Poompuhar State Award
Tamil Nadu state government scheme
Poompuhar State Award honours ten of Tamil Nadu's best artisans each year with a cash prize of Rs 50,000, a four-gram gold medal, a tamirapathiram and a certificate. Economically backward awardees also become eligible for a monthly pension of Rs 3,500 after 60. Apply at the TNHDC head office on Anna Salai, Chennai.
What is the Poompuhar State Award?
Poompuhar State Award is the highest recognition Tamil Nadu gives its handicraft artisans. The award is administered by the Tamil Nadu Handicrafts Development Corporation Limited (TNHDC), trading as Poompuhar, under the Handlooms, Handicrafts, Textiles and Khadi Department, Government of Tamil Nadu.
Every year ten of the best artisans in the field who have contributed to the development of the crafts of Tamil Nadu are selected. Each awardee receives:
| Component | Value |
|---|---|
| Cash prize | Rs 50,000 |
| Gold medal | Four grams |
| Tamirapathiram (copper plate citation) | One |
| Certificate | One |
The tamirapathiram. An inscribed copper plate; is the traditional Tamil form of a formal citation, and its use here is deliberate: the award is presented in the idiom of the crafts it honours.
The pension that follows the award. The component most applicants overlook is not the prize money. State awardees who are economically backward become eligible for a monthly pension of Rs 3,500 after completing 60 years of age, under the Government of India's provision for master craftspersons. For an artisan in a hereditary craft with no employer, no provident fund and no pension, a lifelong monthly payment is worth many times the one-time Rs 50,000. This is the strongest practical reason to apply while the work and the evidence of it are still in hand.
Who can apply for the Poompuhar State Award, and who is not eligible
An artisan can apply if:
- The applicant is a native of Tamil Nadu.
- The applicant is above 30 years of age. The award recognises a body of work, and the age floor reflects that.
- The applicant is a practising artisan who has made a substantial contribution to handicrafts, the criterion on which the selection is made.
An artisan is not eligible if:
- The artisan has already received the Poompuhar State Award. Previous awardees cannot apply again; the award is once in a lifetime.
- The applicant is below 30 years of age. Younger craftspeople should instead enter the Gen Next competition award, which TNHDC runs specifically for emerging young craftspeople.
- The applicant is not a native of Tamil Nadu.
- The applicant is not an artisan, a trader, exporter or retailer of handicrafts, however substantial, is outside this award. TNHDC runs a separate Handicraft Export Award for exporters.
There is no income test to apply. Economic backwardness matters only for the separate Rs 3,500 monthly pension that follows the award after 60.
How to apply for the Poompuhar State Award
- Obtain the application form for the Poompuhar State Award from the Tamil Nadu Handicrafts Development Corporation. Award notifications and forms are published on the corporation's site at tnhdc.poompuhar.com.
- Assemble the evidence of your craft work; photographs of pieces made, descriptions of technique, details of exhibitions, sales, training given to others, and any earlier recognition. The award turns on demonstrated contribution to the craft, so this is the substance of the application, not a formality.
- Attach the supporting documents: proof of age showing you are above 30, proof of Tamil Nadu nativity, artisan identity or evidence of practising the craft, passport-size photographs and bank account details.
- Submit the completed application form and documents during office hours, Monday to Friday, at the Poompuhar Head Office, Tamil Nadu Handicrafts Development Corporation, 759, Anna Salai, Chennai 600 002.
- Apply within the notified window. TNHDC announces submission dates each year. For 2025-26, the submission window for its artisan award schemes. The Living Craft Treasure Award, Team Production Award, Utility Based Handicraft Award, Handicraft Export Award, Poompuhar District Craft Award and Gen Next competition award; was extended up to 10 September 2025. Confirm the current year's dates with TNHDC before posting.
- Await the selection. Ten artisans are chosen for the year, and the awards are presented at a formal ceremony.
- After turning 60, pursue the pension if you are economically backward, through TNHDC, which is the corporation that holds the record of your state award.
