What is the Girl Education Promotion (Free Cycle) Scheme?

The Girl Education Promotion Scheme, commonly called the Free Cycle Scheme or Nishulk Cycle Yojana, is a welfare programme of the Directorate of Minority Welfare, Uttarakhand. According to the Minority Welfare department, the scheme gives one free bicycle to a minority-community girl who has just passed Class 8, so that distance to the nearest secondary school does not force her to drop out.

Girls' education in Uttarakhand's hill and rural districts is often interrupted at exactly this point: the primary or upper-primary school is in the village, but the nearest Class 9 school can be several kilometres away. The Free Cycle Scheme targets that gap. By handing a girl a cycle at the Class 8-to-9 transition, the department aims to raise the transition rate and cut the dropout rate among minority girls.

The scheme sits within a family of minority-focused education measures the directorate runs, alongside pre-matric and post-matric minority scholarships and the CM Minority Meritorious Girls Incentive Scheme. The Free Cycle Scheme is the only one of these delivered as an in-kind benefit. A bicycle rather than a cash transfer.

Who is eligible for the free cycle?

A girl can get the cycle if:

• She is a permanent resident of Uttarakhand.
• She belongs to a notified minority community, Muslim, Christian, Sikh, Buddhist, Jain or Parsi.
• She has passed the Class 8 examination.
• She studied Class 8 in a government school or a registered madrasa in the state.

A girl cannot apply if:

• She studied in a private school that is neither government-run nor a registered madrasa.
• She does not belong to a notified minority community, the scheme is specifically a Minority Welfare measure, so non-minority girls are not eligible under this particular scheme (they may qualify for other state cycle or scholarship schemes).
• She is not a resident of Uttarakhand.
• She has already received a cycle under this scheme in an earlier year.

Because the benefit is tied to continuing education, the girl is expected to be enrolling in or attending Class 9 at the time the cycle is distributed.

How much is the benefit?

The benefit is one bicycle per eligible girl, provided free of cost. It is a one-time, in-kind benefit, the department either distributes the cycle directly at a camp or, in some districts, reimburses the cost of a standard cycle into the girl's or parent's bank account. There is no cash allowance beyond the value of the cycle, and the cycle is not repeated in later years.

What documents are required?

Carry the originals plus one photocopy set. The district office verifies the originals and keeps the copies with the application.

How to apply for the free cycle scheme

The scheme is offline only: there is no online form. Follow these steps:

1. Identify your district office. In Dehradun, Haridwar, Nainital and Udham Singh Nagar, go to the District Minority Welfare Office. In every other district, the District Social Welfare Office processes minority welfare applications.
2. Collect the application form for the Free Cycle Scheme from that office. Ask specifically for the minority girls' cycle scheme form so you are given the right one.
3. Fill the form with the girl's name, school, community and bank details.
4. Attach the documents — Class 8 marksheet, Aadhaar, minority self-declaration, photograph, bank passbook, and an income certificate or BPL card if you have one.
5. Submit the form back to the same office and collect an acknowledgement or receiving note.
6. Wait for verification. The office checks the school record and minority status, then either calls the girl to a distribution camp or credits the reimbursement to the bank account.

Because timelines follow the academic calendar, apply as soon as the Class 8 result is out. Ask the office when the current session's list closes, as the scheme has no single statewide last date.

How to check the status of your application

There is no online status tracker for this offline scheme. To check progress:

1. Keep the acknowledgement/receiving number the office gave you.
2. Visit or phone the same district office after two to three weeks and quote the acknowledgement number.
3. Ask whether your name is on the approved distribution list for the current session and when the cycles will be handed out.

Common reasons applications are rejected, and how to fix them

• No minority self-declaration, the single most common gap. Add a signed self-declaration of your community and resubmit.
• School not eligible. The girl studied in a private school. Only government schools and registered madrasas qualify; there is no fix except that the girl may be eligible for a different, non-minority cycle scheme.
• Class 8 not cleared / marksheet missing, attach the marksheet showing a pass.
• Applied in the wrong office: in districts without a Minority Welfare office, the form must go to the Social Welfare Office. Resubmit at the correct one.
• Duplicate claim. A girl who already received a cycle cannot get a second.

When should I apply, and how is the cycle given out?

The Free Cycle Scheme follows the school calendar, not a fixed statewide date. The natural window is right after the Class 8 result is declared and the girl is enrolling in Class 9. Applying early matters because each district office prepares a session list and then either holds a distribution camp, where the cycles are handed over in person, or credits the cost of a standard cycle as a reimbursement into the girl's or a parent's bank account. Which method a district uses depends on how it has procured the cycles that year, so ask the office at the time of applying whether you will receive the cycle directly or be reimbursed. Because the list closes once the session's allotment is exhausted, a late application can be carried to the next session rather than the current one.

How to escalate a delay or complaint

The office that issued your form is always the first grievance point, raise any delay or rejection there in writing and keep a copy of your acknowledgement. If the District Minority Welfare or Social Welfare Office does not resolve the matter, the issue can be escalated to the Directorate of Minority Welfare in Dehradun, and unresolved public-service grievances can be lodged on the Uttarakhand CM Helpline, 1905. Keep the girl's Class 8 marksheet, minority self-declaration and acknowledgement together, because these three are what every level of review will ask for first.
