Alpshankhyak Vikas Nidhi (Minority Development Fund)
Uttarakhand state government scheme
Alpshankhyak Vikas Nidhi is a Rs 4 crore fund of the Uttarakhand Minority Welfare Department that pays for education, livelihood, health and community infrastructure projects for notified religious and linguistic minorities, with priority to districts where minorities are more than 25 percent of the population. Institutions apply offline through the District Minority Welfare Officer.
What is Alpshankhyak Vikas Nidhi?
Alpshankhyak Vikas Nidhi, in English the Minority Development Fund, is a dedicated pool of state money held by the Minority Welfare Department, Government of Uttarakhand, and administered through the Directorate of Minority Welfare in Dehradun. The department lists it on its portal alongside its scholarship schemes as the Minority Vikas Nidhi Scheme.
The fund has a corpus of Rs 4 crore, replenished from time to time depending on project demand and the state budget allocation for the year. Unlike a scholarship or a pension, Alpshankhyak Vikas Nidhi does not pay a fixed amount to a named individual. It funds projects, a classroom block for a minority-run school, a vocational training centre, a health awareness camp, a community hall, proposed by institutions and cleared by the department.
The purpose of the fund is gap-filling. Central programmes such as the Pradhan Mantri Jan Vikas Karyakram, and the earlier Multi-Sectoral Development Programme, cover a defined menu of works in identified minority-concentration areas. Alpshankhyak Vikas Nidhi exists so that Uttarakhand can pay for the things those programmes leave out, in the places where the need is sharpest.
Who is eligible, and who cannot apply?
An applicant institution can apply if:
- The project benefits notified minority communities in Uttarakhand; Muslims, Sikhs, Christians, Buddhists and Jains among religious minorities, and linguistic minorities such as Urdu, Bengali and Punjabi speakers.
- The project addresses a documented gap in education, livelihood, health or social welfare rather than duplicating an existing central or state scheme.
- The applicant is a registered institution or organisation. A society, trust, school, college, madrasa or comparable body.
- The proposal can be endorsed by the District Minority Welfare Officer for the district in which the work will be done.
- The institution can meet any own-contribution requirement attached to an infrastructure proposal.
You cannot apply / are not eligible if:
- You are an individual looking for personal financial assistance. The fund is institutional, and individual applications are not entertained.
- The proposal is not endorsed by the district authorities.
- The project does not serve a notified minority community in Uttarakhand.
- The work is already fully funded under a central scheme such as PMJVK, because the fund exists to close gaps, not to double-fund.
- The applicant institution is not registered or cannot produce audited accounts and a bank account in the institution's own name.
An individual from a minority community in Uttarakhand who needs money in their own hands should look instead at the department's Minority Scholarship Schemes, the Pre-Matric Scholarship Scheme for classes 1 to 10, the Mukhyamantri Alpsankhyak Medhavi Balika Protsahan Yojana for meritorious girls, or the self-employment scheme for unemployed minority communities, which pays a 25 percent grant on a business loan.
What kinds of projects does the fund support?
The fund is used across four broad areas:
- Education: infrastructure for minority-run educational institutions, learning materials, and support that complements the department's scholarship schemes.
- Livelihood and skills; vocational training centres and support for self-help groups working in minority-concentration areas.
- Health — outreach and awareness activity in areas where minority households are underserved by regular health infrastructure.
- Community infrastructure; community halls and renovation of institutional buildings serving minority populations.
The myScheme listing for the fund describes indicative ceilings for these categories, for example a per-institution ceiling for education infrastructure, a smaller ceiling for a vocational training centre and seed support per self-help group. Those indicative figures are not separately notified on the department's own portal, so an applicant should treat the ceiling for their category as something to confirm in writing with the District Minority Welfare Officer before preparing a budget. Uttarakhand revises these limits with the annual budget, and a proposal built on last year's ceiling is a proposal that gets sent back.
Priority is given to districts and blocks where minorities make up more than 25 percent of the population. In Uttarakhand that concentrates the fund's work in and around Haridwar and Udham Singh Nagar, and in the minority pockets of Dehradun and Nainital districts.

How to apply for Alpshankhyak Vikas Nidhi
Application is offline, and it runs through the district office.
- Meet the District Minority Welfare Officer in your district and ask for the current proposal format and the ceiling applicable to your category of project this financial year.
- Prepare the project proposal with clear objectives, the minority community to be served, a line-item budget, an implementation timeline and the outcomes you will report against.
