What is the CSIR (PhD) Fellowship?

The CSIR (PhD) Fellowship is a research fellowship scheme of the Council of Scientific and Industrial Research (CSIR), a premier national research and development organisation under the Government of India. The fellowship is administered by CSIR–Human Resource Development Group (CSIR-HRDG) and supports scholars pursuing a PhD or Integrated PhD in science, engineering and allied disciplines.

According to CSIR-HRDG, the fellowship has two stages. A candidate first joins as a Junior Research Fellow (JRF) and, after two years and PhD registration, is upgraded to Senior Research Fellow (SRF). The scheme's purpose is to give bright postgraduates a stable stipend so they can devote themselves to full-time doctoral research at recognised universities, IITs, national laboratories and other approved institutions.

This is a Central Government of India scheme, open to eligible candidates across the country, including those enrolled at institutions in Uttarakhand such as central universities and national institutes located in the state. There is no separate state quota; candidates from Uttarakhand compete in the same all-India CSIR-UGC NET as everyone else.

Who is eligible for the CSIR Fellowship?

You can apply if:

• You have qualified the CSIR-UGC NET in the Junior Research Fellowship (JRF) category.
• You hold a Master's degree or equivalent with at least 55 percent marks (50 percent for SC/ST/OBC-NCL/PwD candidates) in a relevant subject.
• You register or enrol for a PhD / Integrated PhD. A JRF must register for a PhD within two years of joining the fellowship.
• You are within the upper age limit of 28 years for JRF (NET) as on the closing date, with the standard relaxations for reserved categories, women and other eligible groups.

You cannot apply / are not eligible if:

• You have not qualified the CSIR-UGC NET in the JRF category.
• You are above the prescribed age and do not qualify for any relaxation.
• You are not enrolled in, and do not intend to register for, a PhD programme.
• You seek personal financial support unrelated to doctoral research, which the fellowship does not cover.

How much does the CSIR Fellowship pay?

According to CSIR-HRDG:

• A Junior Research Fellow (JRF-NET) receives Rs 37,000 per month for the first two years.
• On upgrade to Senior Research Fellow (SRF-NET), the stipend rises to Rs 42,000 per month.
• Every fellow also gets an annual contingency grant of Rs 20,000 for research expenses such as books, chemicals, consumables and travel.
• House Rent Allowance (HRA) is payable as per the rules of the Government of India where hostel accommodation is not provided.

The stipend is paid through the host institution. The total tenure is five years, within which the scholar is expected to complete the PhD.

When does a JRF become an SRF?

A Junior Research Fellow is upgraded to Senior Research Fellow after:

1. Completing two years as a JRF.
2. Being registered for a PhD.
3. Clearing the prescribed three-tier assessment of research progress, in which the fellow's work is reviewed by an expert committee.

If the assessment is not cleared at the two-year mark, the fellowship may continue as JRF for a further period as per the guidelines before the SRF upgrade.

How to apply for the CSIR Fellowship

The fellowship is not a walk-in cash benefit; it follows the national research-fellowship route:

1. Qualify the CSIR-UGC NET in the JRF category. The test is conducted by the National Testing Agency (NTA) on behalf of CSIR: watch csirhrdg.res.in and the NTA website for the notification and last date each cycle.
2. Join a recognised research institution, a university, IIT, national laboratory or approved institute, under a research supervisor.
3. Register for a PhD / Integrated PhD programme (within two years of joining the fellowship).
4. Have the fellowship processed and released through CSIR-HRDG's online fellowship system at csirhrdg.res.in, with your host institution forwarding the joining and PhD-registration details.
5. Complete the three-tier assessment at the end of two years to move from JRF to SRF.

How do I check my fellowship status?

Fellowship joining, continuation and upgrade are handled through CSIR-HRDG's online system and your host institution's research/accounts section. Check the status of your fellowship file and stipend release on csirhrdg.res.in, and follow up with your institution's fellowship coordinator, who forwards your documents to CSIR-HRDG.

Common reasons a fellowship is delayed, and how to fix them

• PhD not registered within two years, complete the PhD registration promptly to avoid the stipend being held.
• Assessment not cleared at the two-year mark — continue as JRF and appear for the assessment as scheduled.
• Documents not forwarded by the institution, follow up with the research/accounts office so joining and registration proofs reach CSIR-HRDG.
• Bank or joining details mismatched; reconcile the details with your institution.

The CSIR-UGC NET is held in cycles (typically twice a year), and each cycle has its own application window and last date announced by NTA. There is no single all-year deadline for the fellowship; eligibility flows from clearing that test, so track csirhrdg.res.in and the NTA notification for the current cycle's dates.

Which subjects and institutions are covered?

The CSIR-UGC NET for JRF covers the main science streams, Chemical Sciences, Earth/Atmospheric/Ocean and Planetary Sciences, Life Sciences, Mathematical Sciences, and Physical Sciences, and, through the JRF route, feeds doctoral research in these and allied areas. A fellow can hold the fellowship at a recognised university, an IIT or other institute of national importance, a national laboratory, or an approved research institution where a suitable supervisor and research facilities are available. For a scholar based in Uttarakhand, this includes central and state universities and national institutes located in the state, provided they are recognised for the fellowship and the scholar is registered for a PhD there.

JRF versus SRF at a glance

House Rent Allowance is paid as per Government of India rules where accommodation is not provided, and the whole tenure is capped at five years, within which the scholar is expected to submit the thesis. There is no annual re-application; continuation depends on satisfactory research progress and the JRF-to-SRF assessment.
