What is the Hon'ble Chief Minister's Merit Scholarship Scheme?

Hon'ble Chief Minister's Merit Scholarship Scheme, listed on the departmental portal as the HCM Merit Scholarship, was launched by the Education Department, Government of Sikkim in 2010. The scheme provides free education up to the graduation level to talented and deserving children from underprivileged families, giving them the chance to study in reputed public schools both within and outside the State.

The mechanism is unusual and worth understanding before anything else. This is not a cash scholarship paid into a bank account. Selected students are admitted to public schools empanelled with the HRD Department, and their academic fees are waived. The benefit is a school place plus a fee waiver that continues all the way to graduation, not a monthly or annual stipend.

The scheme identifies its candidates through the government school system. Each government school's class 5 topper is nominated by the head of the school, and the nominated children sit a written Selection Test conducted by the Examination Section of the HRD Department. The children who clear that test are allotted seats in the empanelled schools.

Key features

  • Free education up to graduation level. A full waiver of academic fees.
  • Admission into reputed public schools empanelled by the HRD Department, inside or outside Sikkim.
  • Entry point is class 5, immediately after the annual examination result.
  • Candidates are nominated by the head of the government school, not by direct public application.
  • Selection is by written test, not by the class 5 rank alone.
  • Running since 2010.

The Education Department of Sikkim is also referred to as the Human Resource Development Department (HRDD), and both names appear on official material for this scheme. The department portal at education.sikkim.gov.in carries the HCM Merit Scholarship in its student services section.

Who is eligible for the Sikkim CM Merit Scholarship?

A child can be nominated if all of these are true:

  • The child is a local student of Sikkim.
  • The child is between 11 and 12.5 years of age at the time of application.
  • The child studied from class 1 to class 5 in a government school in Sikkim.
  • The child secured the 1st rank in the class 5 annual examination.

If the first-ranked student does not qualify, the next eligible student in rank will be considered. The guidelines make provision for this, so a school does not lose its opportunity when its topper opts out or fails the test.

All eligible candidates must appear for the Selection Test conducted by the Examination Section of the HRD Department. Nomination establishes eligibility; the test decides selection.

A child cannot apply, or is not eligible, if:

  • The child studied in a private school during any part of classes 1 to 5. The scheme is restricted to children educated in Sikkim government schools throughout the primary stage.
  • The child is outside the 11 to 12.5 year age band at the time of application. A child who is too young or has repeated a year and is too old falls out on age alone.
  • The child did not top the class 5 annual examination, and no higher-ranked student has vacated the nomination.
  • The child is not a local student of Sikkim.
  • The child does not appear for the Selection Test, or does not clear it.

There is no route into the scheme by direct application from a parent. A family whose child meets every criterion but whose school does not send the nomination has no separate channel, which is why the first step below is contacting the school rather than the department.

What documents are required?

Document Mandatory Notes
Class 5 annual examination result showing 1st rank Yes The core merit qualification
Nomination by the head of the government school Yes The only route into the scheme
Birth certificate or age proof Yes Age must be 11 to 12.5 years at application
Proof of classes 1 to 5 in a Sikkim government school Yes School records or head's certificate
Proof of being a local student of Sikkim Yes SSC, COI or equivalent
Family income or underprivileged status document No May be sought at verification
Passport-size photographs Yes For the file and the test admit card

The age proof is the document most often found wanting. The band is narrow: 11 to 12.5 years, and it is measured at the time of application, so a birth certificate with a date that does not match the school register will stall the nomination.

How to apply for the Hon'ble Chief Minister's Merit Scholarship

  1. Contact the government school. Parents or guardians approach the school their child attends and confirm that the school will nominate for the scheme in the current session.
  2. The head of the school nominates the 1st rank holder of the class 5 annual examination.
  3. Submit documents to the HRD Department. The nominated student submits the required documents: class 5 result, age proof, proof of study in a government school, and local-student proof — to the Human Resource Development Department.
  4. Appear for the written Selection Test conducted by the Examination Section of the HRD Department on the date notified.
  5. Check the selection result. Selected students are announced on the basis of test performance and document verification.
  6. Take up the allotted seat. Selected students are allotted seats in the public schools empanelled with the HRD Department, within or outside the state.

What does a selected student actually receive?

A selected student receives two things. The first is admission into a reputed public school empanelled by the HRD Department, which may be inside Sikkim or in another state. The second is a full waiver of academic fees up to the graduation level, that is, the waiver does not stop at class 10 or class 12, but is designed to carry the student through to a first degree.

Because the benefit is a fee waiver rather than a cash transfer, families should plan for the costs the waiver does not cover. Ask the allotted school specifically what falls outside "academic fees": boarding, uniform, travel to a school outside Sikkim, and examination or board fees are the usual items to clarify in writing at the time of admission.

How do you check the selection result?

The HRD Department announces selected students on the basis of test performance and verification. Since nomination runs through the school, the school remains the practical channel throughout:

  • Ask the head of the government school for confirmation that the nomination was forwarded, and for the notified test date.
  • Keep the admit card or acknowledgement issued for the Selection Test.
  • Watch the circular and notification section on education.sikkim.gov.in, where the department publishes its orders and notifications.
  • For a specific case, approach the Examination Section of the HRD Department, which conducts the test, or the Scholarships Section of the Education Department.

Why nominations and applications fail

  • The school did not nominate, most often because the school was not aware the nomination window was open. Parents should raise this with the head of the school early, immediately after the class 5 result.
  • Age outside the 11 to 12.5 year band at the time of application.
  • A break in government school study between classes 1 and 5, including a year in a private school.
  • Date of birth mismatch between the birth certificate and the school register.
  • Class 5 rank not first, and no vacancy created by a higher-ranked candidate dropping out.
  • Absence from the Selection Test, which ends the candidature for that year.
  • Local-student status not established.

Some of these are recoverable within the same cycle. A record mismatch can be corrected by the school before the file goes forward, and a documented illness on the test date is worth raising with the Examination Section rather than assuming nothing can be done.

Key dates and how the annual cycle works

The Education Department has not published a fixed calendar last date for this scheme. In practice the cycle is fixed by the school year: the class 5 annual examination result produces the rank list, the head of the school nominates soon after, documents go to the HRD Department, and the Selection Test follows on a date notified by the Examination Section.

Families should therefore treat the class 5 result as the trigger. Speak to the school in the same week the result is declared, and have the birth certificate, school records and local-student proof ready before the nomination is sent, rather than assembling them after.

Where to raise a grievance

  • Head of the government school: first point of contact for nomination questions.
  • Scholarships Section, Education Department, Government of Sikkim, listed at sikkim.gov.in, for eligibility and scheme questions.
  • Examination Section, HRD Department, for matters relating to the Selection Test.
  • Education Department, Tashiling Secretariat, Gangtok, Sikkim 737101, phone 03592-202218, as listed on the departmental page of sikkim.gov.in.

Nomination and the Selection Test are free. No agent can secure a nomination or a seat in an empanelled school, and no fee is payable to any individual for either step.
