What is the Top Class Education for SC Students scheme?

The Central Sector Scholarship Scheme of Top Class Education for Scheduled Caste Students is a fully centrally-funded scholarship run by the Department of Social Justice and Empowerment under the Ministry of Social Justice and Empowerment. It is designed to remove the cost barrier for meritorious Scheduled Caste students who secure admission to India's most competitive institutions but cannot afford the fees.

According to the National Portal of India, the scheme covers the full tuition fee and non-refundable charges levied by a notified institution, and adds an academic allowance of Rs 86,000 in the first year and Rs 41,000 in each later year to cover living costs, books, a computer and other study expenses. For students in private-sector institutions, the tuition and non-refundable charges reimbursed are capped at Rs 2 lakh per student per year; in government institutions the actual fee is met in full.

Who is eligible for the Top Class Education for SC Students scheme?

You can apply if:

• You belong to the Scheduled Caste category and can produce a valid caste certificate.
• You are pursuing a full-time course beyond Class 12 at an institution notified under this scheme.
• Your total annual family income from all sources does not exceed Rs 8 lakh.
• You are within the family limit of two siblings benefiting from the scheme.

You cannot apply if:

• You do not belong to the Scheduled Caste category.
• Your family income is above Rs 8 lakh a year.
• You are studying at an institution that is not on the notified list, the scheme is strictly limited to designated institutes of excellence.
• You are the third or later sibling in a family already drawing the benefit for two children.
• You are enrolled in a distance or part-time programme rather than a full-time course.

Students who have studied Class X at a Central, State or Municipal Government or government-aided school (except Kendriya Vidyalayas) are automatically qualified under the scheme on meeting the other conditions, according to the scheme guidelines.

What benefits does the scheme provide?

How to apply for the Top Class Education for SC Students scheme

The scheme is administered through the National Scholarship Portal (NSP) and there is no fee to apply.

1. Go to the National Scholarship Portal at scholarships.gov.in and register as a new applicant during the annual application window, or log in if you already have an NSP ID.
2. Select the Top Class Education for SC Students scheme and open the application form.
3. Fill in your personal, academic, family income and bank details, matching them to your Aadhaar and admission records.
4. Upload the SC certificate, income certificate, admission proof, fee structure and bank passbook.
5. Submit the application and note the application ID. Your institution verifies it at Level 1, after which it moves to the state and ministry for final sanction.
6. Track the status on the portal; the allowance is released to your Aadhaar-seeded account after verification.
