO account in the expectation that the certificate will issue in their name. Where the certificate is for a student, the application is filed in the student's details with the family's income declared, and the account should be created accordingly.
How to apply for an Income Certificate in Sikkim
The official Sikkim user manual sets out the flow. The service page at incomecertificate.sikkim.gov.in summarises it in four stages: Register, Login, Submit, Track — and the manual expands each:
- Register on Sikkim SSO. Open a browser, go to sso.sikkim.gov.in or sikkim.gov.in and click Log In. New users select Create Account and complete registration. Existing users enter their email, password and the captcha to reach the dashboard.
- Open the dashboard and read the Instruction and Guidelines section first. The manual states that the list of necessary documents required to apply for an Income Certificate is published there, and that is the authoritative version.
- Start a new application. The dashboard carries a new application button that opens the Application Details page. Fill in the applicant's particulars and the income being declared.
- Post your photograph and signature into the application, then click Save and Continue.
- Upload the documents. Choose the document's name from the drop-down menu, click Choose File, select the correct file and click upload. The manual warns that the selected file's name must not contain any special characters or symbols, and that its size must not exceed 10 MB.
- Review and pay. After Save and Continue you can check the uploaded documents before final submission, then click Pay and Submit. A confirmation pop-up asks you to confirm.
- Collect the acknowledgement. After a successful transaction the applicant receives an acknowledgement slip along with a QR code, and the application is submitted. You can confirm this by opening My Application, where the status reads Submitted.
What does it cost in Sikkim?
Sikkim's application ends in a "Pay and Submit" step and the document list includes a bank receipt, so a government fee applies. Neither the service page nor the published user manual states the rupee amount, so this guide does not quote a figure. The amount you owe is the one the payment screen displays at the Pay and Submit step; nothing more.
That is the practical safeguard against middlemen. The Sikkim SSO portal is fully citizen-facing: you can register, fill, upload and pay yourself from a phone or computer, and the state has published a screenshot-by-screenshot manual so you do not need anyone to do it for you. Any agent charging a lump sum "to get the certificate issued" is charging for form-filling on top of the government fee. Never share your SSO credentials, that one account opens multiple Sikkim government services tied to your identity, not just this certificate.
How do I check my application status?
Sikkim gives you three ways. The service page states that you can track your application status by SMS, by email, or online. Inside the SSO dashboard, the manual describes three sections: Applied, which shows submitted applications; Approved, which shows accepted ones; and Rejection, which shows rejected ones. There is also an Application Updates section on the dashboard where notifications and updates for your applications appear.
Open My Application to see the live status of any single application. Keep the acknowledgement slip with the QR code, since its reference is what you quote in any follow-up with the SDM office.
Why do Sikkim Income Certificate applications fail?
Two of the commonest failures in Sikkim are purely technical, and both are named in the state's own manual. A file larger than 10 MB will not upload, and a file whose name contains special characters or symbols will be refused. A scan saved as "income proof (1).pdf" or "salary/slip.jpg" fails for that reason alone. Rename files in plain letters and numbers before you start.
The substantive failures are about the declaration. An affidavit that is not in the prescribed format, or that states a figure inconsistent with the supporting documents, is the leading cause of rejection. Missing the COI, SSC, ICC or voter ID attested copy stops the application at the jurisdiction test. Declaring only one earner's income for a multi-earner household contradicts the sworn statement. And an application where the name on the identity document does not match the name entered in the form will stall in verification.
If your application lands in the Rejection section of the dashboard, read the reason recorded there, fix that one thing, and file again rather than opening a parallel offline request.
Where do I go for help or to complain?
Take a delayed application to the Sub-Divisional Magistrate office of your sub-division, since the SDM is the issuing authority for this certificate under the Land Revenue and Disaster Management Department. District administrations also run Single Window facilities, Gangtok district publishes one: where citizens can get assistance with SSO-based applications in person, which is the right place to go if you cannot complete the online form yourself.
For portal problems specifically, such as a registration that will not activate, a payment that was debited without an acknowledgement slip, or a certificate that will not download, use the helpdesk contact published on the Sikkim SSO portal and on eservices.sikkim.gov.in. Quote your application reference and the QR-coded acknowledgement slip in every message.

Frequently asked questions
Which department issues the Income Certificate in Sikkim?
The Land Revenue and Disaster Management Department issues the Income Certificate in Sikkim, and the Sub-Divisional Magistrate is the concerned authority who signs it. Applications are received through the Sikkim SSO platform rather than at a departmental counter.
How do I apply for a Sikkim Income Certificate online?
Register on Sikkim SSO at sso.sikkim.gov.in, log in, fill the application with your photograph and signature, upload the documents, and pay and submit. The dedicated service page at incomecertificate.sikkim.gov.in sets out exactly these four stages — Register, Login, Submit and Track.
What is Sikkim SSO?
Sikkim SSO is the state's single sign-on gateway, where, as the portal puts it, citizens can access multiple government services using a single user account. One registration removes the need to maintain a separate login for each Sikkim service.
What is the file size limit for uploads?
Each uploaded file must not exceed 10 MB and the file name must not contain special characters or symbols, according to the official Sikkim user manual. Applications commonly stall at this step because of a file named with brackets or slashes.
What do I get after submitting?
After a successful transaction the applicant receives an acknowledgement slip carrying a QR code, and the application status shows as Submitted under My Application. Keep that slip — the QR code and reference are what you quote in any follow-up.
How do I track my Sikkim Income Certificate application?
Open the "My Application" section of your SSO dashboard, where the status of each application is displayed. Sikkim also sends notification by SMS and email, and the dashboard separates applications into Applied, Approved and Rejection sections.
Where do I find the official list of required documents?
The Instruction and Guidelines section of your Sikkim SSO dashboard carries the list of necessary documents for the Income Certificate. Check it before you begin, because it is the version the SDM office will actually apply.
How long is a Sikkim Income Certificate valid?
Income certificates state the most recent financial year's income, so scholarship portals and institutions in Sikkim generally require one issued within the current year. Apply for a fresh certificate each year rather than resubmitting an old one.
