Allotment of Canteens - Uttarakhand
Uttarakhand state government scheme
Allotment of Canteens is a facility of the Uttarakhand Agricultural Produce Marketing Board under which the canteen inside a mandi: selling tea, snacks and meals to farmers, traders and labourers, is allotted to an eligible person through a transparent tender or auction by the mandi samiti, against a security deposit and the notified licence fee.
What is the Allotment of Canteens facility?
Allotment of Canteens is a facility of the Uttarakhand Agricultural Produce Marketing Board, the Mandi Parishad, under which the canteen inside a mandi premises is allotted to an eligible person or firm, who then runs it and sells tea, snacks and other food items to the people working in the market. The board functions under the Department of Agriculture, Government of Uttarakhand, and its headquarters is Mandi Bhawan, Rudrapur, in Udham Singh Nagar district.
A regulated mandi is a working place. Farmers arrive before dawn with produce and wait through the auction. Commission agents, traders, weighmen, loaders and transport crews spend the whole day there. All of them need tea, a meal and a place to sit, and a mandi with no canteen pushes that trade onto the road outside. The canteen inside the premises answers that need, and at the same time it is a small business opportunity created by the state, which is why the facility is described as promoting trade and entrepreneurship rather than as a welfare scheme. The person who gets the allotment gets a ready customer base, a fixed location and, in most mandis, an existing built structure with water and power.
The legal basis is the Uttarakhand Agricultural Produce Marketing (Development and Regulation) Act, 2011, under which the board and the mandi samitis are constituted. Under that Act the samiti of each market area builds and owns the market infrastructure; auction platforms, shops, godowns, Kisan Bazaars and the canteen, and puts it to use by allotting it against rent or a licence fee. The income helps fund the samiti's own maintenance and development work. Because the samiti is the owner and allotting authority, the terms are set locally in each samiti's own notice, and there is no single statewide licence fee, application form or calendar.
Main features
- The canteen inside mandi premises, allotted to run as a food and tea service.
- Aimed at small entrepreneurs and self-employment, not restricted to licensed traders.
- Allotted through a transparent tender or auction by the mandi samiti.
- Runs against a licence fee or rent plus a security deposit.
- Governed by the Uttarakhand Agricultural Produce Marketing (Development and Regulation) Act, 2011.
- No subsidy, grant or loan is attached to the allotment.
Who is eligible to run a mandi canteen?
You can apply if:
- You are an eligible person, firm, society or self-help group meeting the conditions written into the samiti's tender notice, which normally requires residence in Uttarakhand and often in the district.
- You can pay the earnest money at the time of bidding and the security deposit and licence fee on allotment.
- You can obtain a food safety registration or licence under the Food Safety and Standards Act for the canteen.
- A tender notice for the canteen is currently open in that market area.
- You can meet any experience, solvency or turnover condition the particular notice sets.
You are not eligible and cannot claim an allotment if:
- You apply outside a tender period. A canteen is allotted only when the samiti advertises it; a speculative application is not processed.
- You have dues outstanding to the mandi samiti, or a previous allotment cancelled for breach of conditions or non-payment.
- You cannot furnish the earnest money in the exact form and by the date stated in the notice.
- You intend to use the premises for something other than a canteen, or to sub-let or transfer it. Both are standard grounds for cancellation.
- You are seeking a cash grant, subsidy or loan to start a food business. Allotment of Canteens gives you premises and the right to trade, not capital; financing must come from a bank or from a separate self-employment scheme.

How to apply for allotment of a canteen
- Identify the mandi and watch for the tender notice. Canteens are allotted only when a vacancy is advertised, so visit or telephone the mandi samiti office of the market area you want and ask when the canteen tender is due. Notices are displayed at the mandi office and, where the samiti uses the state e-procurement route, published on uktenders.gov.in.
- Buy or download the tender document and read it fully. It contains the licence fee or reserve price, the earnest money amount and form, the period of allotment, the permitted items, the price list conditions, the timings, and the grounds on which allotment can be cancelled.
