What is Personal Accident Relief for Differently Abled Persons?

Personal Accident Relief is a compensation payable by the Tamil Nadu Welfare Board for Differently Abled Persons to members who suffer an accident, and to the families of members who die in one. The Board sits under the Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu.

The Government of Tamil Nadu constituted the Board in 2007 to provide welfare schemes for the differently abled and their family members. The Board was reconstituted during 2022, with the Honourable Minister for Social Welfare and Women Empowerment as Chairperson along with new members.

This is a membership benefit, not an entitlement. Differently abled persons above the age of 10 years can register themselves in the Welfare Board through the District Differently Abled Welfare Office to avail social security benefits for themselves and their family members. A person who has never registered cannot claim after an accident, which is the single most important practical fact on this page.

How much does personal accident relief pay?

The Welfare Board's published schedule of assistance sets out three accident heads and two death heads:

Head Amount
Death due to accident Rs 2,00,000
Loss of hand, or leg, or sight in both eyes, and total loss Rs 2,00,000
Loss of one hand or one leg or sight in one eye, or total loss of vision Rs 50,000
Financial assistance to meet funeral expenses Rs 2,000
Natural death of a differently abled person Rs 15,000

The amounts were doubled in 2023-24. The department records that "in the financial year 2023-24, the amount of assistance has been doubled, for the scheme such as accident relief, medical assistance, scholarships, etc., with the increased allocation of Rs.200.00 lakh." Older listings of this scheme, including the summary on the national myScheme portal, still show the pre-2023-24 ceiling of Rs 1,00,000; the figure in the department's 2025-26 Policy Note is Rs 2,00,000.

Who is eligible for personal accident relief, and who is not eligible?

You can claim if:

  • You are a differently abled person registered as a member of the Tamil Nadu Welfare Board for Differently Abled Persons. Registration is done through the District Differently Abled Welfare Office.
  • You were above 10 years of age at the time of registration, which is the Board's minimum age for enrolment.
  • You hold a disability certificate and the National Identity Card for the Differently Abled or a UDID card.
  • You suffered an accident resulting in death, or in loss of hand, leg or sight, and you can evidence it with a police report and medical records.
  • You are a resident of Tamil Nadu.

Your family can claim on your behalf where the accident caused your death, provided you were a registered member.

You cannot claim if:

  • You were never registered with the Welfare Board. This is the commonest reason a claim fails, and it cannot be cured after the event. A differently abled person who is not yet a member is not eligible for any Board benefit and should register today rather than after something goes wrong.
  • You have no disability certificate, since Board membership rests on it.
  • The loss was not caused by an accident. Death from illness is compensated under the separate natural death head at Rs 15,000, not under accident relief.
  • You are outside Tamil Nadu.
  • You are a family member of a differently abled person who is not himself or herself differently abled, claiming for your own accident. The Board's accident relief attaches to the member.

No income limit is published for the Board's accident relief.

How to apply for personal accident relief

Register first: before anything happens.

  1. Get the disability certificate from the appropriate certifying medical authority, through the medical boards at Government Medical College Hospitals, District Headquarters Hospitals, Taluk and non-Taluk hospitals, or at special camps. The State Resource cum Training Centres at Chennai and Tiruchirappalli also issue certificates.
  2. Obtain the National Identity Card for the Differently Abled from the District Differently Abled Welfare Office, or generate the UDID card through swavlambancard.gov.in.
  3. Register with the Tamil Nadu Welfare Board for Differently Abled Persons through the District Differently Abled Welfare Office. Differently abled persons above the age of 10 years are eligible to enrol, and enrolment opens every Board benefit at once, not just accident relief.
  4. Keep the membership record safe and tell your family where it is, because they will need it if they ever have to claim on your behalf.

