Tamil Nadu state government scheme
Pre Examination Training Centre For All India Service Examinations is a Tamil Nadu scheme giving Adi Dravidar and Tribal candidates free coaching, boarding and lodging for the IAS, IPS and IRS examinations. Candidates whose parental income exceeds Rs 1,00,000 a year pay mess charges of Rs 1,200 a month. Apply at the Anna Institute of Management, Chennai 600 028.
What is the Pre Examination Training Centre scheme?
Pre Examination Training Centre For All India Service Examinations Like I.A.S., I.P.S., I.R.S., Etc. is a coaching scheme of the Adi Dravidar and Tribal Welfare Department, Government of Tamil Nadu, introduced on 7 May 2012. The scheme gives candidates from the Adi Dravidar and Tribal communities free coaching for the All India Services examinations, together with free boarding and lodging, so that a graduate from a poor household in a district town can prepare in Chennai on the same terms as a candidate who can afford a private coaching institute.
The training is delivered through the Anna Institute of Management, Chennai 600 028, the state's own training institution for public administration, which also runs civil services coaching for other categories of candidate. The Institute is where application forms are issued and submitted.
The only money a candidate may have to pay is the mess charge. Scheme descriptions record that mess charges of Rs 1,200 per month are payable by students whose parental income is above Rs 1,00,000 per annum. Below that threshold, food is free as well.
Candidates searching in Tamil will find civil services coaching centres referred to as pottith thervu payirchi maiyam.
Key facts
- Benefit: free coaching, free boarding and free lodging.
- Target examinations: IAS, IPS, IRS and other All India Services, conducted by the Union Public Service Commission.
- Mess charge: Rs 1,200 a month, only where parental income exceeds Rs 1,00,000 a year.
- Delivered by: Anna Institute of Management, Chennai.
- Introduced: 7 May 2012.
Who is eligible for the free civil services coaching?
You can apply if:
- You are a resident of Tamil Nadu, evidenced by a nativity certificate.
- You belong to the Adi Dravidar, Christian Adi Dravidar or a recognised Scheduled Tribe community, evidenced by a community certificate.
- You are a graduate, or are in the final year of a degree. The UPSC Civil Services Examination requires a degree from a recognised university, so the coaching centre applies the same requirement.
- You are within the age limits for the examination, taking into account the relaxation available to Scheduled Caste and Scheduled Tribe candidates.
- You are selected in the centre's own screening, since places are limited and admission is competitive on academic record and, in most years, a written screening test.
You cannot apply, or are not eligible, if:
- You do not belong to the Adi Dravidar, Christian Adi Dravidar or Scheduled Tribe communities. Backward Class, Most Backward Class and minority candidates in Tamil Nadu have separate coaching arrangements through their own welfare department, and general-category candidates through other institutions.
- You are not a resident of Tamil Nadu.
- You have not completed a degree and are not in the final year of one.
- You have exhausted your UPSC attempts or crossed the upper age limit, since the coaching would serve no purpose.
- You are looking for coaching for state-level examinations only. The centre is directed at the All India Services; TNPSC-focused coaching is run separately by other institutions and by departmental hostels.
- You are unwilling or unable to reside at the centre for the duration of the course. The scheme is residential in design, which is precisely what makes the free boarding and lodging valuable.
What does the training include?
| Component | Position for a selected candidate |
|---|---|
| Coaching for Preliminary and Main examinations | Free |
| Lodging at the centre | Free |
| Boarding, parental income up to Rs 1,00,000 | Free |
| Boarding, parental income above Rs 1,00,000 | Rs 1,200 per month mess charge |
| Study material and library access | Provided by the institute |
| Application form and selection | Free of charge |
Departmental hostels reinforce the same preparation outside the centre. The 2025-26 policy note records that hostels are supplied with library books and magazines at Rs 1,450 a year for high and higher secondary schools, Rs 3,690 for school hostels and Rs 7,997 for college hostels, and that college hostels receive daily newspapers plus Yojana, Kurukshetra, Employment News, India Today, the India Year Book and question banks for competitive examinations, material assembled specifically to prepare students "for other competitive examinations including civil service examinations."
The department also runs online and direct entrance coaching for CLAT, with about 100 students coached directly at Chennai, and coaching classes for the JEE entrance examination, through online and direct modes. A candidate who narrowly misses selection for the civil services centre should check whether one of these parallel programmes fits.

How to apply for the pre-examination training centre
- Watch for the batch notification from the Adi Dravidar and Tribal Welfare Department or the Anna Institute of Management. Notifications are also circulated through District Adi Dravidar and Tribal Welfare Officers and departmental college hostels.
- Collect the application form from the office of the Director, Anna Institute of Management, Chennai 600 028. The form is issued free of charge.
- Fill in the form with your personal details, community, educational record from class 10 onwards, parental income, and the examination you intend to attempt.

- Join the course on the date allotted, carrying the originals of all documents for verification, and complete the hostel admission formalities.
- Pay the mess charge of Rs 1,200 a month only if your parental income exceeds Rs 1,00,000 a year; otherwise boarding is free.
There is no online application portal for this scheme. Candidates in the districts should ask their District Adi Dravidar and Tribal Welfare Officer to obtain and forward the form rather than travelling to Chennai twice.
How to check the status of your application
- Contact the office of the Director, Anna Institute of Management, Chennai, quoting the acknowledgement given on submission.
- Ask your District Adi Dravidar and Tribal Welfare Officer whether the selection list has been circulated to the districts.
- Watch for a call letter for the screening test or for joining, sent to the address and mobile number on the form. Keep both current.
- Escalate an unanswered application to the Directorate of Adi Dravidar Welfare, and if necessary through cmhelpline.tn.gov.in.
Common reasons an application fails
- Community certificate not produced. The scheme is community-specific and there is no discretion on this.
- Not yet a graduate. A candidate in the second year of a degree cannot be admitted; the examination itself requires graduation.
- Applied after the last date. Batch notifications carry short windows. Register your interest with the District Adi Dravidar and Tribal Welfare Officer so that you hear about the notification early.
- Income certificate missing. Without it the institute cannot decide the mess charge, and the form is treated as incomplete.
- Weak academic record where selection is competitive. Places are limited. Candidates not selected should ask about the department's other coaching programmes and about the hostel-based competitive examination material.
- Unable to reside in Chennai. The scheme's value lies in its residential design; a day-scholar arrangement is not what is on offer.
Help and grievance redressal
- Director, Anna Institute of Management, Chennai 600 028; forms, selection and the course itself.
- District Adi Dravidar and Tribal Welfare Officer — notifications, forms and forwarding of applications from the districts.
- Directorate of Adi Dravidar Welfare: tnadw.tn.gov.in
- e-Sevai helpline for community, income and nativity certificates: 1800 425 6000
- Chief Minister's Special Cell: cmhelpline.tn.gov.in
The application, the selection and the coaching are all free. The only lawful payment under this scheme is the Rs 1,200 monthly mess charge for candidates above the income threshold, and it is paid to the institute, never to an individual.
An honest note on the published material
This is a small, long-standing scheme with limited current documentation. The core facts above, free coaching, free boarding and lodging, the Rs 1,200 mess charge above a parental income of Rs 1,00,000, the 7 May 2012 introduction and the Anna Institute of Management as the application point; are consistently reported in scheme descriptions and district administration material. The department's most recent policy note does not restate the centre's intake or current batch schedule, so candidates should treat the District Adi Dravidar and Tribal Welfare Officer and the Anna Institute of Management as the authoritative source on whether a batch is running in any given year.
