A Unique Disability ID (UDID) / Swavlamban Card application is more often delayed than outright rejected, but it can stall or fail for a handful of clear reasons: the file waits at medical assessment, Aadhaar details do not match, uploaded documents are unclear, the condition falls outside the 21 disabilities the framework covers, or a valid UDID already exists. Issued free by the Department of Empowerment of Persons with Disabilities, the card carries no fee, so no genuine rejection is ever about money. Delay vs rejection, which are you facing?

Most "rejections" people report are really delays in the certification pipeline, chiefly at the medical assessment stage. A true rejection happens only when the case cannot be certified at all, most commonly a condition outside the 21 RPwD Act, 2016 disabilities, or a duplicate application. Check your Track Your Application Status result first: a pending stage needs follow-up, not a fresh application.

The reasons and the fix for each

  1. Waiting at medical assessment (most common). A designated doctor or medical board must physically examine you and record the percentage; nothing moves until then. Fix: attend the assessment when the CMO office or DDRC calls you. If no date has come, follow up with the District Disability Rehabilitation Centre.

  2. Aadhaar detail mismatch. A difference in name, date of birth or gender between your form and your Aadhaar record blocks verification. Fix: correct the mismatch, update Aadhaar or the form so the two agree; using the update option in your applicant dashboard rather than filing afresh.

  3. Unclear uploaded documents. Blurred photographs or unreadable scanned certificates are returned for re-upload. Fix: upload a clear colour passport photo and legible scans of the identity, address and (if held) disability certificate.

  4. Condition outside the 21 RPwD Act disabilities. A diagnosis not within the schedule cannot be certified under this framework. Fix: none within UDID — the condition must fall within the 21 recognised disabilities to be certified here.

  5. Duplicate application. A valid UDID already exists for the same person, and removing duplicates is a stated aim of the project. Fix: do not re-apply; use the renewal, correction or re-issue option on your existing record instead.

  6. Pending district verification. The District Disability Rehabilitation Officer has not yet cleared your form. Fix: follow up with the district office or DDRC.

How to correct a returned application

  1. Log in at swavlambancard.gov.in with your enrolment or UDID number.
  2. Open the update or renewal option in the applicant dashboard.
  3. Fix only the flagged item. The Aadhaar mismatch, the unclear document, or the detail returned.
  4. Resubmit; corrections are made through this route, not by filing a fresh application.

Renewal and re-assessment cases

A card tied to a temporary or progressive condition carries a validity date, after which reassessment is needed; cards for children are typically valid up to age 18, after which renewal through the same portal is required. A lapse here is not a rejection; apply for renewal or reassessment on swavlambancard.gov.in before or after the validity date.

Applying for a UDID card is free at every stage. No agent can charge to register you, expedite the medical board or "issue" the card, and no rejection is ever resolved by paying a fee.

Can I apply again if my condition is not in the 21 disabilities? Not under UDID, the framework certifies only the 21 disabilities recognised under the RPwD Act, 2016.
