Dastkar Prashikshan (I.T.I)
Uttarakhand state government scheme
Dastkar Prashikshan is an Uttarakhand skill-training scheme that puts youth through 1-year or 2-year craftsman courses at district ITIs so they can move into private-sector jobs or self-employment. Class 8 or Class 10 pass residents of Uttarakhand can apply online at vpputtarakhand.in during the July-to-September admission window, with fees fixed at Rs 4,000 a year.
What is Dastkar Prashikshan (I.T.I)?
Dastkar Prashikshan is a skill-training scheme of the Skill Development and Employment Department, Government of Uttarakhand. The name: dastkar meaning craftsman or artisan, prashikshan meaning training, describes the scheme exactly: it puts young people through craftsman training at the state's district Industrial Training Institutes.
According to the state's departmental scheme rules, Dastkar Prashikshan aims to benefit the youth of the state by connecting them with employment or self-employment opportunities in the private sector through skill training provided by district ITIs. The training runs for either one year or two years, depending on the trade, and the scheme fee is currently fixed at Rs 4,000 per annum.
The delivery machinery matters here. Uttarakhand's ITI admissions run through the Vyavsayik Pariksha Parishad (VPP). The state's Vocational Examination Council, which operates under the Department of Skill Development and Employment from the Government Women's ITI campus at Survey Chowk, Dehradun. VPP handles the online application, the merit list and the counselling for government, private and PPP-model training institutes across the state. So while the scheme is called Dastkar Prashikshan in the departmental compendium, the practical door a student walks through is the VPP ITI admission portal.
Key features
- Run by the Skill Development and Employment Department, Uttarakhand.
- Training delivered at district ITIs across the state.
- Course duration of one year or two years by trade.
- Fee fixed at Rs 4,000 per annum under the scheme rules.
- Application is online, and admission is by merit-based online counselling.
Who is eligible for Dastkar Prashikshan?
You can apply if:
- You are a resident of Uttarakhand, evidenced by a permanent residence certificate.
- You have passed Class 8 or Class 10. Uttarakhand ITI trades are split between those open on a Class 8 pass and those that require a Class 10 pass, and each year's advertisement lists which trade falls where.
- You can meet the fee of Rs 4,000 per annum fixed under the scheme.
- You have an Aadhaar card, a bank account and a working mobile number, all of which are required at the application stage.
You cannot apply / are not eligible if:
- You are not a resident of Uttarakhand. Residence is the first condition in the scheme's eligibility list.
- You have not passed Class 8 or Class 10. A candidate who has appeared but not cleared the qualifying examination cannot be admitted, since merit is drawn from those marks.
- You apply for a trade whose minimum qualification you do not hold, for example a Class 10-only trade on a Class 8 pass.
- You miss the admission window. Admissions are conducted between July and September, and applications outside that window are not processed.
- You do not appear for online counselling after the merit list is published. Admission is finally granted through counselling, so a good merit position alone does not secure a seat.
There is no published income ceiling, caste bar or gender restriction. Reservation certificates are relevant only if you are claiming a reserved-category seat, not as a condition of entry.
What documents are required for Dastkar Prashikshan?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Identity proof at the online application stage |
| Permanent residence certificate | Yes | Proof of Uttarakhand residence |
| Class 8 or Class 10 marksheet and certificate | Yes | The qualifying examination; merit is computed from these marks |
| Reservation-related certificate | If applicable | Only if claiming an SC, ST, OBC, EWS or other reserved seat |
| Bank account details | Yes | Account number required with the application |
| Mobile number | Yes | For OTP, counselling alerts and seat-allotment messages |
Scan each document cleanly before you start the online form. A blurred marksheet or a residence certificate in a name that does not match Aadhaar is the most common cause of a rejected upload.
How to apply for Dastkar Prashikshan ITI training
- Watch for the department's advertisement. The Skill Development and Employment Department announces the ITI admission process by advertisement, and admissions are conducted between July and September each year.
- Register on the VPP portal. Applications are submitted online through vpputtarakhand.in, the portal of the Vyavsayik Pariksha Parishad, Uttarakhand. Create your account with your mobile number and verify the OTP.
- Fill the application form with your personal details, your qualifying examination marks (Class 8 or Class 10), your permanent residence details and your bank account number.
- Upload your documents โ Aadhaar card, permanent residence certificate, marksheet and certificate, and any reservation-related certificate you are claiming against.
- Choose your trades and institutes in order of preference. Note whether each trade you pick is a one-year or two-year course and what its minimum qualification is.
- Submit the form and save the application number shown on screen, along with a printout or PDF of the submitted form.
- Check the merit list when VPP publishes it. Merit is computed from the qualifying examination marks.
- Attend online counselling. Admission is finally granted after the online counselling process based on merit, so appearing for your allotted counselling round is essential.
- Report to the allotted ITI with your original documents and pay the fee fixed for the year to confirm your seat.
How do I check my application and seat status?
Track everything from the VPP portal at vpputtarakhand.in using the student login. The portal carries the application status, the merit list, the counselling schedule and the seat-allotment result for government, private and PPP-model institutes. Keep the registered mobile number active throughout the July to September window, because counselling calls and allotment messages are sent to it. If the portal shows nothing against your application number, call the VPP helpline before the counselling round closes rather than after.
Why an ITI admission application fails
- Missed the July-to-September window. The admission cycle is annual and does not reopen.
- Qualification mismatch, applying for a Class 10 trade on a Class 8 pass, or the reverse trade grouping in that year's advertisement.
- Residence certificate not attached or issued in another state.
- Document name mismatch between Aadhaar, the marksheet and the residence certificate.
- Reservation certificate claimed but not uploaded, which drops you back to the general merit list.
- Did not attend online counselling, which forfeits the allotment even for a candidate high on merit.
- Did not report to the allotted ITI or pay the fee within the deadline given at allotment, after which the seat goes to the next candidate in the round.
Help and grievance redressal
- Vyavsayik Pariksha Parishad helpline: 7302663922, 7302663907, on working days between 10:30 AM and 5:30 PM.
- Email: vpp.iti.uk@gmail.com
- Office: Vyavsayik Pariksha Parishad, Third Floor, Government Women's ITI Campus, 26 E.C. Road, Survey Chowk, Dehradun.
- Portal: vpputtarakhand.in, for the merit list, counselling schedule and seat allotment.
For a problem that VPP cannot settle. A scheme-level question about the fee, the trade list or the training itself. The escalation is the Skill Development and Employment Department, Government of Uttarakhand, which owns Dastkar Prashikshan. Applications and counselling on the VPP portal are handled by the department directly, so no agent or middleman is needed and none should be paid to "arrange" a seat: allotment is by published merit and online counselling.