Then, if an accident occurs:

  1. Report the accident to the police and obtain the First Information Report or accident report. This is the primary evidence for an accident relief claim.
  2. Collect the medical records; hospital discharge summary and a medical certificate recording the loss of limb or sight: or, in the case of death, the death certificate and a legal heir certificate.
  3. File the claim with the District Differently Abled Welfare Officer, attaching the Welfare Board membership record, National Identity Card or UDID card, disability certificate, police report, medical records, Aadhaar and a bank passbook copy, and collect the acknowledgement.
  4. Follow up at the district office until the relief is credited to the member's or the legal heir's account.

What documents are required?

Document Mandatory Notes
Welfare Board membership record Yes The precondition for the entire claim
National Identity Card or UDID card Yes Establishes disability status
Disability certificate Yes From the certifying medical authority
FIR or accident report Yes Police evidence of the accident
Medical records of the injury Yes Discharge summary and medical certificate
Death certificate No Where the claim is for accidental death
Legal heir certificate No Where the family claims after a death
Aadhaar card Yes Identification
Bank passbook Yes For crediting the relief

What else does Welfare Board membership carry?

Accident relief is one line in a long schedule, and a member should know the rest:

  • Natural death of a differently abled person, Rs 15,000
  • Funeral expenses; Rs 2,000
  • Marriage assistance, to either husband or wife โ€” Rs 2,000
  • Maternity assistance for female members; Rs 6,000 for pregnancy, Rs 3,000 for miscarriage or termination, and Rs 9,000 for caesarean section
  • Assistance for alpha beds, Rs 6,000
  • Financial assistance for the purchase of spectacles
  • Annual scholarships for the sons and daughters of members, on a detailed scale: Rs 2,000 for a daughter studying SSLC and for a son or daughter who has cleared SSLC; Rs 2,000 for a daughter in 11th standard; Rs 3,000 for a daughter in 12th standard and for those who clear 12th; Rs 3,000 for undergraduate study, rising to Rs 3,500 with hostel stay; Rs 4,000 for postgraduate study, rising to Rs 6,000 with hostel stay; Rs 5,000 for law, engineering, medicine, veterinary science and equivalent professional courses, rising to Rs 6,000 with hostel stay; Rs 6,000 for professional postgraduate courses, rising to Rs 8,000 with hostel stay; and Rs 2,000 for vocational training institutes or technical colleges, rising to Rs 2,500 with hostel stay.

Read as a whole, the Board is closer to a family social security scheme than to an accident policy, which is why registering early is worth doing even for a person who expects never to make an accident claim.

How to check the status of a claim

  1. Return to the District Differently Abled Welfare Officer with the acknowledgement. Welfare Board claims are processed at district level.
  2. Call the toll-free helpline 1800-425-0111, or use the WhatsApp video call number 9499933703 if you are hearing impaired.
  3. Contact the Commissionerate at No. 5, Kamarajar Salai, Chennai 600 005, on 044-28444940, or by email at scd.tn@nic.in.

Why accident relief claims fail

  • No Welfare Board membership. The Board pays its members. Registration through the District Differently Abled Welfare Office is the fix, and it must be done before the event.
  • No police report. An accident claim without an FIR or an official accident report is very hard to sustain.
  • Medical records do not record the loss. The claim heads are specific: hand, leg, sight in one or both eyes, so the medical certificate must state exactly what was lost.
  • Wrong head claimed. Death from illness falls under natural death at Rs 15,000, not under accident relief at Rs 2,00,000.
  • No legal heir certificate where a family claims after a member's death, which stalls payment even when the claim is otherwise good.
  • Bank account not Aadhaar-seeded or not in the claimant's name.

Where to complain

  • District level: the District Differently Abled Welfare Officer.
  • State level: the Assistant Special Officer, Office of the Commissionerate for Welfare of the Differently Abled, No. 5, Kamarajar Salai, Chennai 600 005, telephone 044-28444940.
  • Board level: the Tamil Nadu Welfare Board for Differently Abled Persons, chaired by the Minister for Social Welfare and Women Empowerment.
  • Toll-free helpline: 1800-425-0111.