What other awards Poompuhar gives artisans
The Poompuhar State Award is the apex of a ladder of recognition, and an artisan who is not yet ready for it should be climbing the rest:
- Living Craft Treasure Award, for masters of endangered or rare craft traditions.
- Poompuhar District Craft Award, district-level recognition, the usual route by which an artisan first comes onto the corporation's record.
- Team Production Award โ for groups of artisans working collectively, which recognises that many Tamil Nadu crafts are workshop rather than individual traditions.
- Utility Based Handicraft Award, for craft that adapts to contemporary use, the single most important survival question for a traditional craft.
- Handicraft Export Award, for exporters, including the Award for Best Exporters carried in the Handlooms, Handicrafts, Textiles and Khadi Department's 2025-26 policy note with an allocation of Rs 1.00 lakh.
- Gen Next competition award, for emerging young craftspeople, the entry point for artisans below the Poompuhar State Award's age floor of 30.
Applying for a district craft award first is sensible strategy: it puts an artisan's work into TNHDC's records, which is where a later state award application is judged from.
What else TNHDC does for artisans
The award sits inside the corporation's wider artisan development programme:
- Common Facility Centres to 14 infrastructure hubs across Tamil Nadu offering machinery and training that an individual artisan could never buy alone.
- Tool kit distribution; free improved tools supplied to artisans for skill enhancement.
- Training workshops: skill upgradation programmes in design and technique.
- Urban Haats; permanent marketing centres in tourist locations at Kanyakumari and Mamallapuram, giving artisans direct retail access to visitors.
- Craft awareness camps: information sessions on government welfare enrolment and business support, which is where many artisans first learn what they are entitled to.
- Geographical indication protection: GI tags secured for 14 traditional crafts of Tamil Nadu, protecting the name of a craft against imitation from outside its region.
For an artisan, the practical order is: attend a craft awareness camp, get onto the corporation's rolls, use the Common Facility Centre and tool kit, sell through an Urban Haat or the Poompuhar showrooms, win a district craft award, and then apply for the Poompuhar State Award with a documented body of work.
Why applications are unsuccessful
- Thin evidence of craft work. An application with no photographs and no record of pieces made cannot be judged. This is the commonest failing.
- Below the age of 30, which is a hard floor.
- Previous awardee. The Poompuhar State Award cannot be won twice, and a repeat application is set aside.
- Not a native of Tamil Nadu.
- Submitted after the notified date. TNHDC's windows are fixed and announced; a late application waits a year.
- Only ten awards a year. Many strong applications are simply not among the ten selected, and reapplying in a later year with a stronger portfolio is the right response.

How to check your Poompuhar State Award application status
There is no online tracking portal or application ID for the Poompuhar State Award. The process runs on paper through the TNHDC head office, so status follow-up is manual, not digital.
- Confirm receipt first. When you submit the form and documents at the Poompuhar Head Office on Anna Salai, ask the receiving official for an acknowledgement or a receipt stamp on your copy of the application. This is the only proof you have that the application reached TNHDC, and you should not leave the office without it.
- Call the TNHDC office directly. Phone 044-28521271 during office hours, Monday to Friday, and ask about the status of your application, quoting the year you applied and the craft category. Since there is no tracking number, be ready to give your name and the date you submitted the form.
- Email as a written follow-up. Write to tnhdc@tn.gov.in with your name, address, craft, and the date and place of submission. An email creates a paper trail if you need to raise the matter again later, which a phone call alone does not.
- Watch tnhdc.poompuhar.com for the announcement. TNHDC does not notify unsuccessful applicants individually. The result becomes visible only when the ten selected artisans for the year are announced, typically around the award ceremony. If your name is not among the ten announced, your application was not selected for that year; there is no separate rejection letter to wait for.
- Visit in person if you are local to Chennai. For an applicant based in or near Chennai, a visit to the Anna Salai office during office hours to ask about the file in person is often faster and more reliable than a phone call, especially close to the selection period.
- After winning, status tracking shifts to the pension. Once you are named a state awardee and later apply for the Rs 3,500 monthly pension after turning 60, the same office and helpline are the point of contact for the status of that pension application as well, since TNHDC holds the record linking the award to the pension eligibility.