- Attach the supporting papers, registration certificate, minority community certification, audited accounts, bank account details, staff details and, where required, evidence of your own financial contribution.
- Submit the complete proposal in the number of hard copies the district office asks for, along with a soft copy in PDF where the office accepts one, and take a dated acknowledgement.
- Obtain the district endorsement. The District Minority Welfare Officer examines the proposal, endorses it and forwards it to the Directorate of Minority Welfare, Dehradun.
- Wait for committee scrutiny. The state-level committee at the Directorate examines the proposal, and sanction follows at the level prescribed by the department.
- Execute and account. After sanction, complete the work within the approved timeline and file the utilisation certificate and completion report the department asks for. Later instalments and future proposals both depend on it.
How do I track a submitted proposal?
- Keep the dated acknowledgement issued by the District Minority Welfare Office, the diary number on it is how the file is traced.
- Follow up with the district office first. The district endorsement stage is where most proposals sit longest.
- Contact the Directorate of Minority Welfare, Dehradun once the file has been forwarded, quoting the diary number and the date of forwarding.
- Use the Citizen's Call Centre on 155300, the helpline listed on minoritywelfare.uk.gov.in, for information on departmental schemes.
- Escalate to the Uttarakhand CM Helpline on 1905 if the proposal has been pending for an unreasonable period without a decision.
Common reasons a proposal is rejected
- An individual applies. The most common error. The fund does not accept individual applications at all.
- No district endorsement, which means the file never reaches the Directorate.
- The gap is not documented. A proposal that does not show what existing schemes fail to cover reads as duplication and is rejected on that ground.
- Budget built on an unconfirmed ceiling, so the proposed cost does not match what the department can sanction in the current year.
- Minority status of beneficiaries not established with proper certification.
- Own contribution not shown in an infrastructure proposal.
- Earlier utilisation certificate pending from the same institution.
Where do I get help?
- Directorate of Minority Welfare, Dehradun: proposal scrutiny, sanction and release.
- District Minority Welfare Officer in your district. The first and most important point of contact, for the proposal format, ceilings and endorsement.
- Portal: minoritywelfare.uk.gov.in
- Citizen's Call Centre: 155300
- Uttarakhand CM Helpline: 1905
No fee is payable to submit a proposal to the Minority Welfare Department. Any demand for money to move a file should be reported to the Director, Minority Welfare, or through the CM Helpline.

Frequently asked questions
What is Alpshankhyak Vikas Nidhi?
Alpshankhyak Vikas Nidhi is a dedicated fund of the Uttarakhand Minority Welfare Department, with a corpus of Rs 4 crore, used to pay for projects that fill gaps in education, livelihood, health and community infrastructure for notified minority communities in the state. The corpus is replenished from time to time depending on project demand and the state budget.
Can an individual apply to the Alpshankhyak Vikas Nidhi?
No. Only institutions and organisations may apply, and their proposals must be endorsed by the district authorities. An individual seeking personal financial help should instead look at the department's scholarship schemes or the self-employment scheme for unemployed minority communities.
Which communities are covered?
The fund covers India's notified religious minorities — Muslims, Sikhs, Christians, Buddhists and Jains — and linguistic minorities in Uttarakhand such as Urdu, Bengali and Punjabi speakers.
Which areas get priority?
Districts and blocks where minorities form more than 25 percent of the population are given priority, because that is where the fund is intended to close service gaps left by central and state programmes.
How does the fund relate to central minority schemes?
Alpshankhyak Vikas Nidhi is designed to fill gaps that central programmes such as the Pradhan Mantri Jan Vikas Karyakram and the earlier Multi-Sectoral Development Programme do not cover. It supplements those programmes rather than duplicating them.
Where is the application submitted?
The proposal is submitted offline to the District Minority Welfare Officer, who endorses it and forwards it to the Directorate of Minority Welfare in Dehradun for committee scrutiny and approval.
How much money can a single project get?
No single fixed ceiling is published for citizens. The amount is decided project by project by the state-level committee, within the Rs 4 crore corpus, so applicants should ask the District Minority Welfare Officer for the ceiling applicable to their category of project in the current year.
What is the state helpline for minority welfare queries?
The Uttarakhand Citizen's Call Centre on 155300 is the helpline listed on the Minority Welfare Department website. For anything the district office has not resolved, the Uttarakhand CM Helpline on 1905 is the escalation route.