- Arrange the earnest money in exactly the form the notice specifies: bank draft, challan or online payment, and keep the receipt.
- Prepare the documents — identity and residence proof, PAN, food safety registration or an undertaking to obtain it, and any experience or solvency certificate the notice asks for.
- Submit the bid or application before the closing date and time at the samiti office or on the e-procurement portal, and take a dated acknowledgement. A bid received even minutes late is rejected.
- Attend the bid opening on the notified date. The samiti opens bids in front of the applicants and declares the successful bidder as per the tender terms.
- Complete the formalities and take possession. On selection, pay the balance and the security deposit, sign the agreement with the mandi samiti, obtain your FSSAI registration if not already held, and take written handover of the canteen premises and any equipment listed in it.
How do I follow up on an application?
The mandi samiti office that issued the tender is the point of contact throughout. The secretary of the samiti declares the result, executes the agreement and orders refund of earnest money to unsuccessful bidders. Where a dispute cannot be settled at that level, the Uttarakhand Agricultural Produce Marketing Board at Mandi Bhawan, Rudrapur supervises the samitis under the 2011 Act, and above it lies the Department of Agriculture, Government of Uttarakhand.
Keep the dated acknowledgement and the earnest money receipt. Applicants who lose the receipt commonly wait months for a refund that would otherwise be routine.
Why applications fail
- Applying when no tender is open. The single most common wasted effort.
- Earnest money in the wrong form or paid late, which puts the bid out before it is even read.
- Bid submitted after the closing time, including a few minutes late on the e-procurement portal.
- No food safety registration and no undertaking to obtain one.
- Dues pending against the applicant with the samiti, or a past cancellation.
- Bid below the reserve price set in the tender.
- Being outbid by a higher offer, in which case the earnest money is refunded and the applicant waits for the next round.
Running the canteen: conditions that matter
An allotment is not a freehold. The agreement fixes what may be sold, the rates where the samiti prescribes a price list, the hours of operation, cleanliness and food-safety obligations, and the licence fee payable each month or year. Standard grounds for cancellation and forfeiture of the security deposit are non-payment of the licence fee, sub-letting or transfer without permission, use of the premises for another purpose, and serious food-safety or hygiene complaints. An allottee who wants to change the menu significantly, add equipment, or bring in a partner should get the samiti's written permission first rather than seek regularisation afterwards.
The term of allotment is whatever the agreement says, commonly a fixed period of a few years, after which the samiti re-tenders. Renewal is on the terms of the agreement and is not automatic, so an allottee should ask about the re-tender well before the term ends.
Help and information
- Mandi samiti of your market area. The tender notice, the document, the bid, the agreement and the refund.
- Uttarakhand Agricultural Produce Marketing Board: Mandi Bhawan, Rudrapur, Udham Singh Nagar; portal ukapmb.org.
- Uttarakhand e-procurement portal, uktenders.gov.in, for samiti and board notices issued as tenders.
- Food Safety and Drug Administration, Uttarakhand, for the FSSAI registration or licence needed to operate the canteen.
The Uttarakhand Agricultural Produce Marketing Board does not publish a statewide licence-fee schedule, a fixed tender calendar or a dedicated helpline number for canteen allotments, and each mandi samiti sets its own terms in its own notice. A prospective allottee should therefore work directly from the samiti's tender document and office, and should not rely on rates, dates or eligibility conditions quoted by an intermediary.

Allotment of Canteens is a facility of the Uttarakhand Agricultural Produce Marketing Board under which the canteen inside a mandi premises is allotted to an eligible person, who then sells tea, snacks and other food items to the farmers, traders and labourers working in the market. The purpose is to promote trade and small entrepreneurship while providing a basic service inside the mandi.
Who can apply for a mandi canteen?
Any eligible person or firm that meets the conditions written into the mandi samiti's tender notice can apply, which normally means a resident of Uttarakhand who can pay the security deposit and licence fee and hold a food safety registration. It is aimed at small entrepreneurs rather than at licensed traders only.
